DECISION

APPROVING THE MASTER PLAN ON INCIDENT AND DISASTER RESPONSE AND SEARCH AND RESCUE ACTIVITIES THROUGH 2020

THE PRIME MINISTER

Pursuant to the December 25, 2001 Law on Organization of the Government;

At the proposal of the National Committee for Search and Rescue,

DECIDES:

Article 1. To approve the master plan on incident and disaster response and search and rescue activities through 2020 with the following contents:

I. VIEWPOINTS

1. To consolidate and strengthen the incident and disaster response and search and rescue commanding agencies at all levels to perform effective direction and administration work to meet the requirements of national socio-economic development and gradual international integration.

2. To step by step supplement physical and technical foundations and equipment for building incident and disaster response and search and rescue capacity for full-time and part-time units.

3. To mobilize all social resources and encourage all economic sectors to take part in incident and disaster response and search and rescue activities; to develop the public service model and step by step socialize a number of incident and disaster response and search and rescue stages and forces.

4. To closely combine the implementation of the master plan on incident and disaster response and search and rescue with national socio-economic development and defense and security strengthening.

II. OBJECTIVES

1. Overall objective

To strengthen and improve the organizational system and operation of incident and disaster response and search and rescue agencies at all levels, ensure coordinated direction and close cooperation among different forces to timely meet incident and disaster response and search and rescue requirements upon occurrence of incidents or disasters; to unify focal points at different levels for directing incident and disaster response and search and rescue activities and establish a central state management agency specialized in incident and disaster response and search and rescue. To develop physical and technical foundations, procure more equipment and develop and build incident and disaster response and search and rescue capacity so as to minimize damage caused by incidents and disasters and meet the requirements of national construction and socio-economic development in association with national defense and security strengthening and gradual international integration in the new situation.

2. Specific targets

a/ Improving the organizational system and operation of incident and disaster response and search and rescue agencies from central to local level

- By 2015:

+ To improve the organization and operation of all incident and disaster response and search and rescue agencies from central to local level.

+ To create, expand and develop a mechanism for socializing incident and disaster response and search and rescue activities; to establish an incident and disaster response and search and rescue fund with a view to mobilizing social resources to participate in incident and disaster response and search and rescue activities.

- By 2020:

To basically complete a legal framework for the establishment of a central full-time management agency and a number of full-time units in related ministries to take charge of incident and disaster response and search and rescue.

b/ Investing in building physical foundations and procuring equipment for incident and disaster response and search and rescue activities through 2015, with a vision toward 2020

- By 2015,50% of full-time and part-time incident and disaster response and search and rescue units will be furnished with sufficient physical foundations and infrastructure facilities (search and rescue stations, storehouses, wharves and yards, etc.).

- To ensure that state budget expenditures will satisfy around 60% and 90% of the demand for manufacture and procurement of essential and common equipment for reserves by 2015 and 2020, respectively.

- To ensure that state budget expenditures will satisfy around 70% and 95% of the demand for manufacture and procurement of specialized equipment serving incident and disaster response and search and rescue by 2015 and 2020, respectively.

III. TASKS

1. To improve the system of incident and disaster response and search and rescue agencies from central to local level.

Implementation duration: 2014-2015.

2. To complete a national-level plan on response to basic circumstances in order to ensure proper direction, command and administration work and close coordination among forces in dealing with eventualities.

Implementation duration: 2014-2015.

3. To submit to the Prime Minister for approval a scheme for socialization of search and rescue activities, and the establishment of a central-level incident and disaster response and search and rescue fund for mobilizing social resources for incident and disaster response and search and rescue activities.

Implementation duration: 2015-2016.

4. To elaborate and promulgate a decree on incident and disaster response and search and rescue activities for raising the legal effect of documents on state management of incident and disaster response and search and rescue, contributing to increasing the effect and effectiveness of state management of these activities.

Implementation duration: 2015-2016.

5. To study and review the functions, tasks, organizational structures, characteristics and scope of operation of various national boards and committees that currently work on a part-time basis in the field of incident and disaster response and search and rescue, such as flood and storm prevention and control, forest fire prevention and fighting, fire and explosion prevention and fighting, traffic safety, and search and rescue, etc., and, on that basis, to formulate a scheme on the system of incident and disaster response and search and rescue agencies from central to local level toward establishing a central-level full-time agency and a number of full-time units in related ministries to perform the above tasks, and submit this scheme to the Government for consideration and direction.

