DECISION
PROMULGATING PLAN FOR IMPLEMENTATION OF THE RESOLUTION OF THE IXTH PARTY CONGRESS OF HO CHI MINH CITY ON REDUCING FLOODING IN PERIOD OF 2011-2015
PEOPLE’S COMMITTEE OF HO CHI MINH CITY
Pursuant to the Law on Organization of the People’s Councils and the People’s Committees dated November 26, 2003;
Pursuant to the Resolution of the resolution of the IXth party congress of Ho Chi Minh city;
Pursuant to Action Program No. 13-CTrHĐ/TU dated March 16, 2011 the Party Committee of Ho Chi Minh city on implementation of the resolution of the IXth party congress of Ho Chi Minh city on reducing flooding in period of 2011-2015;
At the request of the Central Executive Program wetland protection in Report No. 1402 / TTr handicrafts December 13, 2010 Draft Implementation Plan Party Congress Resolution Ninth city on flood reduction program the period 2011 - 2015;
At the request of the Steering center of flood control in the Report No. 1402/TTr-TTCN dated December 13, 2010 Drafting the Plan for the implementation of the Resolution of the resolution of the IXth party congress of Ho Chi Minh city on reducing flooding in period of 2011-2015,
HEREBY DECIDES:
Article 1. To enclosed with this Decision the Plan for implementation of the Resolution of the IXth Party Congress of Ho Chi Minh city on reducing flooding in period of 2011-2015.
Article 2. The heads of departments in Ho Chi Minh city, the Presidents of the People’s Committees of districts, the heads of agencies and units directly managed by the city base on their assigned functions, tasks, and the contents of this Plan to formulate specific programs and plans in order to implement effectively the program of reducing flooding in period 2011-2015.
Article 3. This Decision takes effect after 10 days from its signing.
Article 4. The Chief officers of People’s Committee of Ho Chi Minh city, the Director of the Steering center of flood control of Ho Chi Minh city, the Heads of departments in Ho Chi Minh city, the Presidents of People’s Committee of districts, the Heads if agencies and units directly managed by the city shall be responsible for the implementation of this Decision./.

PLAN
FOR IMPLEMENTATION OF THE RESOLUTION OF THE IXTH PARTY CONGRESS OF HO CHI MINH CITY ON REDUCING FLOODING IN PERIOD OF 2011-2015 (enclosed herewith Decision No. 26/2011/QĐ-UBND dated May 14, 2011 of People’s Committee of Ho Chi Minh city)
In order to implement effectively the Action Program No. 13-CTrHĐ/TU dated March 16, 2011 the Party Committee of Ho Chi Minh city on implementation of the Resolution of the IXth Party Congress of Ho Chi Minh city on reducing flooding in period of 2011-2015; People’s Committee of Ho Chi Minh city formulates the following specific plan:
I. OBJECTIVES
1. General objectives:
Focus on basic solving flooding in the central area (approximately 100km2); control and prevent new flooding in remaining 5 areas (approximately 580km2); resolve fundamentally flooding caused by rainwater in 5 periphery areas and the remaining area of the city in period of 2016 – 2020.
2. Specific objectives:
Period of 2011-2015:
Basically solve flooding caused by rainwater and tides in the central area (100km2 with approximately 3.3 million people); strive to eliminate the existing flooded points due to rainwater, which in turn, reduce flooding in the northern area of Tau Hu, Tan Hoa - Lo Gom (districts 6, 11, Tan Phu, Binh Tan, a part of Districts 6, 8, Binh Thanh), remedy flooding caused by construction, limit new flooded points.
For the remaining 5 drainage areas (580 km2 with approximately 3,4 million people), strive to reduce 70% of flooded points due to rain, 50% flooded points due to tides; control and prevent new flooded points.
Period of 2016-2020:
Basically solve flooding due to rain in 5 drainage areas and the remaining area of the city in 2020.
