DECISION

ON PROMULGATION OF THE ACTION PLAN FOR THE SECTOR OF INDUSTRY AND TRADE TO IMPLEMENT THE PROJECT FOR RESTRUCTURING THE SECTOR OF INDUSTRY AND TRADE FOR THE CAUSE OF INDUSTRIALIZATION, MODERNIZATION AND SUSTAINABLE DEVELOPMENT TOWARD 2020, WITH A VISION TOWARD 2030

MINISTER OF INDUSTRY AND TRADE

Pursuant to the Government’s Decree No. 95/2012/ND-CP dated November 12, 2012 on functions, missions, authority and organizational structure of the Ministry of Industry and Trade;

Pursuant to Prime Minister’s Decision No. 2146/QĐ-TTg dated December 01, 2014 on approval for the Project for restructuring the sector of industry and trade for the cause of industrialization, modernization and sustainable development toward 2020, with a vision toward 2030;

At the request of the Head of the Department of Planning,

DECIDES:

Article 1. This Decision is enclosed with the Action plan for the Sector of Industry and Trade to implement the Project for restructuring the sector of industry and trade for the cause of industrialization, modernization and sustainable development toward 2020, with a vision toward 2030.

Article 2. This Decision comes into force from the date that it is signed.

Article 3. Chief of Office of the Ministry, Chief Inspector of the Ministry, Heads of agencies under the Ministry, Chairpersons of Boards of Directors or Members' Council and General Directors of economic groups, corporations and enterprises under the Ministry, Directors of provincial Departments of Industry and Trades shall be responsible for implementing this Decision./.

ACTION PLAN

IMPLEMENTATION OF THE PROJECT FOR RESTRUCTURING THE SECTOR OF INDUSTRY AND TRADE FOR THE CAUSE OF INDUSTRIALIZATION, MODERNIZATION AND SUSTAINABLE DEVELOPMENT TOWARD 2020, WITH A VISION TOWARD 2030

I. OBJECTIVE AND ORIENTATION

1. Objective

Restructure the sector of Industry and Trade in order to expedite the structural transformation of the economy, to augment the quality of growth, labor performance and competitive capacity of the sector. Conduct studies to renovate the sector's operational model and organization, to establish a model of state management of energies in line with national development of economic and society for the cause of industrialization and modernization of the nation.

- Strive for the average growth rate of industrial values at approximately 6.5% to 7.0% from 2016 to 2020 and at 7.5% to 8.0% from 2012 to 2030;

- Attain the proportion of industry and construction to the economic structure (%/GDP) at 42% to 43% by 2020 and at 43% to 45% by 2030;

- Reduce the proportion of electric power lost for transmission and distribution of electricity to about 8% by 2015 and to below 8% by 2020;

- Attain the energy elasticity at 1.5 by 2015, at 1.0 by 2020 and at below 1.0 by 2030;

- Reduce the loss ratio of mine coal to 25% by 2020 and below 25% after 2020, reduce the loss ratio of opencast coal to 5% by 2020 and below 5% after 2020, and increase the coal recovery coefficient during coal filtering and processing to 90% by 2020;

- Strive for the average growth rate of exportation of goods at 15% per year from 2016 to 2020, restrain the trade deficit below 5% of the export turnover by 2015, equilibrate the balance of trade by 2020 and attain trade surplus in 2021 to 2030;

- Strive for higher proportion of domestic trade to GDP of the entire economy: about 14% by 2015, about 14.5% to 15% by 2020 and about 15.5% to 16% by 2030.

2. Orientation

Strengthen the government’s managerial role, review and revise policies, establish thorough and manifest legal framework, reform administrative formalities to ease conditions, provide useful information, remove difficulties and obstacles against the growth of enterprises, and encourage every entity in the economy to invest and develop the sector;

Improve the effectiveness and ameliorate enterprises’ production and business performances and competitiveness by re-defining primary missions, consolidating and  re-arranging operations and organization, restructuring equity, re-organizing production and business, management structures, human resource management, and associating the structuring of groups and corporations with the restructuring of the sector and the economy.