Implementation duration: 2016-2020.

IV. IMPLEMENTATION SOLUTIONS

1. To improve the organizational systems of Incident and Disaster Response and Search and Rescue Commanding Committees in ministries and ministerial-level agencies, and Disaster Prevention and Control and Search and Rescue Commanding Committees in localities to suit the practical conditions and comply with regulations on the organization, tasks, powers of and coordination between the commanding committees at all levels and the National Committee for Incident and Disaster Response and Search and Rescue.

2. To further implement the program of action for implementing the Strategy for disaster prevention, control and reduction through 2020; to integrate disaster, climate change and sea level rise prevention tasks into socio-economic development programs of ministries, sectors and localities. To step up propaganda and education to raise public awareness about types of incidents and disasters and preventive measures. Ministries, sectors and localities shall regard incident and disaster response and search and rescue work as a central and regular political task of the entire political system.

3. To step up research, development investment and application of new scientific and technological achievements to incident and disaster response and search and rescue. To ensure that state budget expenditures for development investment shall be allocated in the following order of priority: procurement of common equipment to serve the “4 on-spots” (on-spot commanding, on-spot forces, on-spot logistics and on-spot means); production and procurement of essential and special-use equipment and infrastructure facilities for full-time and part-time incident and disaster response and search and rescue units in each specific circumstance; and reserve of special-use and strategic equipment for occurring circumstances.

4. To promote international cooperation for learning experiences in management, command, administration, training, and application of scientific and technological achievements; to tap aid, financial assistance and concessional loans; to step by step socialize a number of stages in incident and disaster response and search and rescue activities with a view to lawfully mobilizing resources to reduce state budget investments.

5. To develop and complete the system of legal documents on incident and disaster response and search and rescue, ensuring mechanisms and policies and effective and unified direction, command, administration and response; to encourage and give incentives to voluntary participants in incident and disaster response and search and rescue activities.

V. SYSTEM OF INCIDENT AND DISASTER RESPONSE AND SEARCH AND RESCUE AGENCIES

The system of incident and disaster response and search and rescue agencies from central to local level consists of:

- The National Committee for Incident and Disaster Response and Search and Rescue.

- Incident and Disaster Response and Search and Rescue Commanding Committees of ministries and sectors.

- Disaster Prevention and Control and Search and Rescue Commanding Committees of provinces and centrally run cities; districts, towns and provincial cities; and communes, wards and district townships (below referred to as local Disaster Prevention and Control and Search and Rescue Commanding Committees).

- Full-time and part-time units that perform the tasks related to incident and disaster response and search and rescue.

1. The National Committee for Incident and Disaster Response and Search and Rescue

The National Committee for Incident and Disaster Response and Search and Rescue shall be composed of the chairperson being a Deputy Prime Minister; and vice chairpersons and members being deputy ministers or holders of equivalent posts of the Ministries of National Defense; Public Security; Agriculture and Rural Development; Natural Resources and Environment; Transport; Industry and Trade; Health; Planning and Investment; Finance; Home Affairs; Science and Technology; Foreign Affairs; Information and Communications; Construction; Education and Training; and Labor, War Invalids and Social Affairs; the Government Office; Vietnam Television, the Voice of Vietnam, and the Office of the National Committee for Incident and Disaster Response and Search and Rescue.

2. Incident and Disaster Response and Search and Rescue Commanding Committees of ministries and sectors

- Incident and Disaster Response and Search and Rescue Standing Bodies assisting Incident and Disaster Response and Search and Rescue Commanding Committees of ministries:

+ The Rescue Department of the Ministry of National Defense.

+ The Fire Prevention and Fighting and Rescue Police Department of the Ministry of Public Security.

+ The Standing Office of the Flood and Storm Prevention and Control and Search and Rescue Commanding Committee under the Ministry of Transport.

+ The Industrial Safety Techniques and Environment Agency of the Ministry of Industry and Trade.

+ The Office of the Ministry of Health.

+ The Department of Dike Management of the Ministry of Agriculture and Rural Development.

+ The Department of Meteorology, Hydrology and Climate Change of the Ministry of Natural Resources and Environment.

+ The National Center for Technological Progress of the Ministry of Science and Technology.

3. Local Disaster Prevention and Control and Search and Rescue Commanding Committees

Military agencies at all levels shall act as the standing bodies for incident and disaster response and search and rescue.

