DECISION

APPROVING THE SCHEME ON STABILIZATION OF POPULATION DISTRIBUTION AND SOCIO-ECONOMIC DEVELOPMENT IN DA RIVER'S RESETTLEMENT AREA OF HOA BINH PROVINCE DURING 2009 - 2015

THE PRIME MINISTER

Pursuant to the December 25, 2001 Law on Organization of the Government;
At the proposal of the People's Committee of Hoa Binh province in Report No. 1260/TTr-UBND of August 31, 2009, and the Minister of Planning and Investment in Document No. 7253/ BKH-GS&TDDT of September 22, 2009,

DECIDES:

Article 1. To approve the scheme on stabilization of population distribution and socio­economic development in Da river's resettlement area of Hoa Binh province during 2009 - 2015 (below referred to as the scheme) with the following principal contents:

1. Scope of the scheme: The scheme will be implemented in 36 communes and wards of 5 districts (Da Bac. Mai Chau, Tan Lac. Cao Phong and Kim Boi) and Hoa Binh city, of which 26 communes and wards lie in the Da river reservoir area and 10 communes lie outside the Da river reservoir area which households from the Da river reservoir area will move in for resettlement.

2. Objectives:

a/ Overall objectives: By 2015, to stabilize the residential area for resettled people, prevent their households from relapsing into hunger, reduce the area's poor household rate down to the province's average, secure normal life and raise living standards of resettled people. To restructure the workforce towards a lower ratio of direct agricultural laborers and a higher ratio of trained rural laborers. To invest in building comprehensive infrastructure for socio-economic development in the area to make it a new-style countryside. To increase the forest coverage in the reservoir area in order to enhance the capability of protecting the Hoa Binh hydropower reservoir and the eco-environment. To maintain political security and social order and safety.

b/ Specific objectives:

- By 2015, to basically complete the population redistribution and stabilization in hamlets and villages surrounding the reservoir, covering the displacement and concentrated resettlement of between 250 and 300 households and intermingled displacement of every 1,000 households within a commune;

- To develop agricultural production, forestry, fishery, small- and medium-sized industrial establishments; to develop services based on building capacity for local people to tap geographical advantages and potential in land, rivers, lakes and natural resources for commodity production. To increase the industry and service ratios in the economic structure of communes in the reservoir area to 20 and 25% and create conditions for people to get access to production services and product outlets. To reduce the ratio of agricultural laborers to the total social workforce to 60% and increase the ratio of vocationally trained rural laborers to 40%;

- To build a complete infrastructure system for socio-economic development, ensuring sustainable development for reservoir area inhabitants;

- To develop education, health care, culture and social affairs for reservoir area inhabitants to the level of other areas of the province;

- To invest in developing protection forests combined with economic forests in order to increase incomes of people and protect the eco-environment. To increase the forest coverage in the reservoir area to 60%.

3. The duration of implementation of the scheme is 7 years from 2009 to 2015.

4. Major investment domains:

a/ Population redistribution and stabilization:

- To build 3 concentrated resettlement areas in communes surrounding Da river reservoir on a total area of 380 ha for between 250 and 300 households with 1,500 inhabitants currently living in areas vulnerable to flash flood, landslide, lack of production land or water shortage or meeting with exceptionally difficult production conditions;

- To support the relocation of some 1,000 households with 5,000 inhabitants currently living in hamlets and villages of densely populated reservoir area communes in shortage of land and water for production and daily life within these communes.

b/ Investment in production development: To reclaim 204 ha of terrace fields, plant 3,050 ha of protection and economic forests, build 1,210 pilot models of production, support 1,300 households in developing their production, provide loan interest rate supports for 5,000 households and job training for 10,000 people, and organize 50 classes of training in transfer of new production techniques and technologies.

c/ Infrastructure system consolidation and building: To build and upgrade a system of 55 traffic works, including roads, bridges, underground channels and ship landings; to build and upgrade 11 grid power transmission lines. 17 schools, 13 health stations, 11 irrigation works, 14 daily-life water supply works, 9 cultural works and 4 commune People's Committee offices.

5. Total investment capital and capital sources

a/ Total investment capital for the scheme will be VND 898.597 billion, covering:

- Population redistribution and stabilization: VND 43.33 billion;

- Investment in production development: VND 194.232 billion;

- Infrastructure building: VND 626.83 billion;

- Other expenses and provisions: VND 34.205 billion.

b/ Capital sources:

- Targeted supports from the central budget: VND 581.496 billion;

- Local budgets: VND 93.7 billion;

- Integrated funds of target programs: VND 206.301 billion;

- Contributions mobilized from enterprises and people: VND 17.1 billion.

