RESOLUTION
ON THE LIST OF RURAL DISTRICTS, URBAN DISTRICTS AND WARDS OF PROVINCES AND CENTRALLY RUN CITIES WHERE THE TRIAL NON-ORGANIZATION OF PEOPLE'S COUNCILS OF RURAL DISTRICTS, URBAN DISTRICTS AND WARDS IS IMPLEMENTED
THE STANDING COMMITTEE OF THE NATIONAL ASSEMBLY OF THE SOCIALIST REPUBLIC OF VIETNAM
Pursuant to the 1992 Constitution of the Socialist Republic of Vietnam, which was amended and supplemented under Resolution No. 51/2001/ QH10;
Pursuant to Resolution No. 26/2008/QH12 of November 15. 2008. on trial non-organization of People s Councils of rural districts, urban districts and wards of the XIIth National Assembly at the 4,h session;
After considering the Government's Report No. 01/TTr-CP of January 2, 2009, on the National Assembly Standing Committee s draft resolution on the list of rural districts, urban districts and wards of provinces and centrally run cities where the trial non-organization of People's Councils of rural districts, urban districts and wards is implemented; and the National Assembly Law Committee's Verification Report No. 672/BC-U BP LI 2 of January 14. 2009;
RESOLVES:
Article 1. To implement the trial non-organization of People's Councils of rural districts, urban districts and wards in 67 rural districts, 32 urban districts and 483 wards of 10 provinces and centrally run cities as follows:
1. Lao Cai province
a/ Eight rural districts of Bao Thang, Bac Ha. Si Ma Cai, Muong Khuong, Bat Xat, Sa Pa, Van Ban and Bao Yen.
b/ Twelve wards of Lao Cai city:
Lao Cai, Pho Moi. Coc Leu. Kim Tan. Bac Cuong, Duyen Hai, Bac Lenh. Pom Han, Xuan Tang, Thong Nhal, Binh Minh and Nam Cuong.
2. Vinh Phuc province
a/ Seven rural districts of Vinh Tuong, Yen Lac, Tarn Duong, Binh Xuyen, Lap Thach, Tarn Dao and Song Lo.
b/ Thirteen wards, including:
Hoi Hop. Dong Tarn. Tich Son, Ngo Quyen, Dong Da. Lien Bao and Khai Quang of Vinh Yen city;
Xuan Hoa, Dong Xuan, Hung Vuong, Trung Trac, Trung Nhi and Phuc Thang of Phuc Yen town.
3. Hai Phong city
a/ Seven rural districts of Thuy Nguyen. An Duong. An Lao. Kien Thuy. Tien Lang, Vinh Bao and Cat Hai.
b/ Seven urban districts and 70 wards, including:
- Hong Bang district and its wards: Quan Toan. Hung Vuong, So Dau, Trai Chuoi. Thuong Ly. Ha Ly, Minh Khai. Hoang Van Thu. Quang
- Thing, Phan Boi Chau and Pham Hong Thai;
- Ngo Quyen district and its wards: Lach Tray, Dong Quoc Binh, Dang Giang, Dong Khe, Le Loi, Gia Vien, Cau Dat. Luong KhanhThicn. Lac Vien, May To, Cau Tre, Van My and May Chai;
- Le Chan district and its wards: Trai Cau, Ho Nam, Hang Kenh. Dong Hai, An Bien. Du Hang, Vinh Niem, Du Hang Kenh. Kenh Duong, Nghia Xa, Niem Nghia, Cat Dai, Tran Nguyen Han, Lam Son and An Duong;
- Kien An district and its wards: Quan Tru, Lam Ha, Bac Son. Ngoc Son, Tran Thanh Ngo, Dong Hoa, Nam Son. Van Dau, Phu Lien and Trang Minh;
- Hai An district and its wards: Cat Bi, Dang Lam, Thanh To, Dang Hai, Dong Hai 1, Dong Hai 2, Nam Hai and Trang Cat;
- Do Son district and its wards: Ngoc Hai, Ngoc Xuyen, Van Huong, Van Son. Bang La. Minh Due and Hop Due;
- Duong Kinh district and its wards: Da Phuc, Anh Dung, Hung Dao. Hai Thanh, Hoa Nghia and Tan Thanh.
4. Nam Dinh province
a/ Nine rural districts of Y Yen, Vu Ban, My Loc, Nam True. Nghia Hung. True Ninh. Xuan Truong, Hai Hau and GiaoThuy.
b/ Twenty wards of Nam Dinh city: Ba Trieu. Quang Trung. Tran Dang Ninh. Nang Tinh, Phan Dinh Phung, Nguyen Du. Truong Thi. Cua Bac. Vy Hoang, Vy Xuyen. Van Mieu. Ngo Quyen. Tran Te Xuong, Ha Long, Tran Hung Dao, Loc Vuong. Thong Nhat, Loc Ha. Cua Nam and Tran Quang Khai.
5. Quang Tri province
a/ Seven rural districts of Vinh Linh, GioLinh.
- Cam Lo. Dakrong. Huong Hoa. Trieu Phong and Hai Lang.
b/ Thirteen wards, including:
- 1,2,3,4,5, Dong Thanh. Dong Giang, Dong Le and Dong Luong of Dong Ha town;
- 1. 2, 3 and An Don of Quang Tri town.