4. Full-time units that perform the tasks related to incident and disaster response and search and rescue

- The Ministry of National Defense

+ The Rescue Department (the Office of the National Committee for Incident and Disaster Response and Search and Rescue);

+ The National Center for Air Search and Rescue Training;

+ The National Center for Maritime Search and Rescue Training;

+ The Northern Oil Spill Response Center;

+ The Central Oil Spill Response Center;

+ The National Center for Radioactive and Nuclear Radiation Leak Training and Response;

+ The Search and Rescue Dog Training Establishment.

- The Ministry of Public Security

+ Units of the Fire Prevention and Fighting and Rescue Police.

- The Ministry of Transport

+ The Vietnam Maritime Search and Rescue Coordination Center and regional Maritime Search and Rescue Coordination Centers;

+ Air Search and Rescue Coordination Centers of the Vietnam Air Traffic Management Corporation;

+ Airport emergency centers;

+ The Incident and Disaster Response and Railway Rescue Center under Vietnam Railways Corporation and regional Incident and Disaster Response and Railway Rescue Centers.

- The Ministry of Industry and Trade

+ The Southern Oil Spill Response Center/Vietnam National Oil and Gas Group;

+ The Mine Rescue Center/Vietnam National Coal-Mineral Industries Group.

- The Ministry of Health

+ The Catastrophe Prevention and Control and Search and Rescue Unit.

5. Part-time units that perform the tasks related to incident and disaster response and search and rescue

- The Ministry of National Defense:

+ Search and rescue coordination stations: Co To (Quang Ninh), Bach Long Vi (Hai

Phong), Con Co (Quang Tri), Ly Son (Quang Ngai), Truong Sa (Khanh Hoa), Phu Quy (Binh Thuan), Con Dao (Ba Ria-Vung Tau), Tho Chu (Kien Giang), Hon Khoai (Ca Mau), and Song Tu Tay (Khanh Hoa);

+ Engineer battalions for search and rescue for collapsed works;

+ Response teams for chemical, biological, radiation and nuclear incidents;

+ Military medical teams for catastrophe rescue;

+ Flight teams for air search and rescue;

+ Sea search and rescue fleets;

+Northern, Central and Southern Response Centers for Chemical, Biological, Radiation and Nuclear Incidents;

+ Mobile communication teams for disaster and catastrophe response.

- The Ministry of Public Security:

+ Units of the Traffic Police and Mobile Police forces;

+ The Dog Training and Use Center.

- The Ministry of Transport:

+ The Inland Waterway Search and Rescue Coordination Center and regional Inland Waterway Search and Rescue Coordination Stations.

- The Ministry of Health:

+ Emergency medical teams for catastrophic events.

VI. A NUMBER OF BASIC CIRCUMSTANCES; IDENTIFICATION OF DIRECTING AND COMMANDING AGENCIES, AND RESPONSE FORCES AND EQUIPMENT

1. Ship and boat accidents at sea

- Directing agency: The National Committee for Incident and Disaster Response and Search and Rescue.

- Commanding agency:

At the central level: The Ministry of Transport in coordination with the Ministry of National Defense and related agencies.

At the local level: Chairpersons of provincial-level People’s Committees.

- Response forces: Full-time incident and disaster response and search and rescue forces of the Ministry of Transport and the Ministry of National Defense and other local forces.

- Equipment: Aircraft; special-use ships, boats, canoes and speedboats; life buoys and life vests.

2. Oil spill incidents

- Directing agency: The National Committee for Incident and Disaster Response and Search and Rescue.

- Commanding agencies:

At the central level: The Ministry of National Defense or the Ministry of Industry and Trade in coordination with the Ministry of Natural Resources and Environment and related agencies.

At the local level: Chairpersons of provincial-level People’s Committees.

- Response forces: Full-time forces and other forces defined under the Prime Minister- approved Regulation on activities in response to oil spill incidents.

- Equipment: Special-use equipment for oil spill incident response and other equipment.

3. Oil rig or oil and gas pipeline fire and explosion incidents

- Directing agency: The National Committee for Incident and Disaster Response and Search and Rescue.

- Commanding agencies:

. At the central level: The Ministry of Industry and Trade in coordination with the Ministry of National Defense, the Ministry of Public Security and related agencies.

At the local level: Chairpersons of provincial-level People’s Committees in coordination with heads of agencies or units where incidents occur.