Strongly apply modern technologies in production and business. Strengthen research and development activities (R&D), manufacture products from research findings on pilot scale and promote services of science and technology to renovate and complete technology and products, increase the localization rate in the production of synchronized systems, enhance the contributions of science and technology to additional values of industrial products.  Complete the transformation of operational models of research institutes in the sector;

Train and develop human resources of high caliber, focus on improving the ability of planning and managing the sector, develop and arrange training institutions in the sector, mobilize other training institutions under the national education system to engage in forming and re-train human resources according to the sector's growth;

Set up and implement criteria and standards on technique, quality and environment for the sector or international standards for development of the sector. Be determined to reject investment projects that use obsolete technologies or exploit resources and energies in ineffective ways or cause environmental pollution.

Review investment projects within authority, and practice tight control of each investment project's scope and scale according to targets, sectors and programs approved; issue approvals only for investments in projects whose selection process adheres to regulated procedures and order of priority, capital source and balancing abilities are defined, and capital for completing investment projects is adequately allocated.  Heighten the authority and capacities of public investment supervision systems, augment compliance to laws and policies, responsibilities for verification, inspection and supervision of public investments.

II. NỘI DUNG

1. Renovate policies and expedite reform of administrative formalities for development

- General Directorate of Energy, Vietnam Chemicals Agency, Export Import Department, Department of Heavy Industry, Domestic Market Department and Multilateral Trade Policy Department shall cooperate with relevant agencies to review, revise and complete supportive mechanisms and policies to spur the development of industrial production and trade in accordance with commitments to international economic integration and socialist-oriented market economy;

- Department of Heavy Industry shall cooperate with relevant agencies to present proposals to competent authorities for the latter’s timely issuance of stimulative policies for automobile industry, essential mechanics and supporting industries. Such policies shall bring supports to production and trading, which include tax incentives, credit, infrastructure and production technology, etc.;

- Department of Legal affairs shall cooperate with relevant agencies to establish the Law on Foreign trade and amend relevant legislative documents in order to facilitate enterprises' activities;

- Department of Personnel Organization, Department of Legal affairs and the Office of the Ministry shall cooperate with relevant agencies to expedite administrative reform, particularly revisions to administrative formalities, to simplify procedures, to reduce cost and time for administrative formalities, to enhance the quality of public administrative services, and to provide most favorable conditions to enterprises and people.

2. Improve planning quality, associate strategies with the establishment of plans and schemes, exercise management and supervision for greater state management of plans

Department of Planning shall lead and cooperate with relevant agencies:

- Inspect and systemize strategies, plans and schemes on the development of sectors and products mainly of the sector of Industry and Trade, which have been approved by authorized bodies, to facilitate amendments and renewal.

- Assess the implementation of investment projects according to plan in order to orient foreign investments pertinent to directions for development of sectors, fields, areas and territories;

- Intensify inspection and supervision of the overt and transparent implementation of plans, particularly the coordination of region-based plans and sector-based plans, field-based plans and master plans for economic - social development;

3. Improve efficiency in enterprises’ investments, production and trading

General Directorate of Energy, Vietnam Chemicals Agency, Department of Heavy Industry, Department of Light Industry, Department of Finance, Department of Planning and economic groups, state-owned corporations, and enterprises under Ministry of Industry and Trade:

- Implement investment policies in a focused manner: focus investments in vital projects as per the 5-year plan approved by Prime Minister for production, trading and investment, and as per annual plans devised by groups and corporations; only commence projects that have attained adequate land area, finances and human resources;

- Modify and set up models of strategy and growth, restructure capital and assets, renovate production procedures, diversify products, establish and develop product brands, renovate organization and management, renovate and strengthen internal management in each group or corporation, prevent groups and corporations from making non-core investments;

- Diversify sources of investment, balance and allocate finances in a rational manner to maintain primary business activities of groups and corporations. Attach importance to renovation of technology and equipment, employ advanced technology and model in production in order to augment the efficient use of energies and input resources, improve productivity, quality and competitiveness of products;

- Improve supervisory abilities of the Ministry's agencies and investors to supervise investments and construction activities in an effective manner in order to make investment projects approved satisfy requirements, follow schedule and bring economic - social effects; enhance openness of information and deepen responsibilities of management agencies and investors for elucidation of investment projects, particularly major ones.

