DECISION

ON APPROVING THE SCHEME OF INFORMATION TECHNOLOGY ORGANIZATIONAL SYSTEM CONSOLIDATING IN HEALTH NON-BUSINESS UNITS IN PERIDOD FROM 2010 TO 2015

THE MINISTER OF PUBLIC HEALTH

Pursuant to the Government’s Decree No. 188/2007/ND-CP of December 27, 2007 defining the functions, tasks, powers and organizational structure of the Ministry of Public Health;

Pursuant to the Government’s Decree No. 64/2007/ND-CP of April 10, 2007 on information technology application in operations of state agencies;    

Pursuant to the Decision No. 246/2005/QD-TTg of October 06, 2005 of the Prime Minister approving the strategy on Vietnam’s information technology and communication development by 2010 and orienting to 2020;

Pursuant to the Directive No. 02/CT-BYT of February 02, 2009 of the Minister of Public Health on speeding up information technology application and development in health sector;    

At the proposal of the Health information technology Steering Committee Office in the Report No. 186/K2DT, of March 05, 2010 on approving the scheme of information technology organizational system consolidating in health non-business units;

At the proposal of director of the Personnel Organization Department, director of the Science and Training Department,

DECIDES:

Article 1. Approving the scheme of information technology organizational system consolidating in health non-business units in peridod from 2010 to 2015 with the following contents:

1. General Objective: To consolidate the information technology organizational system in health non-business units, enhance effect, effectiveness of information technology operations in health sector; contribute to raise quality and effectiveness in management and administration of operations of health non-business units.   

2. Specific objectives:

To consolidate the information technology organizational system in health non-business units; establish organizations specialize in and be responsible for information technology in all health non-business units.

- To improve capability of staff of cadres, public employees in health information technology being capable to develop information technology applications in operations of health non-business units.  

3. Specific targets:

- By 2010, 100% of health special-rank and rank 1- non-business units have established an information technology division and 95% of remaining non-business units have had an information technology team or an officer who specializes and is responsible for information technology.  Till the end of 2015, 100% of health non-business units have an information technology division.

- Till the end of 2012, the information technology human source in the cadre and public employee structure of health non-business units is ensured to attain from 0.8 – 1%, of which 50% having been educated university level specialized in information technology or higher.  By 2015, the information technology human source in the cadre and public employee structure of health non-business units attains from 1 – 2%, of which 70% having been educated university level specialized in information technology or higher.

4. Content of implementation

4.1. To consolidate the information technology Institution – Central Medical Library

- To submit the Minister of Public Health for regulation on functions, tasks, powers of the information technology institution - Central Medical Library with the function being a unit researching and deploying information technology applications in health sector.

- To consolidate, re-arrange organizations under the information technology institution - Central Medical Library, to supplement human source ensuring good completion of its functions and tasks assigned by the Minister of Public Health.

4.2. To consolidate organizations specialize and be responsible for information technology in health non-business units.  

4.2.1. To establish information technology divisions in all special-rank and rank I – non-business units, in universities and colleges in health sector.  

Function of the information technology division is management, deployment of information technology applications in unit’s operations.

Task of the division:

- To formulate plan on deploying information technology applications and development in unit's operations, submit to the head of unit for approval;

- To design, install information technology devices for organizations of unit under the approved plan.

- To instruct, train, enhance capability of information technology application to unit’s operations for unit’s cadres and public employees;

- To manage, maintain stable operation, effectiveness of network system, email system, ensure the information connection among departments, divisions and with agencies of the Ministry of Health and relevant non-business units;  

- To setting up the database system of unit;

- To develop solutions to ensure safety and secret-keeping for the information and database system of unit.

The staff of division is expected about 8-15 persons.  In which, cadres and public employees educated university level specialized in information technology are 60% of total cadres and public employees of division.  

4.2.2. To establish information technology teams in health non-business units at rank 2, 3.  

Task of information technology team:

- To formulate plan on deploying information technology applications and development in unit's operations, submit to the head of unit for approval;

- To design, install information technology devices for organizations of unit under the approved plan;

- To manage, maintain stable operation, effectiveness of network system, email system, ensure the information connection among departments, divisions and with agencies of the Ministry of Health and relevant non-business units;

- To develop solutions to ensure safety and secret-keeping for the information and database system of unit, ministry.

5. Responsibility for implementation

5.1. The department of personnel organization:

To assume the prime responsibility for, and coordinate with the Science and Education Department to steer, guide non-business units affiliated the Public Health Ministry in setting up the scheme on consolidating, establishing and defining functions, tasks of information technology divisions of non-business units affiliated the Public Health Ministry; to appraise the additional information technology staff for non-business units affiliated the Public Health Ministry; to organize courses retraining on information technology for cadres, public employees of health non-business units.  

5.2. The Science and Education Department – the information technology committee office of health sector:

- To assume the prime responsibility for, and coordinate with the department of medical examination and treatment management, the department of personnel organization, and relevant departments, authorities to guide, direct the health non-business units in implementation of scheme on consolidating the information technology division and information technology application in unit’s operations: To formulate plan on information technology application in units; set up database, apply software on application; concurrently appraise education programs, materials of teaching – studying and open courses training on information technology for cadres, public employees of health non-business units; to direct universities and colleges in information technology application in management of pupils, students, in compilation of materials and organize teaching based on application of information technology.  

- To make plans on investment in and upgrading equipments and train officers improving capability of information technology application in operations of units;

5.3. The Planning – Financial Department:

To assume the prime responsibility for guiding information technology application to statistics, finance – planning of non-business units affiliated the Ministry of Health. To coordinate with the department of medical examination and treatment management, the department of personnel organization, and relevant departments, authorities to guide the non-business units affiliated the Ministry of Health in making plan on fund for operations of information technology application and development in health non-business units.

5.4. Specialized departments, authorities of the Ministry of Health:

Based on field of management, to direct their departments, authorities to guide units in information technology application aiming to enhance quality, effectiveness of operations in specialized fields.

5.5. Non-business units in health sector:

To make scheme on consolidating, establishing information technology division (or information technology team) in unit and implement operations of information technology application and development  in unit; annually report result of implementation to the Ministry of Public Health.

Article 2. This decision takes effect on the day of signing and promulgating.

Article 3. Mr., Mrs.: The Chief of the Ministry Office, the director of department of personnel organization, the director of science and training department, the director of  Planning - Financial Department, the director of departments, authorities, directors of the provincial Public Health Service, directors of Health non-business units, heads of relevant agencies, units shall implement this decision.
