CIRCULAR

PROVIDING FOR FIRE FIGHTING CLOTHING OF NIGHT-WATCH FORCES, INTERNAL AND PROFESSIONAL FIRE PREVENTION AND FIGHTING FORCES

Pursuant to the Law on fire prevention and fighting dated June 29, 2001; the Law on amendments to a number of articles of the law on fire prevention and fighting dated November 22, 2013;

Pursuant to the Decree No. 79/2014/ND-CP dated July 31, 2014 detailing the implementation of a number of articles of the law on fire prevention and fighting and the Law on amendments to the number of articles of the law on fire prevention and fighting (hereinafter referred to as the Decree No. 79/2014/ND-CP);

Pursuant to the Decree No. 106/2014/ND-CP dated November 17, 2014 defining the functions, tasks, powers and organizational structure of the Ministry of Public Security;

At the request of the Director General of Vietnam Fire and Rescue Department (Cục Cảnh sát phòng cháy, chữa cháy và cứu nạn, cứu hộ);

The Minister of Public Security promulgates a circular to provide for firefighter clothing of night-watch forces, internal and professional fire prevention and fighting forces.

Chapter I

GENERAL PROVISIONS

Article 1. Scope of regulation

This Circular provides for model, composition, material, color and design of fire fighting clothing of night-watch forces, internal and professional fire prevention and fighting forces, including: trousers, jackets, helmets, boots, gloves, firefighter face masks; inspection, funding for provision of firefighter clothing and requirements on firefighter clothing.

Article 2. Regulated entities

This circular applies to:

1. Night-watch forces.

2. Internal fire prevention and fighting forces of organizations.

3. Professional fire prevention and fighting forces.

4. Police forces and internal police units.

5. Other relevant agencies, organizations and individuals.

Article 3. Requirements on firefighter clothing

1. Ensure the unification, synchronism and conformity with requirements on firefighting activities of the night-watch forces, internal and professional fire prevention and fighting forces.

2. Facilitate the direction and cooperation between the firefighting forces.

3. Ensure quality, categories and models as regulated in this Circular.

Article 4. Regulations on models of firefighter clothing

It’s promulgated under this Circular the models of firefighter clothing of the night-watch forces, internal and professional fire prevention and fighting forces. To be specific:

1. Firefighter jackets (Model No. 01).

2. Firefighter trousers (Model No. 02).

3. Firefighter helmets (Model No. 03).

4. Firefighter boots (Model No. 04).

5. Firefighter gloves (Model No. 05).

6. Firefighter face masks (Model No. 06).

Chapter II

 FIREFIGHTER CLOTHING

Article 5. Firefighter trousers and jackets

1. Style: According to Model No. 01 and Model No. 02 promulgated under this Circular. To be specific:

a) Firefighter jackets:

- There is a design of long sleeves; K-shaped fold-down collar, 01 button of 22-mm diameter sewed on the lower right side of the collar; loops on the left collar and hooks on the right collar;

- There are 02 welt pockets with pocket bag in front of two sides of the chest; the front zipper is extended to the collar and concealed; only the outer seam is visible. There are 05 buttons of 22-mm diameter under the covered placket. There are 02 reflective stripes, 05 cm away from each other, from the rear to the front of the jacket body. There is green stripe in the center of the gray foundation of each 05-cm diameter reflective stripe. The fringe is 02 cm and rolled.

- There is 01 reflective stripe with the green stripe in the center of the 05-cm diameter gray foundation on the sleeves. There is a pad under the elbows. The fringe of sleeves includes 02 layers, is 02 cm and rolled.

b) Firefighter trousers:

- There is a design of long trousers with wide legs. The width of the hem of a pair of trousers is 4.5cm. Two sides of the hip are sewed with elastic. There are 06 belt loops. The fly has zipper vertically sewed and concealed button;

- There are 02 outer slant pockets in the front of trousers. There is 01 bellow pocket in the front of right leg, near the knee. There are pads under two knees. There is 01 reflective stripe with the green stripe in the center of the 05-cm diameter gray foundation from the front to the rear of legs. The hem of trousers is 02 cm and rolled. There are 02 back pockets.

2. Materials: polyester/cotton (65/35± 3%).

3. Color: Yellow (pantone 15-1132 TPX).

Article 6. Firefighter helmets

1. Design: According to Model No. 03 promulgated under this Circular.

2. Composition, materials: The body is made of ABS synthetic resin; dimension is 296x237x183 mm; thickness is 04mm, with large impact capacity. There is a shell with square spine from the front to the back on the top of the helmet; two sides of the helmet body are protruded to protect the ears. The front of the helmet is attached by colorless Polycarbonate (PC) protective glass of 02 mm in thickness to protect the wearer from dust, wind and heat during the firefighting. There is polystyren of 20-mm thickness protective foam pad inside the helmet body to reduce the impact forces. The liner is 02 mm in thickness and made of poly fibre. The helmet strap and locks are strong and made of synthetic fibre and Acetic plastic to affix the helmet onto the head during the wearer’s movement; with the component to adjust the circumference of the helmet.