- Economic groups, state-owned corporations, and enterprises under the Ministry shall implement intensively the projects approved for restructuring groups and corporations, establish and present subsequent restructuring projects to competent government authorities for approval.

4. Expedite the privatization of enterprises

Department of Personnel Organization shall cooperate with relevant entities, economic groups, state-owned corporations and enterprises under the Ministry of Industry and Trade to devise action plans for:

- Expediting the privatization of state-owned enterprises; reviewing, sorting and supplementing schemes for structuring state-owned enterprises in 2014 and 2015, establishing subsequent plans of structuring; diversifying ownership, withdrawing groups’ and corporations’ investments that are not connected to their primary business lines, produce poor efficiency and do not grow in scale;

- Studying organizational models pertinent to state-owned enterprises and research institutes being and to be transformed.

5. Develop human resources

Department of Human Resource Development shall cooperate with relevant entities to establish action plans for:

- Determining sectors’ demands for human resources to support training institutions to plan training, re-training, advanced training and corporate management training in an active manner;

- Arranging training institutions under the Ministry by cluster or area. Implementing action programs to renovate tertiary education activities in training institutions under the Ministry in a comprehensive manner by renovating teaching methods and textbooks, investing in teaching and learning instruments, promoting education by demand or target and connecting vocational training with sectors. Renovation of training programs, active establishment of high-quality training programs, renovation of financial mechanisms to motivate education institutions' enhancement of investment efficiency, and intensification of quality assessments refer to: assessment of the quality of programs and tertiary education institutions in order to improve training quality. Encourage and support education institutions to cooperate, connect and support each other in educational activities and improvement of workers’ occupational skills for enterprises;

- Establishing a database to manage human resources in the sector, applying information technology in systematic management of education and training institutions under the Ministry for heightened efficiency of management; establishing a system of operational documents for development of the Sector’s human resources according to actual conditions with an aim at granting autonomy and self-responsibility to education and training institutions under the Ministry.

6. Develop science and technology

Department of Science and Technology shall cooperate with relevant entities to establish action plans for:

- Finalizing organizational models of research and consulting agencies concerning science and technology by granting autonomy and self-responsibility; forming, modifying and developing corporate models in science and technology as per the Government's Decree No. 80/2007/ND-CP dated 19 May 2007 on science and technology enterprises;

- Expediting the implementation of approved contents of the “Strategy for developing science and technology in the sector of Industry and Trade from 2011 to 2020", continuing national programs and projects as assigned by Prime Minister to Ministry of Industry and Trade in an effective manner;

- Making new focused investments in certain laboratories, renovating and adding equipment, preventing deterioration and upgrading specialized laboratories with modern equipment to meet research requirements, particularly in product design, product creation, analysis, testing, certification of conformity and compliance.

7. Establish restructuring projects and action plans for restructuring activities in each field

General Directorates and Departments shall consider field-based restructuring regulations in Prime Minister’s Decision No. 2146/QD-TTg dated December 01, 2014 on approval for the Project for restructuring the sector of industry and trade for the cause of industrialization, modernization and sustainable development towards 2020, with a vision towards 2030, in order to cooperate with entities concerned to establish field-based restructuring projects and action plans for restructuring fields under their management and present such projects and plans to the Ministry for approval, as follows:

