DECISION

APPROVING THE NATIONAL STRATEGY ON ASSURANCE OF ROAD TRAFFIC SAFETY AND ORDER BY 2020, AND THE ORIENTATION TOWARDS 2030

THE PRIME MINISTER

Pursuant to the Law on Organization of the Government dated December 25th 2001;

At the proposal of the Ministry of Transport (the Report No. 967/TTr-BGTVT dated February 24th 2011, the Report No. 8398/TTr-BGTVT dated October 8th 2012, and the Official Dispatch No. 3459/BGTVT- ATGT dated May 7th 2012) concerning the national strategy on the assurance of road traffic safety and order by 2020, and the orientation towards 2030,

DECIDES:

Article 1. Approving the national strategy on assurance of road traffic safety and order through 2020, with a Vision toward 2030, in particular:

I. VIEWPOINTS

1. Assuring traffic safety and order and reducing traffic accidents is the responsibility of the entire political system, all people and the society, first of all functional State agencies and road users;

2. The road traffic safety strategy must be conformable with the socio-economic development strategies, transport development strategy and relevant specialized strategies and plans;

3. The road traffic safety strategy aims to establish and maintain traffic order in order to assure safety for road users and vehicles in traffic; smooth operation of the transport system must be assured to serve socio-economic development, national defense and security, extensive and intensive international economic integration;

4. Strong, breakthrough and synchronous solutions must be provided and implemented continuously and persistently in order to create an orderly, safe, civilized, modern, friendly and sustainable traffic environment.

II. TARGETS

1. General targets

Sustainably develop road traffic safety solutions and policies which meet the current and future requirements; reduce traffic accidents and traffic congestion in a sustainable manner, towards building a society with safe, civilized, modern, friendly and sustainable traffic; develop road traffic infrastructure to meet transport demand and assure traffic safety.

2. Specific targets

a/ 2012-2020

- Reduce 5-10% of road casualties every year; reduce traffic congestion in Hanoi, Ho Chi Minh City and major cities.

- Raise the capacity, efficiency and responsibility of law enforcement forces to assure traffic safety and order.

- Raise the road sense of road users, especially vehicle operators; develop a traffic etiquette in the community; teach students the law on traffic safety and order; provide traffic safety and order knowledge and laws for at least 85% of road users.

- Upgrade and improve the safety conditions of road infrastructure, especially that of national highways with frequent serious traffic accidents according to the international road assessment program (IRAP).

- Eliminate hot spots of road accidents; assure traffic safely corridors for national highways.

- The national highway system must be basically provided with adequate traffic safety works such as rest stops, overpasses for pedestrians, rescue roads, automatic warning systems. barriers at road- railway intersections, bypasses, etc., especially separate lanes for motorcycles.

- Develop a transport system accessible to the disabled, the elderly and children in urban areas type 1.

- Reduce traffic congestion in major urban areas: invest in building and developing massive public transport such as sky trains and metro; passenger transport by bus and express bus in Hanoi and Ho Chi Minh City in order to meet 25-30% of the demand for travel.

- Build modern traffic control centers in urban areas type 1.

- Keep completing the system of law documents on traffic safety and order, the mechanisms and organizational structure of traffic safety management from the Central to local government.

- Build a modern traffic safety database which meets requirements for traffic safety management and research.

- Assure equipment and means for patrol, control and penalizing violations.

- Complete the mechanism of cooperation between traffic police and other forces; complete the mechanism for supervision and imposition of penalties that serve the forces assigned to assure traffic safety and order; focus on the inspection and supervision of law enforcement forces to assure traffic safety and order.

- Complete the road motor vehicle registration system.

- Upgrade the system of training, testing and issuance of driver’s licenses to meet regional and international standards.

- 50% of freeways and national highways will be fully built with the system of first-aid and rescue stations; improve emergency centers 115.

b/ The orientation towards 2030

- During 2021 -2030: annually control the three indicators of number of traffic accidents, number of road casualties and number of road injuries. The traffic safety management system will have been established and operated in an effective and stable manner. Road infrastructure will be built with modern and synchronous facilities meeting traffic safety requirements. Traffic safety Science and technology will be applied popularly.

- Keep raising the road sense among road users, first of all vehicle operators.

- Keep implementing the IRAP in order to improve the safety conditions of road infrastructure.

- Keep eliminating hot spots of road traffic accidents.

- The national highway system must be adequately provided with traffic safety works such as rest stops, overpasses for pedestrians, rescue roads, automatic warning systems, barriers at road-railway intersections, bypasses, etc., especially separate lanes for motorcycles.

- Develop the transport system accessible to the disabled, the elderly and children in urban areas of grade II and higher grades.

- Reduce traffic congestion in major urban areas: To further build and develop large- capacity mass transit such as sky trains. metro, passenger transportation by bus and express bus in Hanoi and Ho Chi Minh City.

- Complete the system of law documents on traffic safety and order, mechanism for and organizational apparatus of traffic safety management from Central to local level in a stable and sustainable manner.

- The modern traffic safety database will be integrated with different kinds of data meeting requirements of traffic safety management and research.