Extend the area of protection against flooding outside the scope of study of the planning for drainage (District 12, Hoc Mon, Cu Chi, Binh Chanh).
Period of 2021-2025:
Solve thoroughly flooding due to rain; solve basically flooding due to inundation and tides, taking into account the phenomenon of sea level rise in the future across the city.
II. PRIMARY TASKS AND SOLUTIONS
1. Improve the quality of the planning and the effectiveness of management of the planning and construction:
Review and adjust the planning towards integrated planning in order to minimize the risk of flooding, which is the basis for priority investment orientation in each stage, in order to proactively adapt to climate change, sea level rise, improve the effectiveness of management of tasks of flood prevention in the city based on the planning approved by the Government and the research results of scientific institutions in Vietnam and abroad. Focus on planning the rainwater drainage system and development of technical infrastructure by issuing provisions on high-level control of construction foundation, focusing on perfecting surface, increasing area of verdure, grass cover in the existing area inner the city (13 old districts), developed areas inner the city (6 new districts), agricultural residential areas and new urban areas in five districts in the right bank of Saigon - Nha Be Rivers under the closed dyke system.
Strengthen the management of land, ensure that water surface area, waterway system can meet the requirement for drainage and flood prevention; intensively manage agricultural land, arrange the axis of verdure, water surface (width from 50 – 800 meters) to form three ecological belts (width from 2,000 - 3,000 meters) along the banks of Saigon, Dong Nai, and Nha Be rivers.
- Strictly manage the leveling and construction of works on public rivers, canals, lakes; make the overall planning for the system and construct reservoirs in suitable areas, reducing the increase in flow to assist drainage; ensure the area of flooded areas in places that have low topography, waterway area and create urban landscape.
- Calculate the norms of rain, tides, floods, ecology when preparing documents of projects, designs so that the adaptation to climate change shall be guaranteed when such projects are put into use. Strengthen the urban management, formulate appropriate regulations on offset the leveled water surface area and prevent runoff coefficient increases; stipulate strict sanctions to protect effectively drainage pit systems, waterways, buffer zones, water regulation area.
Study and develop mechanisms and policies to meet the requirements for elimination and reduction of flooding:
- Prioritize ODA for investment and development of systems of drainage, collection of wastewater, works of reservoir, dykes and tide control culverts; have plans for investment budget to develop the drainage system, tidal control system.
- Encourage and mobilize capital from investors in Vietnam and abroad to build drainage systems, especially wastewater treatment plants.
- Develop a roadmap of increasing water drainage fees to ensure that in 2015, water drainage fees can meet the requirements for management and operation of water drainage systems, water environmental treatment.
2. Improve the effectiveness of implementation of solutions to reduction of flooding, gradual elimination of flooding in the area.
Focus on directing and handling efficiently the existing flooded points; actively cooperate with Central Ministries and departments to solve quickly difficulties and obstacles to accelerate the completion and use of the project of rain water drainage, tide control; adopt technical solutions for urgent drainage, dredging the flow at the sluice gates, canals trespassed in order to reduce flooding.
Resolutely penalize illegal trespass in order to dredge canals and perform gentrification:
- Quickly complete the construction planning with the rate of 1/2000, determine the high edge, and determine accurately the protection corridors of rivers, canals to serve the clearance of illegal trespass.
Strive to implement basically the program of clearance of the slums on the canals as the basis for dredging, clearing drainage canals, and reducing water pollution at the end of 2014.
Essentially implement the program of gentrification along the banks of canals, creating appropriate space to increase the area of the water regulating buffer zone and create urban landscape in period of 2012 - 2015.
- Develop specific regulations on the location of dikes, dikes used for traffic in waterway boundaries to facilitate construction, reinforcing and repair; limit trespass, protect the safety of dikes, and increase water storage capacity in case of rain, tides and floods.
