CIRCULAR

PROMULGATING THE NATIONAL TECHNICAL REGULATION ON DESIGN REQUIREMENTS FOR FILLING STATION

Pursuant to the Government’s Decree No. 95/2012/ND-CP dated November 12, 2012, defining the functions, tasks, powers and organizational structure of the Ministry of Industry and Trade; 

Pursuant to the Law on standards and technical regulations dated June 29, 2006;

Pursuant to the Government’s Decree No. 127/2007/ND-CP dated August 01, 2007, detailing implementation of a number of Articles of the Law on standards and technical regulations;

At the proposal of Director of Science and Technology Department, the Minister of Industry and Trade promulgates National Technical Regulation on design requirements for filling station.

Article 1. To promulgate together with this Circular “the national technical regulation on design requirements for filling station”. With code of QCVN 01 : 2013/BCT.

Article 2. Effect

This Circular takes effect on August 01, 2013.

Article 3. Implementation responsibilities

1. The Department of Science and Technology shall organize implementation of this Circular nationwide.

2. The Departments of Industry and Trade in provinces and central-affiliated cities shall guide, inspect implementation of this Circular in their localities and report implementation of this Circular to the Ministry of Industry and Trade as prescribed.

3. The Chief of Ministerial office, the Chief Inspector of Ministry, Directors, General Directors, Directors under the Ministry, Directors of provincial Department of Industry and Trade, heads of concerned  agencies, organizations and individuals shall implement this Circular.

NATIONAL TECHNICAL REGULATION

ON DESIGN REQUIREMENTS FOR FILLING STATIONS

Foreword:

QCVN 01 : 2013/BC is compiled by the Board of compiling national technical regulation on design regulation for filling stations, submitted for approval by the Department of Science And Technology under the Ministry of Industry and Trade, appraised by the Ministry of Science and Technology and promulgated by the Minister of Industry and Trade together with the Circular No. 11/2013/TT-BCT, dated June 18, 2013.

 

NATIONAL TECHNICAL REGULATION

ON DESIGN REQUIREMENTS FOR FILLING STATIONS

Chapter I

GENERAL PROVISIONS

Article 1. Scope of regulation

This regulation provides for basic technical requirements in design for new construction, upgrading and expansion of filling station.

The floated petrol-filling stations are not subjects regulated by this regulation.

Article 2. Subjects of application

This Regulation applies to agencies, organizations and individuals involving construction newly, upgrading and extension of filling stations on Vietnam’s territory.

Article 3. Interpretation of terms

In this regulation, the following terms are construed as follows:

1. Filling stations

Being construction facilities specialized in retail trading of petrol and oil, lubricants of all kinds, may combine with trading of bottled liquefied petroleum gas or supplying utility services for persons and means of transport.

2. Utility services

Being services for activities of persons and means of transport such as: Vehicle washing, vehicle maintenance, parking grounds, services of accommodations, department stores, ATMs.

3. Goods sale area

Place arranged petrol pumps and stalls (sale of lubricants, bottled liquefied petroleum gas…).

4. Other construction items

Include items providing convenience services, room for guarding, hygiene area, location to place generator, and so on.

5. Pump island

Being area used exclusively for installment of petrol pump and being lifted higher than premises of store.

6. Technological pipeline

Being pipeline (including pipes and connectors) with equipments installed on pipeline for transporting petrol and oil and vapor of petrol and oil.

Technological pipeline include: Incoming-pipeline (for transporting petrol and oil from petrol and oil means of transport into tanks), closely- incoming adaptor and lid of pipeline (equipment fixed at the head of incoming-pipeline used to connect closely with pipe for transporting petrol and oil from means of transport into tanks), going-pipeline (for transporting petrol and oil from tank to petrol pumps) and pipes for vapor (for transporting vapor of petrol and oil from tanks to breather valve or from tanks to petrol and oil means of transport). 

7. Breather valve

Equipment for control of excess pressure and vacuum pressure in tank so as to ensure safety for tank and anti losses due to evaporation during operation. Breather valve must have grid to prevent fire from spreading out from outside into tanks containing petrol and oil.

8. Closely incoming

Being method to put petrol and oil from petrol and oil means of transport into tanks according to a close cycle through closely-incoming adaptor and lid.