- Response forces: Full-time forces; oil and gas, military and public security units; and forces mobilized in the localities where incidents occur.

- Equipment: Helicopters; search and rescue vessels; and special-use equipment for fire, explosion and oil spill incident response.

4. Conflagration incidents in multi-storey buildings, urban centers, industrial parks or residential areas

- Directing agency: The National Committee for Incident and Disaster Response and Search and Rescue.

- Commanding agencies:

At the central level: The Ministry of Public Security in coordination with the Ministry of National Defense and related ministries and agencies.

At the local level: Chairpersons of provincial-level People’s Committees.

- Response forces: Public security, military, militia and self-defense forces and other local forces.

- Equipment: Fire engines, ladder trucks, smoke extraction trucks, emergency escape pipes, water pumps, and special-use equipment.

5. Collapse of works, multi-storey buildings or mining pits

- Directing agency: The National Committee for Incident and Disaster Response and Search and Rescue.

- Commanding agencies:

At the central level: The Ministry of Construction, the Ministry of Industry and Trade, the Ministry of Transport, the Ministry of National Defense and the Ministry of Public Security and related agencies (the responsible agency shall be identified based on each incident).

At the local level: Chairpersons of provincial-level People’s Committees.

- Response forces: Full-time forces; military, public security, militia and self-defense forces; and other local forces.

- Equipment: Aircraft, vessels and boats, pontoon bridges, excavators, graders, crane trucks, pallet trucks, freightliners, concrete drilling and cutting devices; relief tents, etc.

6. Incidents of radioactive or nuclear radiation leaks or dispersal of toxic chemicals

- Directing agency: The National Committee for Incident and Disaster Response and Search and Rescue.

- Commanding agencies:

At the central level: The Ministry of Science and Technology in coordination with the Ministry of National Defense, the Ministry of Public Security, the Ministry of Industry and Trade, the Ministry of Natural Resources and Environment and related agencies.

At the local level: Chairpersons of provincial-level People’s Committees.

- Response forces: Full-time forces of the Ministries of Industry and Trade; Science and Technology; National Defense; Public Security; Health; and Natural Resources and Environment, and related units.

- Equipment: Special-use equipment for response to toxic-chemical, radioactive, biological or nuclear incidents, and other equipment serving incident and disaster response and search and rescue.

7. Earthquake and tsunami incidents

- Directing agency: The National Committee for Incident and Disaster Response and Search and Rescue.

- Commanding agencies:

At the central level: The Ministry of National Defense in coordination with the Ministry of Transport, the Ministry of Natural Resources and Environment, the Ministry of Science and Technology, the Ministry of Public Security, the Vietnam Academy of Science and Technology, and related agencies.

At the local level: Chairpersons of provincial-level People’s Committees.

- Response forces: Full-time forces; military, public security, militia and self-defense forces; and other forces of ministries, sectors and localities.

- Equipment: To comply with the list of equipment for dealing with collapsed works; road and railway search and rescue equipment; medical equipment; and other search and rescue equipment.

8. Extremely serious road, railway and inland waterway accidents

- Directing agencies: The National Committee for Incident and Disaster Response and Search and Rescue in coordination with the National Committee for Traffic Safety.

- Commanding agencies:

At the central level: The Ministry of Transport in coordination with the Ministry of Public Security, the Ministry of National Defense, the Ministry of Health and related agencies.

At the local level: Chairpersons of provincial-level People’s Committees.

- Response forces: Full-time forces; military, public security, militia and self-defense forces; units of the Ministry of Transport; and other local forces.

- Equipment: Special-use road, railway and inland waterway search and rescue equipment and other equipment for incident and disaster response and search and rescue.

9. Aircraft accidents occurring in the Vietnamese territory

- Directing agencies: The National Committee for Incident and Disaster Response and Search and Rescue in coordination with the National Committee for Civil Aviation Security.

- Commanding agencies:

At the central level: The Ministry of Transport in coordination with the Ministry of National Defense, the Ministry of Public Security and related agencies.

At the local level: Chairpersons of provincial-level People’s Committees.

- Response forces: Full-time forces; military, public security, militia and self-defense forces; units of the Ministry of Transport; and other local forces.

10. Dike, reservoir or dam burst incidents

- Directing agencies: The Central Steering Committee for Disaster Prevention and Control in coordination with the National Committee for Incident and Disaster Response and Search and Rescue.