3. Color: Red.

Article 7. Other firefighter clothing

1. Firefighter boots

a) Design: According to Model No. 04 promulgated under this Circular.

b) Composition, materials: Half-boots, waterproofing and straight shaft of boots with seamlessly mounded sole. The toe of boots is rounded and equipped with a metal pad inside to protect the tips of feet. A special anti-slippery fabric liner is stuck into the surface inside the shaft. There are seams and threads sewn around collars, soles and rear edges. The sole of boots is mounded of 05 cm of thickness and is a style of saw-edge sole to strengthen the rubbing. Boots are made of PVC plastic or synthetic rubber.

c) Color: Gray shaft and red sole.

2. Firefighter gloves

a) Design: According to Model No. 05 promulgated under this Circular.

b) Composition, materials: A design of long gloves that cover five fingers. They have elastic band for the wrists. There is an anti-slippery layer inside the gloves. The gloves are made of Polyester/cotton (65/35± 3%).

c) Color: Yellow (pantone 15-1132 TPX).

3. Firefighter face masks

a) Design: According to Model No. 06 promulgated under this Circular.

b) Composition, materials: The mask has clip to tightly hold the nose and entirely cover mouth and nose. It has ear-loops. There are 04 layers, including the outer protective fabric layer, the auxiliary filter layer to create mask hardness, the main filter layer and the filter core made of activated carbon pressed inside the fabric. The mask is made of Polypropylene.

c) Color: White.

Article 8. Inspection of firefighter clothing

The domestically-produced or imported firefighter clothing must undergo inspection as regulated in Article 18 of the Circular No. 66/2014/TT-BCA dated December 16, 2014 of the Ministry of Public Security detailing the implementation of a number of articles of the Decree No. 79/2014/ND-CP dated July 31, 2014 detailing the implementation of a number of articles of the law on fire prevention and fighting and the Law on amendments to the number of articles of the law on fire prevention and fighting.

Article 9. Funding for provision of firefighter clothing for night-watch forces, internal and professional fire prevention and fighting forces

1. Funding for provision of firefighter clothing for night-watch forces is provided by annual security and national defense budgets of the people’s committees and shall comply with the Law on state budget.

2. Heads of organizations and supervisory bodies of such organizations shall provide funding for firefighter clothing for internal fire prevention and fighting forces of such organizations and professional fire prevention and fighting forces as regulated in Clause 2 Article 32 of the Decree No. 79/2014/ND-CP

3. Funding for provision of firefighter clothing for night-watch forces, internal and professional fire prevention and fighting forces affiliated to state agencies, administrative units, armed forces and other units funded by central and internal state budgets shall be provided by the state budget in accordance with the Law on state budget.

Chapter III

IMPLEMENTATION

Article 10. Effect

1. This circular takes effect as of January 08, 2016.

2. The night-watch forces, internal and professional fire prevention and fighting forces that have been equipped with firefighter trousers, jackets, helmets, boots, gloves and face masks prior to the effective date of this Circular shall continue to use such firefighter clothing until the expiration of their life expectancy.

Article 11. Responsibilities for implementation

1. Director General of Vietnam Fire and Rescue Department shall guide, inspect and speed up the implementation of this Circular.

2. Basing on actual requirements and situation, the Vietnam Fire and Rescue Department shall bear the prime responsibility and cooperate with relevant units to do research and amendments to regulations on firefighter clothing of night-watch forces, internal and professional fire prevention and fighting forces as regulated in this Circular and submit such amendments to the Minister of Public Security for making consideration and decision.

3. Police authorities and the fire departments of central-affiliated cities or provinces shall be responsible for:

a) Guiding, inspecting and, in December yearly, submitting reports to the Ministry of Public Security (through the Vietnam Fire and Rescue Department) on implementation of regulations on fire fighting clothing of night-watch forces, internal and professional fire prevention and fighting forces.

b) Summarizing and submitting reports on suggestions and requests for amending regulations on firefighter clothing of night-watch forces, internal and professional fire prevention and fighting forces to the Ministry of Public Security (through the Vietnam Fire and Rescue Department).

4. Directors General, Heads of units directly under the Ministry of Public Security, Directors of Police Authorities and the Fire Departments of central-affiliated cities or provinces and relevant organizations and individuals shall implement this Decision.

5. It’s kindly requested the Ministries, Ministerial-level agencies, Governmental authorities, and the people’s committees of central-affiliated cities or provinces, within their competence, to cooperate with the Ministry of Public Security to manage and inspect the implementation of regulations on firefighter clothing of night-watch forces, internal and professional fire prevention and fighting forces of authorities and organizations under their management.

Any difficulties arisen during the implementation of this Circular should be promptly reported to the Ministry of Public Security (through the Vietnam Fire and Rescue Department) for guidance./.