6. Da Nang city
a/ One rural district of Hoa Vang.
b/ Six urban districts and 45 wards, including:
- Hai Chau district and its wards: Hoa Cuong Nam. Hoa Cuong Bac, Hoa Thuan Dong. Hoa Thuan Tay, Binh Thuan. Binh Hien. Nam Duong. Phuoc Ninh, Hai Chau 1. Hai Chau 2, Thach Thang, Thanh Binh and Thuan Phuoc;
- Thanh Khe district and its wards: An Khe, Thanh Khe Tay, Xuan Ha. Tarn Thuan, Chinh Gian. Thac Gian. Vinh Trung, Tan Chinh, Hoa Khe and Thanh Khe Dong;
- Lien Chieu district and its wards: Hoa Hiep Nam, Hoa Hiep Bac, Hoa Khanh Nam. Hoa Khanh Bac and Hoa Minh;
- Son Tra district and its wards: An Hai Bac. An Hai Dong, An Hai Tay, Man Thai, Nai Hien Dong. Phuoc My and Tho Quang;
- Ngu Hanh Son district and its wards: My An, Khue My. Hoa Hai and Hoa Quy;
Cam Le district and its wards: Hoa Tho Dong. Hoa Tho Tay, Hoa An, Hoa Phat. Hoa Xuan and Khue Trung.
7. Phu Yen province
a/ Seven rural districts of Dong Hoa. Tay Hoa. Phu Hoa. Tuy An. Dong Xuan. Son Hoa and Song Hinh.
b/ Twelve wards of Tuy Hoa city: 1, 2, 3,4, 5. 6. 7. 8. 9. Phu Lam. Phu Thanh and Phu Dong.
8. Ho Chi Minh City
a/ Five rural districts of Binh Chanh, Can Gio, Cu Chi, Hoc Mon and Nha Be.
b/ Nineteen urban districts and 259 wards, including:
- District 1 and its wards: Tan Dinh, Ben Nghe, Ben Thanh, Da Kao, Co Giang, Cau Kho, Nguyen Thai Binh, Pham Ngu Lao, Nguyen Cu Trinh and Cau Ong Lanh;
- District 2 and its wards: An Phu. Thu Thiem, Binh Trung Tay, Binh Trung Dong, An Loi Dong, An Khanh, Cat Lai, Thanh My Loi, Binh An, Thao Dien and Binh Khanh;
- District 3 and its wards: 1,2,3,4,5,6,7,8,9, 10, 11, 12. 13 and 14;

- Go Vap district and its wards: 1, 3,4, 5, 6, 7, 8,9, 10. 11, 12, 13, 14, 15. 16 and 17;
- Phu Nhuan district and its wards: 1,2, 3,4, 5, 7, 8, 9, 10, 11, 12, 13, 14. 15 and 17;
- Tan Binh district and its wards: 1, 2, 3, 4, 5, 6, 7. 8.9, 10. 11. 12. 13, 14. and 15;
- Tan Phu district and its wards: Tan Son Nhi. Tan Thanh. Son Ky. Tan Quy, Tan Thanh. Phu Tho Hoa. Phu Thanh, Phu Trung, Hoa Thanh, Hiep Tan and Tan Thoi Hoa;
- Thu Duc district and its wards: Truong Tho, Linh Trung, Binh Chieu, Hiep Binh Chanh, Hiep Binh Phuoc. Binh Tho, Tarn Binh, Tam Phu, Linh Dong, Linh Chieu, Linh Tay and Linh Xuan.
9. Ba Ria-Vung Tau province
a/ Five rural districts of Long Dien, Dat Do, Tan Thanh, Xuyen Moc and Chau Duc.
b/ Twenty-four wards, including:
- 1.2.3,4.5.6.7,8,9, 10, 11. 12. Thang Nhat. Thang Tam. Rach Dua and Nguyen An Ninh of Vung Tau city;
- Kim Dinh, Long Huong, Phuoc Hung, Phuoc Hiep. Phuoc Trung, Phuoc Nguyen. Long Toan and Long Tarn of Ba Ria town.
10. Kien Giang province
a/ Eleven rural districts of An Minh, Chau Thanh, Vinh Thuan, Go Quao, Giong Rieng, Kien Hai, Phu Quoc, Tan Hiep. Hon Dat, An Bien and U Minh Thuong.
b/ Fifteen wards, including:
- Vinh Quang, Vinh Thanh Van, Vinh Loi, Vinh Hiep, Vinh Thong, An Binh. Vinh Lac, Rach Soi, Vinh Bao, An Hoa and Vinh Thanh of Rach Gia city;
- Dong Ho, Binh San, To Chau and Phao Dai of Ha Tien town.
Article 2.
1. Within the ambit of their tasks and powers, the Government, the Supreme People's Court, the Supreme People's Procuracy and the Central Committee of the Vietnam Fatherland Front shall organize the implementation of this Resolution.
2. People's Councils and People's Committees of provinces and centrally run cities and People's Committees of rural districts, urban districts and wards named on the list prescribed in Article 1 shall implement this Resolution.
Article 3.
This Resolution takes effect on April 1. 2009.