- Focus on premises clearance, particularly compensation, assistance of relocation for people in the project of dikes, dredging of canals to serve water drainage; resolutely relocate trespass of canals, sluice gates, water drainage systems.
Promote measures of control the new flooded areas:
- Make planning for appropriate foundation, build adequate drainage systems, connect synchronously with the drainage system of the area for projects of urban development, development of new residential areas.
- Strengthen inspection, monitoring and strictly handle violations; remedy the trespass affecting the existing drainage system and flooding due to construction works.
- Continue to implement the plan for renovation and upgrading the old drainage system in the central area to connect synchronously with the new system; obdurate and destroy culverts which are no longer effective to remedy the run-down condition causing subsidence and re-flooding. Construct main axis drainage system in 5 remaining drainage areas and new urban areas, strictly handle cases of leveling, trespass of canals, sluice gates, drainage system in which infiltration surface area and rain water storage capacity are guaranteed.
- Study, develop regulations to offset leveled water surface area and prevent runoff coefficient increases; prescribe sanctions for violations in order to protect the drainage pit system, canals, buffer zones, water regulation areas; stipulate mechanisms and policies for development of water regulatory space in the projects of gentrification and urban development; continue to study and apply appropriate materials used for pavement, parks to avoid being concreted.
- Review and supplement the technology solutions of urban rainwater management; study to make planning of model water regulation area for some drainage areas in order to create the premise for widespread deployment in the area, in order to prevent and control flooding, proactively adapt climate change.
- Study and apply new technologies in the construction of works of drainage, works of canal and river bank protection such as dykes, embankments etc ... in order to ensure sustainability, high economic efficiency and urban beauty.
- Make plans for renovation and upgrading the drainage pit routes in order to solve flooding in urbanized areas (districts 5, 6, 11, 12, Binh Tan, Tan Phu, Go Vap, Binh Chanh) , complete the renovation and upgrading the drainage pit systems in Central, Western and Northern areas of the city.
3. Ensure the progress of implementation of programs and projects of flood prevention in the area:
Focus on directing to solve difficulties and obstacles in order to accelerate the completion of the projects of drainage and flood prevention in period of 2005 - 2010:
- Project of water environmental Sanitation in Nhieu Loc - Thi Nghe basin;
- Project of water environment Improvement in Ben Nghe - Tau Hu – Kenh Doi- Kenh Te canal basin in 1st and 2nd periods;
- Project of sanitation improvement and urban upgrading in Tan Hoa - Lo Gom basin;
- Project of drainage and pollution improvement in Tham Luong - Ben Cat – Rach Nuoc Len canals in 1st period;
- Project of drainage system in Nhum river and renovation of Ba Bo cannel;
- Project of dikes of the right bank of Sai Gon River from Vam Thuat (District 12) to Provincial Route 8 (Cu Chi) and the left bank of the Saigon River (from Binh Phuoc bridge to Cau Ngang canal, Thu Duc district).
Concentrate capital, promote the reform of administrative procedures in order to accelerate investment preparation and implementation of projects of dikes and tidal control culverts, dredging important drainage canals; projects of drainage and wastewater treatment in the Northern, Western, Southeast, Northeast, and Southern areas of the city:
- Construct the system of dykes at the right bank of the Saigon River (from Vam Thuat - Binh Thanh District to Kinh Lo, Nha Be District and from Provincial Route 8 to Ben Suc, Cu Chi district) and at the left bank of the Saigon River (from Cau Ngang canal - Thu Duc District to Thu Thiem - District 2). Build 7 large-scale tidal control culverts tidal and medium and small-scale tidal control culverts.
- Dredge important drainage canals, perform gentrification, and apply new technologies to protection of canal, river banks.
- Renovate, upgrade and construct drainage systems in order to develop synchronously, increase drainage capability for central area and a number of peripheral areas.
- Construct the system of drainage, wastewater collection for the wastewater treatment plant in basins of Tan Hoa - Lo Gom, south of Tham Luong, west of Saigon, Nhum river, Nhieu Loc - Thi Nghe, Thu Thiem new urban areas in District 2.