- General Directorate of Energy shall cooperate with relevant agencies to establish the Project for restructuring the fields concerning energy, with regard to: electricity, coal, oil and gas. Electricity Regulatory Authority shall thereof prepare details for restructuring the sector of Electricity for the competitive wholesale electricity market;

- Vietnam Chemicals Agency shall cooperate with relevant agencies to establish the Project for restructuring the chemical sector;

- Department of Heavy Industry shall cooperate with relevant agencies to establish the Project for restructuring heavy industries, with regard to: steel, metallurgy, mechanics, mining - sale - processing of minerals, electronics;

- Department of Light Industry shall cooperate with relevant agencies to establish the Project for restructuring light industries, with regard to: textile, footwear, tobacco, alcoholic drink, beverages, vegetable oil, paper, milk, plastics;

- Export Import Department shall cooperate with relevant agencies to establish the Action plan for restructuring commercial fields, with regard to: export development and import management;

- Domestic Market Department shall cooperate with relevant agencies to establish the Action plan for restructuring commercial fields with regard to domestic market development;

- Department of Mountainous and Frontier Trade shall cooperate with relevant agencies to establish the Action plan for restructuring commercial fields with regard to market development in border areas, mountainous areas, islands and remote areas, etc.;

- Departments concerning overseas markets shall cooperate with relevant agencies to establish action plans for restructuring commercial fields with regard to overseas market development;

- Multilateral Trade Policy Department shall cooperate with relevant agencies to establish the Action plan for restructuring the field of international economic integration, as follows: To develop and complete the legislative system and policies for higher efficiency of international economic integration, to complete regulations for directing, coordinating, implementing and supervising activities of international economic integration, and to expedite negotiations and implement international trade agreements;

- Multilateral Trade Policy Department and the Office of the National Committee for International Economic Cooperation shall cooperate tightly with the Ministry of Foreign affairs and agencies concerned to conduct international economic integration as per the Decree No. 22-NQ/TW dated April 10, 2013 by the Central Executive Committee. Moreover, they shall conduct political and diplomatic lobbying for negotiation and implementation of international agreements.

Provincial Departments of Industry and Trade:

- Establish and issue action plans for restructuring local sector of industry and trade according to standpoints, objectives, orientation and contents of the Project for restructuring the sector of industry and trade;

- Review, establish and implement strategies and plans for local industrial and commercial development;

- Provide counsels to the heads of provincial People’s Committees with regard to allocation of lands to investors in factories concerning: chemicals, textile, dye, tanning, etc., and local construction for trade development;

- Study and establish mechanisms and policies that stimulate investments in markets, and set up local market models that uphold food safety and hygiene;

- Cooperate tightly with the Ministry of Industry and Trade to implement the Project.

III. IMPLEMENTATION

1. Heads of agencies under the Ministry shall be responsible for organizing the implementation of missions and contents as assigned on schedule and with quality;

2. Agencies, groups, corporations and enterprises under the Ministry, provincial Departments of Industry and Trade shall implement missions and requests in the Action plan and report progress and difficulties to supervisory agencies on 6-month basis for summarization. Moreover, they shall strengthen cooperation with agencies under the Ministry to conduct relevant missions;

3. General Directorates and Departments shall deliver restructuring projects and action plans for restructuring fields under their management, after approved by the Ministry, to the Department of Planning before March 31, 2015;

4. Provincial Departments of Industry and Trade shall deliver to the Ministry of Industry and Trade (Department of Planning) the approved action plans for implementation of projects for restructuring local sector of industry and trade before March 31, 2015;

5. Department of Planning shall inspect and supervise the progress and result of the Project for restructuring the sector of industry and trade, field-based restructuring projects and action plans thereof from each agency and local authority to make reports to the leadership of the Ministry on 6-month basis and upon request.

6. Department of Finance shall study and propose mechanisms and policies for mobilization of resources from society to implement the Project.

7. Reports on results of assignments as defined in this Action plan shall be delivered to the Department of Planning before June 10 and December 10 each year and upon requests by the leadership of the Ministry./.