9. Sewage of filling stations

Being sewage during operation of filling stations includes:

a) Sewage contaminated petrol and oil (for petrol and oil station with services of vehicle washing, vehicle maintenance): water from vehicle washing, water for sanitation of ground of area for vehicle washing, vehicle maintenance.

b) Sewage from life activities not contaminated petrol and oil. 

10. Vapor recovery system

Being equipment system with the aim to recover and limit exhalation into air when putting petrol and oil into tank at filling station.

Article 4. Reference standards

a) TCVN 4090:1985 Main pipeline for transporting of oil and oil products – Design Standard  

b) TCVN 5334:2007 Electrical apparatus for petroleum and petroleum products terminal - Requirements on safety in design, installation and operation.

c) TCVN 3890:2009 Fire protection equipments for construction and building – Providing, installation, inspection and maintenance.

d) TCVN 6223:2011 Liquefied petroleum gas (LPG) store  Safety Requirements.

Chapter II

TECHNICAL PROVISIONS

Article 5. Decentralization of filling stations

Filling stations are decentralized according to total capacity containing petrol and oil as prescribed in Table 1.

Article 6. General requirements

1. Position for construction of filling station must be suitable with planning, ensure requirements on traffic safety, fire prevention safety and environment sanitation. Architecture of filling stations must be suitable with requirements of urban architecture.

2. Road and parking for vehicles in and out for goods sale and goods warehousing must ensure the following requirements:

a) Width of a lane in parking is not less than 3.5m. Road for two lanes is not less than 6.5m.

b) Parking for ex-warehousing and warehousing petrol and oil is not permitted to cover by materials with asphalt.

3. Filling station adjacent to other construction works must have wall surrounding with height not less than 2.2m made of non-burn materials. For items of civil construction works and other construction works outside of store (excluding production place which generate ignition or spark and public facilities) at fire resistant level I, II, if face of wall toward filling station is fire-resistant wall, it is not required for safe distance from that item to hence wall of filling station but the current regulations on construction must be complied.

4. Structure and material for goods sale areas and other construction item must have fire-resistant level I, II as prescribed in QCVN 06:2010/BXD National technical Regulation on Fire Safety of Buildings.

5. Area for placing petrol pumps, in case of having overhangs for goods sale, structure and material of overhangs must be at the fire-resistant level I, II as prescribed in QCVN 06:2010/BXD National technical Regulation on Fire Safety of Buildings. Height of overhangs for goods sale is not lower than 4.75m.

6. In case of having stalls for sale of bottled liquefied petroleum gas in area of stalls, regulation on safety requirements at  TCVN 6223:2011 Liquefied petroleum gas (LPG) store  Safety Requirements must be complied.

7. Distance between construction items in filling stations is not less than provision in Table 2

1) Not provided for safety distance between tanks with stalls at walls without windows or doors.

2) Not provided for safety distance between pumps with walls but it is required to ensure convenience for installment, manipulations and repair.

Article 7. Decentralization of hazardous zones

Decentralization of hazardous zones regarding fire and explosion for works items at filling stations is prescribed in Table 3.

Note: Definitions of hazardous zones regarding fire and explosion, details of drawings on decentralization of hazardous zones regarding fire and explosion are seen in Annex I promulgated together with this Regulation.

Article 8. Tanks contain petrol and oil

1. Tanks of petrol and oil are made of petrol-resistant and non-combustible materials.

2. Installment of petrol tanks at stores must comply with the following conditions:

a) Not to install petrol tanks floating on ground.

b) Not to install petrol tanks and pits in or under stalls.

c) When installing petrol tanks, it is required to calculate ability to be push floating and must have measures to prevent floating of tanks.

d) Surrounding tanks must cover sand or fine soil with the thickness of not less than 0.3 m.

dd) Tanks installed under roads must apply measures to protect tank structure.

e) For tanks made of non-conductive material materials must have measure to annul electrostatic when ex-warehousing or warehousing petrol and oil.

3. The outside surface of steel tanks installed underground must have an anti-corrosion layer with level not lower than the intensifying level prescribed in TCVN 4090:1985 Main pipelines for transporting of oil and oil products – Design Standard.