6. Solutions to implementing the scheme

a/ Land:

- To make the best use of land areas which are usable for agricultural production, forestry and fisheries. To recover unused or inefficiently used land areas of organizations and agricultural and forestry farms and allocate them to production households;

- To plan the use of terrace fields and reclaim barren land areas and bare hills and mountains before allocating them to households for growing plants of economic value and economic forests.

b/ Production development:

- To implement the planning on restructuring plants and livestock in the direction of commodity production, covering the building of some material zones for intensive cultivation of sugarcane, tea, bamboo, gum tree. etc. To develop rearing of cattle and poultry (buffalo, cow, goat, pig, chicken, duck) and aquaculture;

- To formulate policies to support and promote the development of farm economy and cooperative economy as driving forces for the development of household economy in producing commodities and marketing products for reservoir area inhabitants;

- To build and widely apply good production models in the area; to transfer to local households high-yield and quality plant varieties and livestock suitable to practical conditions of each commune or village;

- To develop small- and medium-sized establishments processing agricultural, forest and aquatic products in order to raise product value and competitiveness.

c/ Raising and management of investment capital:

- On the basis of the state budget's annual balancing capacity, to allocate capital for the achievement of specific objectives, prioritizing the supply of sufficient capital for urgent and important projects which directly facilitate the stabilization of the people's life and socio­economic development of the reservoir area. To effectively integrate programs and projects in the area and concurrently earmark local budgets for their implementation according to set schedules. To study and apply mechanisms and policies to create favorable conditions for investors of all economic sectors inside and outside the province to invest in the reservoir area;

- The People's Committee of Hoa Binh province shall direct the management and efficient use of the State's investment capital, facilitate the disbursement of project investment capital according to set schedules; and decentralize the investment management responsibility to sectors and authorities according to their managing capability and skills and to localities according to their practical conditions.

d/ Development of human resources:

- To properly implement preferential education and vocational training policies for ethnic minority people, and concurrently adopt appropriate mechanisms and policies to encourage enterprises to provide financial supports for training and employment of local laborers;

- To formulate a policy on training and retraining of local cadres in order to make up for the shortage of cadres in the scheme area. To adopt preferential policies to attract talented people to work in the scheme area, especially economic managers, scientists, technical workers, and skilled workers.

e/ Application of policies: Investment projects will be eligible for incentives and policies provided in the Prime Minister's Decision No. 78/2008/QD-TTg on a number of policies for implementation of the Program on population redistribution under the Prime Minister's Decision No. 193/2()()6/QD-TTg of August 24, 2006; and a number of policies and mechanisms under the Government's Resolution No. 30a/ 2008/NQ-CP of December 27, 2008. in order to support production development in the scheme area and vocational training and sending of laborers in the scheme area as guest workers abroad.

Article 2. Organization of implementation

1. Responsibilities of the People's Committee of Hoa Binh province:

a/ To base itself on the applicable policies specified at Point e, Clause 6, Article 1 of this Decision and relevant policies to formulate and promulgate specific policies on investment and provision of supports for entities in the scheme area.

b/ To integrate capital sources of programs and projects in the locality to effectively implement the scheme. To base itself on the capital-raising capability and urgency of each investment item to make a priority order of, and direct investors in formulating, component projects before submitting them to competent authorities for approval. To manage and organize the implementation of projects under current regulations.

c/ To decentralize the management and organization of implementation of component projects according to the functions and tasks of provincial-level departments, branches and district-level People's Committees. To direct concerned provincial-level departments and branches and People's Committees of districts in the scheme area in closely coordinating with investors in the implementation of component projects.

d/ To monitor, inspect, supervise and sum up the implementation of projects and promptly address problems and difficulties arising in the implementation, thus preventing negative practices, corruption and wastefulness.

2. Responsibilities of ministries and branches

a/ The Ministry of Planning and Investment shall assume the prime responsibility for, and coordinate with the Ministry of Finance and concerned ministries and branches in. balancing and allocating targeted support capital sources included in their annual budget plans for Hoa Binh province to implement investment items under this Decision.

b/ Ministries and branches shall base themselves on assigned programs and projects to direct their attached agencies and units in managing the integration of programs and projects relevant to investment in the scheme area; and coordinate with the People's Committee of Hoa Binh province in organizing the effective implementation of projects.

Article 3. This Decision takes effect on the date of its signing.

Article 4. Ministers, heads of ministerial-level agencies, heads of government-attached agencies, heads of concerned agencies, and the chairperson of the People's Committee of Hoa Binh province shall implement this Decision.