- Commanding agencies:

At the central level: The Ministry of Agriculture and Rural Development in coordination with the Ministry of National Defense, the Ministry of Public Security, the Ministry of Industry and Trade, the Ministry of Natural Resources and Environment, and related agencies.

At the local level: Chairpersons of provincial-level People’s Committees.

- Response forces: Full-time forces; military, public security, militia and self-defense forces; and other local forces.

- Equipment: Aircraft; automobiles, excavators, diggers, construction vehicles, relief tents, life vests and life buoys.

11. Forest fire incidents

- Directing agencies: The Central Steering Committee for Urgent Matters in Forest Protection and Forest Fire Prevention and Fighting in coordination with the National Committee for Incident and Disaster Response and Search and Rescue.

- Commanding agencies:

At the central level: The Ministry of Agriculture and Rural Development in coordination with the Ministry of Public Security, the Ministry of National Defense and related agencies.

At the local level: Chairpersons of provincial-level People’s Committees.

- Response forces: Military, public security, militia and self-defense and ranger forces; and other local forces.

- Equipment: Aircraft; fire trucks, water pumps, graders, excavators, etc., and other fire prevention and fighting equipment.

12. Storms, low pressures, flood and inundation; flash flood and landslides and rockslides

- Directing agencies: The Central Steering Committee for Disaster Prevention and Control in coordination with the National Committee for Incident and Disaster Response and Search and Rescue.

- Commanding agencies:

At the central level: The Ministry of Agriculture and Rural Development in coordination with the Ministry of National Defense, the Ministry of Public Security, the Ministry of Transport, the Ministry of Natural Resources and Environment, the Ministry of Foreign Affairs and related agencies.

At the local level: Chairpersons of provincial-level People’s Committees.

- Response forces: Military, public security, militia and self-defense forces; and other local forces.

- Equipment: Aircraft; ships, boats and amphibian vehicles; relief tents, life vests and life buoys, and common and special-use equipment.

VII. LIST OF CAPITAL CONSTRUCTION INVESTMENTS; LIST OF INVESTMENT IN PRODUCTION AND PROCUREMENT OF ESSENTIAL AND COMMON EQUIPMENT FOR RESERVES, AND LIST OF INVESTMENT IN PRODUCTION AND PROCUREMENT OF SPECIAL-USE EQUIPMENT FOR INCIDENT AND DISASTER RESPONSE AND SEARCH AND RESCUE THROUGH 2020

1. List of capital construction investments through 2020

- Total fund needed: VND 2,220 billion.

+ During 2014-2015: VND 340 billion (including VND 270 billion under the target program and specific tasks for incident and disaster response and search and rescue activities, and VND 70 billion from the state management sectors).

+ During 2016-2020: VND 1,880 billion (including VND 1,680 billion under the target program and specific tasks for incident and disaster response and search and rescue activities, and VND 200 billion from the state management sectors).

2. List of investment in manufacture and procurement of essential and common equipment for reserves serving incident and disaster response and search and rescue through 2020

3. List of investment in manufacture and procurement of essential, common and special- use equipment for incident and disaster response and search and rescue through 2020

5. List of investment projects on manufacture and procurement of equipment for incident and disaster response and search and rescue through 2020

- Total funds needed: VND 6,780 billion.

+ During 2014-2015: VND 1,285 billion under the target program and specific tasks for incident and disaster response and search and rescue activities.

+ During 2016-2020: VND 5,495 billion (including VND 2,500 billion under the target program and specific tasks for incident and disaster response and search and rescue activities, and VND 2,995 billion from the ODA source, the program for the East Sea and islands and other funds).

VIII. RESPONSIBILITIES OF MINISTRIES, SECTORS AND LOCALITIES IN ORGANIZING THE IMPLEMENTATION OF THE MASTER PLAN

1. The National Committee for Incident and Disaster Response and Search and Rescue shall:

a/ Assume the prime responsibility for, and coordinate with related ministries and sectors in, implementing the contents approved under this Decision; guide, examine and urge the formulation of activity plans and regulations on coordination and concerted action in incident and disaster response and search and rescue activities of ministries, sectors and localities;

b/ Assume the prime responsibility for, and coordinate with the Ministry of National Defense, the Ministry of Home Affairs and related ministries and sectors in, formulating a scheme on the system of incident and disaster response and search and rescue agencies from central to local level and other legal documents on incident and disaster response and search and rescue, then submit them to the Government or the Prime Minister for consideration and decision;

c/ Assume the prime responsibility for, and coordinate with ministries, sectors and localities in, summarizing annual state budget estimates for incident and disaster response and search and rescue activities, and send them to the Ministry of Planning and Investment and the Ministry of Finance for summarization and submission to the Prime Minister for decision;

d/ Annually summarize the demands of ministries, sectors and localities for essential and common equipment for incident and disaster response and search and rescue for reserves and send them to the Ministry of Finance and the Ministry of Planning and Investment for summarization and submission to the Prime Minister for decision.