4. The safe distances from tanks to facilities outside of stores are prescribed in Table 4.

Article 9. Petrol pump

1. Position to install petrol pumps in filling stations must be suitable with the following requirements:

a) Pumps must be laid in aeration positions. If pumps are laid in house, they must be laid in separate space, together with measures of air ventilation and open doors turned outside.

b) To ensure that vehicles may stop easily along pumps and not obstruct other means of transport to go in and out stores.

2. Pumps must be laid on pump islands. Pump island must be designed in conformity with the following requirements:

a) The height must be higher than premises of parking not less than 0.2m.

b) The width is not less than 1.0m.

c) Pump island’s head must be far than edges of polar bearing overhangs or pump not less than 0.5m.

3. The safe distances from pumps to facilities outside of stores are prescribed in Table 4.

Note:

1) The fire-resistance level of facilities under QCVN 06:2010/BXD National Technical Regulation on Fire Safety of Buildings.

2) Distance to tank calculated from edge of tank.

3) Distance to pump calculated from center of pump.

4) Distance to public facilities calculated up to boundary of facilities.

Public facilities include: Schools, hospitals, centers of national exhibition and shopping malls.

5) Distance to civil facilities calculated up to the foot of facilities.

a) Safe distance in Table 4 allowed reducing 30% when stores installed the vapor recovery system.

b) Safe distance from tank and pump to public facilities may be reduced to 25 meter (17 meter if filling station has vapor recovery system) if filling station is equipped fixed or semi-fixed fire prevention system.

Article 10. Technological pipeline

1. Technological pipeline in filling station must be manufactured from petrol-resistant and non-combustible materials. Inside diameter of pipe is not less than 32 mm. For steel pipeline, it is required to have protective measure to prevent corrosion. For pipelines made of non-conductive materials, it is required to include measures to annul electrostatic during ex-warehousing or warehousing petrol and oil.

2. Connectors on technological pipelines must be assured for tightness, mechanical and chemical durability.

3. Technological pipelines in stores must be laid underground directly in land or in drains with lid, sand must be fastened surrounding pipe. The thickness of fastening layer must not less than 15 cm. It is permit to lay overhead technical pipelines at positions not be impacted by persons and means of transport.

Technological pipelines in areas for cars’ running must be laid in underground cages or in drains with lid and fastened with sand.  Two heads of cage pipe must be sealed. The depth of burying pipe must ensure to not impact to durability of all pipeline system.

4. Technological pipelines which are parallel with each other must be laid to have a distance between them of not less than once of pipe diameter.  For pipe with connector by flange laid parallel, distance between pipes is not less than diameter of flange added 3 cm.

5. For tanks buried underground, technological pipelines must slope toward tanks, the degree of slope is not less than 1%.

6. Distance from the lowest point of pipeline for transporting petrol and oil in tank to pump must be not less than 15 cm from bottom of tanks.

For pumping and drawing technology, when a tank contains a same level of petrol and oil for various pumps, each pump must have separate pipeline for transporting out , pipeline for transporting out in underground tank must have one-direction valve.

7. Transporting of petrol and oil into tanks must use method of closely transporting. Pipelines for transporting petrol and oil in each tank must be put down bottom of tank and not less than 20 cm from bottom of tank.

8. All tanks containing petrol and oil must be installed breather valve. It is permitted to install in a same breather valve for tanks containing a same fuel group.

9. Breather valve must meet the following technical requirements:

a) Technical parameters are suitable with structure, capacity and conditions for operation of tanks. Mouth of breather valve must be directed horizontally or up to above.

b) Inside diameter of pipes connected from tanks to breather valve is not less than 50mm.

c) Breather valve must be less than 3m from ground.

d) In case where pipes connecting with breather valve are installed along to wall surrounding filling stations: It is permitted to adjust pipes connecting with breather valve at angle of 450 of the vertical, ensure that distance form breather valve to inside edge of wall toward filling station is not less than 2m. This distance is reduced to 0.5m if stores are installed the vapor recovery system.

dd) If pipes connecting with breather valve are installed along to wall, pillars of construction items, the mouth of breather valve must be higher than roof 1 m or more and be far not less than 3.5m from gates of all kinds.

e) Breather valve of filling station must have separate system anti lightning strike vertically or must be laid in protection zone of general system preventing the vertical lightning of filling station.

