DECISION
RE: SELLING PRICES FOR FUEL
MINISTER OF TRADE
Pursuant to Decree 29/2004/ND-CP dated January 16, 2004 by the Government detailing functions, tasks, powers and organization of the Ministry of Trade;
Pursuant to Decision 187/2003/QD-TTg dated September 15, 2003 by the Prime Minister detailing Regulations on trading petroleum;
Based on oil prices in the world market recently; pursuant to directive of the Government and upon on agreement with the Ministry of Finance,
HEREBY DECIDES:
Article 1: Fuel importers are allowed to expand price amplitude for each kind of fuel as specified in Decision 58/2005/QD-BTC dated August 17, 2005 by the Ministry of Finance on indicators for petroleum prices in 2005; the new retail prices for petrol (including value added tax) at factual temperature are as the following nationwide:
- Non-lead petrol RON 92: VND11,000 per litre
- Non-lead petrol RON90: VND10,800 per litre
- Non-lead petrol RON83: VND10,600 per litre
- 0.5% S diesel fuel: VND7,900 per litre
- Heating oil: VND7,900 per litre
- Mazut fuel (F0 No2B): VND5,500 per litre (wholesales price)
- Prices of other kinds of petrol are set by importers based on selling prices of standard fuels in the market and quality difference between those and the aforesaid categories.
- In localities remote from international ports that accommodate oil cargo ship (as specified in Decision 0674/2004/QD-BTM dated May 31, 2004 by the Ministry of Trade), retail prices of fuel can be no more than 2% higher than the aforesaid prices.
Article 2: Points of sale:
- Wholesales: Fuel is loaded to the buying party’s means of transport at central stores of provinces or cities.
- Retail: Fuel is loaded to the buying party’s means of transport at petrol stations or retail shops of provinces and cities.
Article 3: Responsibilities of petrol importers, Departments of Trade/Trade and Tourism of provinces and cities under direct central management:
1. Petrol importers check quantity of each categories following regulations of current practice before expanding price amplitude so as to ensure proper business without any violations; are responsible to the law for their affiliates’ violations of retail prices of petrol.
2. Departments of Trade/Trade and Tourism in conjunction with Departments of Finance check implementation of the new prices at locality, discovering and dealing with wrongdoings within their scope of management in accordance with the law or reporting those to competent agencies for settlement.
Article 4: The Decision will come into effect on 20:00, April 27, 2006. Other previous Decision on fuel prices, which contradict to the Decision, are abolished.