2. The Ministry of Home Affairs shall coordinate with the National Committee for Incident and Disaster Response and Search and Rescue and related ministries and sectors in formulating a scheme on the system of incident and disaster response and search and rescue agencies from central to local level and other legal documents on incident and disaster response and search and rescue, then submit them to the Government or the Prime Minister for consideration and decision.

3. The Ministry of Planning and Investment shall assume the prime responsibility for, and coordinate with the Ministry of Finance and the National Committee for Incident and Disaster Response and Search and Rescue in, summarizing annual state budget plans and allocating development investment capital from state budget funds under the target support program for incident and disaster response and search and rescue activities, and then submit such to the Government.

4. The Ministry of Finance shall assume the prime responsibility for, and coordinate with the Ministry of Planning and Investment and the National Committee for Incident and Disaster Response and Search and Rescue in, summarizing annual state budget plans and allocating state budget funds for regular expenditures on incident and disaster response and search and rescue activities, and then submit such to the Government.

5. The Ministry of National Defense shall:

Coordinate with the National Committee for Incident and Disaster Response and Search and Rescue, the Ministry of Home Affairs and related ministries and sectors in, formulating a scheme on the system of incident and disaster response and search and rescue agencies from central to local level and other legal documents on incident and disaster response and search and rescue, and then submit them to the Government or the Prime Minister for consideration and decision.

Improve the organization and define the functions and tasks of the Office of the National Committee for Incident and Disaster Response and Search and Rescue so that it has a formal organizational structure and a payroll to be capable of acting as a standing body to assist the National Committee for Incident and Disaster Response and Search and Rescue in effectively directing and administering incident and disaster response and search and rescue activities.

6. Ministries, sectors and localities shall:

a/ Annually coordinate with the National Committee for Incident and Disaster Response and Search and Rescue in formulating capital construction investment projects (provided in Appendix I) and investment projects on production and procurement of incident and disaster response and search and rescue equipment (provided in Appendix V to this Decision), and report them to the Chairperson of the National Committee for Incident and Disaster Response and Search and Rescue for instruction before submitting such projects to competent authorities for approval; draw up state budget plans and estimates for incident and disaster response and search and rescue activities under their management and submit them to competent authorities for approval; submit to the direction by the National Committee for Incident and Disaster Response and Search and Rescue on the performance of relevant tasks of incident and disaster response and search and rescue;

b/ Establish and strengthen Incident and Disaster Response and Search and Rescue Commanding Committees of ministries and sectors and local Disaster Prevention and Control and Search and Rescue Commanding Committees. Based on practical requirements and their areas of operation and assigned tasks, decide to establish full-time or part-time units under their management as suitable to their functions and payrolls;

c/ Draw up incident and disaster response and search and rescue plans and issue regulations on their coordination and cooperation in incident and disaster response and search and rescue activities; be ready for performing tasks as planned and requested by the National Committee for Incident and Disaster Response and Search and Rescue;

d/ Increase examination, monitoring and evaluation and take responsibility for the implementation of infrastructure investment projects, procurement of equipment and use of state budget funds in incident and disaster response and search and rescue activities as assigned to them.

Article 2. This Decision takes effect on the date of its signing.

This Decision replaces the Prime Minister’s Decision No. 46/2006/QD-TTg of February 28, 2006, approving the master plan on search and rescue activities through 2015, with a vision toward 2020; and the Prime Minister’s Decision No. 1656/QD-TTg of December 6, 2007, approving the detailed list of search and rescue equipment and the list of investment projects on manufacture and procurement of search and rescue equipment through 2015.

Article 3. The Chairperson of the National Committee for Incident and Disaster Response and Search and Rescue, ministers, heads of ministerial-level agencies, heads of government- attached agencies, chairpersons of provincial-level People’s Committees, and heads of related agencies and units shall implement this Decision.-