Article 11. Power system

1. Requirements on safety in design, installment and use of electric equipment for filling station must be suitable with TCVN 5334:2007 Electrical apparatus for petroleum and petroleum products terminal - Requirements on safety in design, installation and operation.

2. In case of using generator in area of filling station, generator must be placed outside of hazardous zones regarding fire and explosion. Chimneys of generator must have the fire extinction part and heat insulation coating.

3. Conductors and electric cables installed in filling stations must satisfy the following requirements:

a) The used conductors and electric cables are kind with bronze core, insulated, and made of synthetic resin.

b) The used underground electric cables must be kind of cable with bronze core, insulated, made of synthetic resin resisting petrol and protected by steel sheath.

c) In case of electric cables not be protected by steel sheath, when being laid underground, they must be threaded in steel pipe (under roads for running of cars and motorbikes) or threaded in plastic pipes (places without running of cars, motorbikes) or paid in separate trenches covered by sand and with lid.

To prohibit lay electric cables by sharing a trench laying pipes for transporting petrol and oil.

d) All electric cables muss be laid underground when: passing roads for cars, construction items and crossing with pipelines for transporting petrol and oil, cables must be threaded in protective steel pipes, pipe head for threading cables must be pulled out edge of facilities, length of part pulled out toward each sides is 0.5 m. 

dd) In a cage pipe for threading cable, electrodynamic cables and cables for lighting are not shared a pipe with cables for control, cable for information and cable for signals.

e) Cage pipes for threading cables are connected together by lace. When connecting or dividing branches of conductors, cables, it is required to use box for connecting line and box for dividing line to prevent explosion.

4. Cable lines used for automatic equipment, information and signals must comply with Clause 3 of this Article.

5. Equipment installed at hazardous zones regarding fire and explosion of Z0 and Z1 levels must be kinds of explosion prevention.

6. It is required to have system anti lightning strike vertically for construction items in stores.

System of grounding anti vertical lightning strike must have value of grounded electrical resistance not in excess of 10 Ω.   The height of lightning hand must ensure for breather valve to be plain safely in protective area of lightning hand. In case where breather valve is laid higher, not in protective area anti lightning of high facilities around, it is required to prevent vertical lightning strike for breather valve by lightning rod with equipotential bonding.  Head of lightning hand must be not less than 5m from breather valve.

7. For preventing induction lightning and electrostatic, tanks must be made of steel and projection-weld for at least each tank welded two metal lines with system of grounding anti induction lightning and electrostatic. Grounded electrical resistance of this system is not in excess of 10 Ω.

8. At positions for transporting petrol and oil into station, it is required to have equipment of grounding anti electrostatic used for means of transport to connect with ground when transport petrol and oil into tanks. 

9. A safe system of grounding must have value of grounded electrical resistance not in excess of 4 Ω.  All metal parts not carrying electric of electric equipment and pumps must be grounded safely.

a) This system of grounding must be 5m from system of grounding anti vertical lightning strike (distance in ground).

b) When connecting safe system of grounding with system of grounding anti vertical lightning strike, it is required the value of grounded electrical resistance to be not in excess of 1 Ω.

10. Design of anti lightning and grounding for filling stations must be conformable with current regulations on design of construction in protecting and anti lightning for petrol warehouses.

Article 12 Equipment for fire prevention and fighting

1. At filling stations must post up the internal rule on fire prevention and fighting at apparent positions, have signboards of fire prohibition and the fire command.

2. Filling stations must be equipped full quantity of initial means for fire fighting suitable for fire fighting as prescribed in TCVN 3890:2009 Fire protection equipments for construction and building – Providing, installation, inspection, maintenance and in accordance with this regulation.

3. Based on fire danger of substances, materials in each works items of filling stations, means for fire fighting are arranged suitably. 

4. The initial means for fire fighting must be equipped and arranged at the following positions of stations:

a) Petrol pumps.

b) Area for transporting petrol and oil into tanks

c) Stall for sale of lubricants and other products.

d) Place for vehicle washing, vehicle maintenance.

dd) Office for goods sale, safeguarding.

e) Generator, substation.