- Step by step modernize equipment and facilities to serve patrol, control and penalizing violations.

- Raise the capability of law enforcement forces to assure traffic safety and order up to standards of developed countries.

- Develop the system of training, testing and issuance of driver’s licenses up to regional and international standards.

- All freeways and national highways must be basically provided with the system of emergency treatment and rescue stations.

III. STRATEGIC ORIENTATIONS

1. Education and propagation about road traffic safety

- Raise the awareness and qualities of the traffic law enforcement forces.

- Intensify the dissemination and education about the laws on traffic safety and order in various forms and with appropriate contents; incorporate the dissemination and education about the laws on traffic safety and order into regular activities of socio-political organizations; make the conformity to traffic law a criterion for assessing the quality of organizations, officials, public employees and members, and for assessment of students’ behavior at the end of school-years.

- Regularly organize the “Year of Traffic Safety”, "Month of Traffic Safety” and “Week of Traffic Safety” according to specific themes.

- Prevent operators of motor road vehicles from using drugs and alcoholic drinks.

- Carry out propagation in car transport businesses; provide knowledge about traffic law, skills and professional ethics for drivers of car transport businesses; the directors of car transport businesses are responsible for these works.

- Develop criteria and behaviors of traffic etiquette for road users and promote pubic information about and popularization of these criteria and behaviors.

- Innovate the contents and methods of teaching traffic law in schools; integrate the traffic safety teaching programs in pedagogy schools.

- Build a network of traffic safety communicators at Central and local levels, especially at grassroots level.

2. Regulations and policies

- Keep consolidating and raising the capacity of the national and provincial Traffic Safety Committees; complete the organizational structure of traffic safety State management from the Central to local government.

- Complete the mechanisms and policies on assurance of road traffic safety and order.

- Study and develop policies on management of goods and passenger transport in order to effectively utilize various forms of transport; strongly stimulate the development of multimodal transport and logistics.

- Build and complete the System of databases and the mechanisms for sharing information about traffic safety; establish a national road traffic safety information center; study and develop mechanisms and policies to increase training of human resources for the management and operation of the database system: raise capacity for and enhance traffic safety research; focus on developing human resources for traffic safety works, especially tertiary and postgraduate training in traffic safety, including overseas training.

3. Traffic infrastructure and organization of road traffic

- Expedite the upgrade and expansion of national highway 1A, install median strips to prevent head-on collisions, and build separate lanes for motorcycles; basically complete the whole route in 2016.

- Renovate the traffic safety conditions of road infrastructure. In the immediate future, to focus on renovating national highway sections according to the Solutions recommended in the IRAP; renovate and improve the transport safety conditions of the rural road network.

- Prioritize the construction of bypasses; ensure smooth and safe traffic in urban areas.

- Build overhead, center-bound and ring roads in major cities such as Hanoi and Ho Chi Minh City; build multi-level intersections; install modern equipment to assure traffic safety along key national highways and in major urban areas.

- The provinces and centrally-run cities shall prioritize resources for rapidly developing the mass transit system in order to meet travel demand, step by step reduce personal vehicles.

- In Hanoi and Ho Chi Minh City: rapidly develop public transit by bus, prioritize the investment in developing massive urban transport; organize separate lanes for motorcycles; build a system of light steel overpasses for motorcycles and light cars; build overpasses and tunnels for pedestrians. When making projects to upgrade, improve and build new roads and bypasses, it is necessary to design separate lanes for motorcycles.

- Apply advanced technologies to the organization and separation of traffic lanes, especially at intersections, focus on exclusive lanes for buses.

- Build modern traffic control centers in centrally-run cities.

- Build rest stops along national highways, bus stations and car parks in major cities, especially expediting the construction of underground and multi-story car parks in inner cities.

- Apply the intelligent traffic system (ITS) to crucial freeways and national highways; issue and complete the regulations on management and operation; develop human resources for traffic organization and management.

- Keep paying attention to the transport system accessible to the disabled, the elderly and children in urban areas type 1 or above.

- Regularly scrutinize, detect and promptly handle hot spots of traffic accidents.

- Modernize the road administration and maintenance system; complete the system of standards and norms for road administration and maintenance; step up the decentralization and socialization of road administration and maintenance activities; build and develop the freeways administration and maintenance system.

- Keep restoring order in the road traffic safety corridors and prevent the re-encroachment; enhance the responsibility of local administrations at different levels and functional units in charge of managing the road traffic safety corridors.

- For roads running in parallel with or crossing railways, it is necessary to build on-ramps and off-ramps; restrict connection to national highways towards removing illegal paths that cross railways.

- The traffic sign system must be conformable with international and regional practices.

- Upgrade and improve the safety conditions for road traffic in highlands.

- Keep scrutinizing and adjusting the speed of road motor vehicles.

4. Enforcement of road traffic law

- Enhance the capacity, effectiveness and responsibility of road traffic police and inspection forces and other law enforcement forces; modernize equipment and means that serve the patrol, control and penalizing violations.

- Complete the mechanism for cooperation between traffic police and other forces; mobilize other forces (mobile police, commune police, etc.) to cooperate and participate in the enforcement of the Law on Road Traffic.

