DECISION

ON APPROVAL FOR MASTER PLAN FOR THE DEVELOPMENT OF CONCENTRATED INFORMATION TECHNOLOGY PARKS BY 2020 AND ORIENTATION TOWARDS 2025

THE PRIME MINISTER

Pursuant to the Law on Government Organization dated December 25^th, 2001;

Pursuant to the Law on Information technology dated June 29^th, 2006;

Pursuant to the Decree No. 92/2006/NĐ-CP dated September 07^th, 2006 by the Government on formulation, approval and management of Master Plan for socio-economic development and the Decree No. 04/2008/NĐ-CP dated January 11^th, 2008 by the Government providing amendments to a number of articles of the Decree No. 92/2006/NĐ-CP;

Pursuant to the Decree No. 154/2013/NĐ-CP dated November 08, 2013 by the Government providing for concentrated Information technology parks;

At the request of the Minister of Information and Communications,

DECIDES:

Article 1. To approve the “Master Plan for the development of concentrated information technology parks by 2020 heading to 2025” with the following contents:

I. VIEWPOINTS

The development of concentrated information technology parks (hereinafter referred to as concentrated IT parks) is an important premise for the development of Vietnam’s information technology, contributing to making Vietnam a strong country in information technology and communications.

Concentrated IT parks shall be established in areas that have advantages in traffic infrastructure, telecommunications and information technology infrastructure, human resources specialized in information technology and the development and applicability level of information technology.

II. REQUIREMENTS

A system of concentrated IT parks shall be established with an appropriate area and reasonable distribution of specialties and locations to ensure the investment efficiency.

The development of concentrated IT parks shall ensure the sustainable development of the environment, society and economy, national defense and security and shall ensure the effectiveness and reasonableness of the use of land resources concurrently.

III. OBJECTIVES

Establish a number of concentrated IT parks in capable provinces according to the law provisions, especially the capital sources for the development of the infrastructures in concentrated IT parks (covered by the local budget and the investment capital of the enterprises) that are keeping a large investment project or a large IT product.

Establish two (02) or three (03) concentrated IT parks in each of Ha Noi city, Da Nang city and Ho Chi Minh city.

IV. TASKS AND SOLUTIONS

1. Continue to complete legal documents, policies and mechanisms applicable to concentrated IT parks, especially the incentive policies.

Seriously comply with the provisions of laws and policies relating to concentrated IT parks.

2. Encourage the social resources and foreign investment in the establishment and development of concentrated IT parks, especially the internal infrastructures, according to the law provisions.

3. Support and encourage the investment in the researches on the development of concentrated IT parks; enforce the exchange and cooperation of the manufacturing and researching between the concentrated IT parks and researching/training facilities.

Build up and develop the connection between the concentrated IT parks and the universities, research institutes, enterprises and government agencies specialized in IT for the exchange of information and knowledge between educating/researching units and manufacturing and trading units.

4. Research into and formulate a mechanism enabling the establishment of adventurous investment funds to support the cultivation and the activities of new enterprises in concentrated IT parks.

Select and invest in a number of important arboretums in concentrated IT parks that are in charge of developing the peculiar products serving the application of IT in the activities of the authority bodies and the enterprises.

5. Support and encourage the educational units in charge of training IT human resources in concentrated IT parks to organize the training programs and to cooperate with reputable educational organizations in the world that are specialized in information technology to cultivate a high-quality human resource in concentrated IT parks.

6. Reinforce the promotion of Vietnamese concentrated IT parks as well as Vietnamese information technology and communications branches so as to attract the investment from Vietnamese and foreign information technology enterprises, especially the multinational corporation.

Article 2. Organization of implementation

1. The Ministry of Information and Communications

a) Disseminate, instruct the local government to implement the Master Plan;

b) Provide guidelines for the implementation of the mechanisms and policies on the support for enterprises included in concentrated IT parks;

c) Assist the concentrated IT parks to increase the capability of researching and commercialization of products, develop the IT human resources;

d) Build up and manage the nationwide information system about concentrated IT parks; assess the efficiency of concentrated IT parks;

dd) Build up and issue within their competence or request a competent agency to issue the mechanism, policies and/or projects on the fulfillment of objectives, tasks and solutions in the Master Plan;

e) Supervise and speed up the implementation and annually report to the Prime Minister the implementation of the Master Plan; suggest the modification of the Master Plan when necessary.

2. The Ministry of Planning and Investment shall distribute the capital to fulfill the objectives, tasks and solutions of the Master Plan according to the law provisions.

3. The Ministries and regulatory bodies, within functions, tasks and competences, shall cooperate with the Ministry of Information and Communications to steer the local governments to carry out the Master Plan.

4. The People’s Committees of provinces, on the basis of criteria for concentrated IT parks specified in Decree No. 154/2013/NĐ-CP dated November 08^th, 2013 by the Government and the viewpoints, requirements and objectives of this Master Plan, shall initiatively propose the certification and/or establishment of concentrated IP parks in local areas.

Article 3. This decision comes into effect from the day it is signed.

Article 4. The Minister, Heads of ministerial-level agencies, Heads of Government agencies, Presidents of People's Committees of provinces and Heads of relevant units shall be responsible for implementing this Decisions./.