4. Strengthen association, cooperation in science - technology to serve eliminating and reducing flooding:
Develop mechanisms and policies, facilitating exchange and cooperation in science - technology with international organizations, non-governmental organizations, institutes and universities in order to meet the requirements for training of human resources in the field of urban drainage. Expand training majors at the vocational school in order to train specialized workers to serve requirements for management, operation, and maintenance of drainage systems and wastewater treatment plants.
Focus on studying and assessing the impact of climate change on economic- society; formulate integrated strategy in order to increase the ability to adapt and respond to flooding; improve the ability to monitor and forecast floods; study the mechanisms and solutions to improve the capacity of relevant organizations and the role of the community in the strategy of response, adapting to climate change, the impact of recharge of rainwater on the dynamic and quality of underground water, happenings of Saigon river bed, the ability to increase the capacity of drainage and erosion prevention, the ability to respond to rain events exceeding the design frequency due to climate change for the urban drainage systems ...
5. Improve the effectiveness and efficiency of State management for infrastructure systems of drainage, urban wastewater treatment:
Concentrate and uniform the management, improvement of the efficiency of state management of systems of water drainage, wastewater treatment, and works of tidal control in order to manage flooding caused by climate change.
Construct and complete database system of the drainage network based on digitizing and build the model of management according to the system of supervisory control and data acquisition (SCADA); formulate the strategy of management, operation, protection, expansion, and construction of drainage system; develop a roadmap for increase of drainage fee and environmental protection fee charged for domestic wastewater; effectively prevent new flooded points through the application of technology of management of canals, drainage systems, management tool of planning and construction to localize and protect buffer zones, the water regulation areas in the process of urbanization.
Develop mechanisms and policies to attract scientific staff, study and apply scientific advances, advanced technology of the world in order to improve the monitoring, forecasting, and proposing measures of responses , adapting to climate change.
Supplement the competence of the inspection bodies in handling administrative violations within the scope and functions of state management in drainage, prevention of urban flooding.
6. Promote the role of the Fatherland Front and politics - society organizations in propagandizing the people and monitoring the implementation of flooding management strategies in the area:
Promote the propagation, education of unionists, members, people to participate in effective implementation of the movement "For a clean and beautiful city"; cooperate with functional departments to regularly conduct the campaign of street cleaning, dredging of canals, environmental protection, protection of drainage systems in residential areas; monitor community in this field.
III. IMPLEMENTATION
1. Directors of departments, affiliates of People’s Committee of Ho Chi Minh city and Presidents of People’s Committee of districts graph thoroughly and formulate specific plans in accordance with the reality and political objectives of each unit and locality, along with the implemetation of the Plan for socio-economic development in 2011-2015 in order to implement effectively this Program; Direct and inspect the implementation of levels, departments, annually sum up partially and report the results to the People's Committee of Ho Chi Minh city.
2. The Director of the Department of Interior Affairs and relevant agencies advice, propose strengthen the organization of apparatus, personnel, training, retraining the capacity of cadres of the State management agencies, the Steering center of flood control, the management board of investment in construction of urban traffic works and the management Boards of the project of prevention of urban flooding.
3. The Service of Information and Communications and press agency of the city increase specialized pages, columns, documentaries, reportage of which theme is about propagandizing and raising the awareness, responsibility of community in implementing the legislation on environmental protection; promptly criticize violations, commend, and replicate typical activities.
4. The Steering Center of Flood Control is the standing body, being responsibility for regulating and ensuring the uniform implementation of this plan, periodical summarizing and reporting the results to the President of the People’s Committee of Ho Chi Minh city.
Departments and the People’s Committee of districts shall cooperate with the Steering Center of Flood Control to summarize and report to the President of People’s Committee of Ho Chi Minh city about any adjustments during the implementation ./.