- Penalize administrative violations of traffic safety and order through image surveillances; modernize the supervision, detection and imposition of penalties for violations of road traffic safety and order along national highways and in major cities.

- Focus on the inspection and supervision of enforcement activities of law enforcement forces to assure traffic safety and order.

- Implement the Scheme on controlling tonnage of road vehicles.

5. Road vehicles and their operators

- Keep implementing the Scheme on raising the quality of the registration of road motor vehicles and inland watercrafts contributing to reducing traffic accidents and environmental pollution.

- Manage the inspection and raise the quality, technical safety and envirorimental protection of motor vehicles; control the technical safety and environmental protection of motorcycles in circulation.

- Expand the inspection of road motor vehicles to remote areas; build new registration stations and upgrade old registration stations, or use mobile registration stations.

- Build modern motor vehicle safety test centers.

- Enhance the management of road motor vehicles, keep replacing of obsolete tractors, motor pedicabs, three-wheeled motor vehicles and non-motorized three-wheeled and four-wheeled vehicles that are banned from traffic.

- Provide limited lifetimes for all kinds of road motor vehicles.

- Invest in public means of transport accessible to the disabled.

- Keep implementing the “Scheme on improving the quality of training, testing and issuance of driver’s licenses which contribute to reducing traffic accidents and traffic congestion”, focus on the training program suitable for people in remote areas and the disabled.

6. Rescue and emergency treatment for road traffic accidents

- Develop and implement a planning for rescue stations and emergency treatment stations along national highways.

- Implement the Scheme on organization of emergency treatment for traffic accidents in the freeway network.

- Encourage the private participation in of traffic rescue.

IV. BREAKTHROUGHS DURING 2013-2015

In order to achieve the objectives of the Strategy, in the 2013-2015 period, it is necessary to focus on performing the following breakthrough tasks:

- Direct the coordinated implementation of solutions stated in Directive No. 18-CT/TW of the Central Committee Secretariat of the Communist Party on intensifying the leadership of the Communist party in the assurance of road, railway, inland waterway traffic safety and order and reduce traffic congestion;

- Promote the leadership of the Communist Party committees at all levels and the responsibilities and cooperation of miniseries, sectors. localities and socio-political organizations in assuring traffic safety and order ; clearly define state management responsibilities of administrations at all levels and heads of agencies and organizations for assuring traffic safety and order;

- Follow the traffic etiquette associated with the regular organization of the “Year of Traffic Safety ", “Month of Traffic Safety” and “Week of Traffic Safety" with specific themes in order to enhance understanding and sense of observance of traffic order and safely law among the entire population;

- Develop and implement specific traffic safety strategies, plannings, plans and programs in the provinces and centrally run cities;

- Expedite the upgrade and expansion of national highway 1A, install median strips to avoid head-on traffic and build separate lanes for motorcycles; basically complete the whole route by 2016;

- Raise the capacity, efficiency and responsibility of the law enforcement forces with such key measures as raising the quality of sanctioning, mobilizing resources and increasing cooperation among forces that can participate in enforcement (traffic police, traffic inspectors, mobile police, commune police, etc);

- Build modern traffic control centers in centrally run cities: to increase the sanctioning of traffic violations through image surveillance; step up the-inspection, supervision and prevention of negative practices in enforcement forces to assure traffic safety and order ;

- Implement the Scheme on controlling the flow rate of road vehicles;

- Develop and implement the Scheme on controlling of the use of drugs and alcoholic drinks among operators of vehicles in traffic;

- Enhance the separation of traffic flows and lanes for vehicles operating on key national highways, in Hanoi, Ho Chi Minh City and urban areas type 1.

V. FUNDING SOURCES

Mobilize to the all resources, particularly domestic ones, and facilitate the attraction of domestic investment Capital from all economic sectors as well as foreign investment in various forms to assure sufficient funds for the assurance of traffic safety and order to achieve the objectives of the national strategy on assurance of road traffic safety and order by 2020, with an orientation towards 2030.

Article 2. Organization of implementation

1. The National Traffic Safety Committee is the agency assisting the Prime Minister in directing, urging and examining the implementation of this Strategy.

2. Ministries, agencies, provinces and centrally run cities act as focal points in performing relevant tasks in line with their assigned functions and tasks. They shall concretize the contents of the strategy into short-term, medium-term and long-term plans and programs of action.

3; Assign the Ministry of Planning and Investment and the Ministry of Finance 10 assure resources for the implementation of this Strategy.

4. The implementation roadmap is set over the 2012-2020 and 2021-2030 periods (more details in Annex I).

5. Programs and investment projects will be implemented according to the 2012-2015 and 2016-2020 periods (more details in Annex II)

6. In the course of implemeting the national strategy on assurance of road traffic safety and order by 2020, the National Traffic Safety Committee and related ministries and sectors shall regularly review and update arising issues in order to effectively implement this Strategy.

Article 3. This Decision takes effect on the date on which it is signed.

Article 4. Ministers, heads of ministerial agencies, heads of governmental agencies, and Presidents of provincial People’s Committees shall implement this Decision./.