5. At stall for sale of liquefied petroleum gas in filling station must be equipped devices, instruments for fire fighting as prescribed in TCVN 6223:2011 Liquefied petroleum gas (LPG) store   RequirementsSafety.

6. Quantity of means, instrument for initial fire fighting is prescribed in table 5.

a) Depend on specific condition of filling station, the powder fire extinguishers may be replaced foam fire extinguishers or CO2 fire extinguishers with an equivalent feature of fire fighting.

b) Quantity of fire extinguishers in parentheses () is quantity of backup fire extinguishers Backup fire extinguishers are arranged as a separate cluster inside of filling station.

c) At filling stations it is required to arrange means for containing water to wet fiber blanket upon using for fire fighting.

7. Arranging of means and instruments for fire fighting must ensure:

a) To be apparent.

b) To be easy to get.

c) Not obstruct the emergency exit, aisle and other activities.

d) To prevent from rain, sunshine and destroy of environment.

8. Only be permitted arranging means and instruments for fire fighting with assured quality.

9. Fire extinguishers are hung on wall, pillars or put on floors. In case where fire extinguishers are hung on wall, pillars, distance from floors to clamp of fire extinguishers is not more than1.25 m.

In cases of putting on floors, fire extinguishers must be laid at dry places and can have racks and height of racks is not more than 2/3 height of fire extinguishers. In case where fire extinguishers are laid near doors, they must be hung or put at 1m distance from edge of door.

10. In scope of filling stations, means and instruments for fire fighting are permitted to be scattered according to each position, or if it is possible, according to each cluster, depend on danger of fire and explosion and area of premises need be protected, in case of arranging according to each cluster, it is required to arrange at least 2 clusters.

Article 13. System of water supply, drainage and environmental hygiene

1. Water for life activities, fire fighting at filling stations are taken from public water sources, underground water or surface water.

2. Pipelines to supply water for life activities may be combined with pipelines to supply water for fire fighting.

3. Sewage contaminated oil of filling stations must be collected according to system of separate drains with lids made of reinforced concrete slabs with vents or steel spoke concrete slabs to prevent accumulation of petrol vapor.

Sealant pit must be arranged when connect system of drains for discharging sewage contaminated oil into the common drainage system. 

4. Sewage contaminated of filling stations must be handled to satisfy provisions at QCVN 29:2010/BTNMT National Technical Regulation on the Effluent of Petroleum Terminal and Stations before discharged to the outside environment.

Article 14. Vapor recovery system

1. Diagrams and principles of a typical vapor recovery system are described in Annex II promulgated together with this Regulation.

2. The vapor recovery system must ensure that all petroleum vapor generated during transport of goods must be rotated back cistern of cars.

3. Equipment used in the vapor recovery system must be made of petrol-resistant and non-combustible materials.

4. General requirements for the vapor recovery system:

a) System of breather valves for tanks must satisfy provisions in Clause 9 Article 10.

b) Adaptor and lid of waiting for vapor recovery of filling stations must be installed dependently corresponding to the system of breather valves of tanks.

c) Fast connectors must ensure requirements of quality and tightness: Rubber washer must be kind of oil resistance, male and female headers of fast couplings at filling stations and on cistern cars must be synchronous.

d) After installing the system, it is required to test tightness and check quality of details of breather valves, stop valves, fast couplings of entire system.

Chapter III

ORGANIZATION OF IMPLEMENTATION

Article 15. Organization of implementation

1. Department of Science and Technology under the Ministry of Industry and Trade shall assume the prime responsibility for, and coordinate with concerned agencies and units in guiding and examining implementation of this regulation. Based on management requirement, Department of Science and Technology under the Ministry of Industry and Trade shall propose to Minister of Industry and Trade for amending, supplementing this regulation to be suitable with reality.

2. The Departments of Industry and Trade in provinces and central-affiliated cities shall guide, inspect implementation of this Regulation in their localities and report implementation, difficulties, problems to the Ministry of Industry and Trade before January 31 of next year or ad hoc basis.

3. In case where legal documents, documents, standards referenced in this regulation have amendments, supplementations, are replaced, provisions in new documents shall be applied.
