DECISION

TO APPROVE THE PROJECT “TRANSFER OF CURRICULUMS; TRAINING TEACHERS AND VOCATIONAL EDUCATION MANAGERS; EXPERIMENTAL TRAINING IN KEY OCCUPATIONS THAT MEET ASEAN AND INTERNATIONAL STANDARDS” DURING 2012 - 2015

THE PRIME MINISTER

Pursuant to the Law on Government organization dated December 25th 2001;

Pursuant to the Law on Vocational training dated November 29th 2006;

Pursuant to the Prime Minister’s Decision No. 579/QD-TTg dated April 19th 2011 to approve the Strategy for developing Vietnam’s human resources 2011 – 2020;

Pursuant to the Prime Minister’s Decision No. 1216/QD-TTg dated July 22nd 2011 to approve the Plan for developing Vietnam’s human resources 2011 – 2020;

Pursuant to the Prime Minister’s Decision No. 630/QD-TTg dated May 29th 2010, approving the Strategy for developing vocational education 2011 -2020;

Pursuant to the Prime Minister’s Decision No. 1201/QD-TTg dated August 31st 2012 to approve the National Target Program on Employment and Vocational Education 2010 – 2015;

At the request of the Minister of Labor, War Invalids and Social Affairs in the Report No. 12/TTr-LDTBXH  dated February 04th 2013 on the approval for the Project “Transfer of curriculums; training teachers and vocational education managers; experimental training in key occupations up to ASEAN and international standard” during 2012 – 2015,

DECIDES:

Article 1. To approve the Project “Transfer of curriculums; training teachers and vocational education managers; experimental training in key occupations up to ASEAN and international standard” during 2012 – 2015 enclosed with this Decision, in particular:

I. TARGETS

1. In 2014: Finish adopting 34 foreign curriculums up to ASEAN and international standard that are examined and recognized by the transferor countries or reputable international education institutions.

2. By 2015: provide overseas training for 1,400 teachers and 300 vocational education managers in 26 high-quality schools according to HEEAP.

3. By 2015: provide training for 2,750 students in key occupations up to international and ASEAN standard following to the curriculums of schools in developed countries that have had their curriculums examined or recognized by reputable international quality assessment organizations.

4. Supervise the transferred curriculums and experimental courses to ensure the quality and assess graduated students via international quality assessment organizations or transferor countries.

II. CONTENTS AND SOLUTIONS

1. Transfer of curriculums.

a) Contents of each curriculum transfer.

Each curriculum from developed countries shall be comprehensively transferred in one of the following cases:

- For countries that have national occupational standards, the transfer shall includes: national occupational standards of an occupation (occupation analysis, work analysis, work standards, testbank, assessment methods at every occupational level); curriculum for an occupation (training targets, the list of modules, distribution of time for each module and lesson at every occupational level); textbooks for an occupation (materials for teachers and students showing the targets, contents, and skills of each lesson, and conditions for giving lectures); the method for giving and marking tests on every lesson and module; the list of equipment for an occupation (list of machinery and equipment necessary for every module at every occupational level).

- For countries without national occupational standards, the transfer includes: curriculum for an occupation (training targets, the list of modules, distribution of time for each module and lesson at every occupational level); textbooks for an occupation (materials for teachers and students showing the targets, contents, and skills of each lesson, and conditions for giving lectures); the method for giving and marking tests on every lesson and module; the list of equipment for an occupation (list of machinery and equipment necessary for every module at every occupational level).

b) Criteria for selecting a transferor country:

- Select a country that:

+ Has been a strategic partner of Vietnam in vocational education or is experienced in vocational education.

+ Agree to transfer its occupational standards and curriculums, or only curriculums (for countries without national occupational standards) that have been examined.

+ Is able to appoint a reputable education institution to arrange the transfer (hereinafter referred to as arranger).

- Transfer requirements:

Transfer requirements shall differ depending on the selected countries:

For countries having national occupational standards for each vocation, the transfer is composed of 2 parts:

. The transfer of national occupational standards must contain all essential contents of the original. Vietnamese experts must be enabled to review and revise part of the knowledge and skills to suit the characteristics of Vietnam’s labor market in order to establish Vietnam’ occupational standards, 90% of which is derived from the original occupational standards of the transferor country, and 10% is revised to suit Vietnam’s labor market. The national occupational standards transferred must be recognized by a reputable international educational institution.

. Each curriculum transferred by each reputable school, with the support of the arranger, must be examined and recognized as acceptable by a national assessment organization of the transferor country or by a reputable international educational institution.  The assessment organization of the transferor country shall make a written certification that the curriculum transferred meet their national standards.

+ For countries without national occupational standards, the arranger shall transfer curriculums of reputable schools. Such curriculums must be recognized as acceptable by a national assessment organization of the transferor country or a reputable international educational institution. The assessment organization of the transferor country shall make a written certification that the curriculum transferred meet their national standards.

c) The procedure for adopting a curriculum

- Select a transferor country.

- Select an arranger.

- Request Vietnam’s competent authorities to carry out valuation.

- Establish professional councils to assess and adopt the curriculum.

- Do translation.

- Inspect and supervise the transfer process.

d) Transfer plan:

By the end of 2014: finish transferring the curriculums for 34 key occupations of 26 high-quality schools.

- In 2913: transfer 11 occupations up to international standard, 15 occupations up to ASEAN standard (02 occupations up to international standard and 02 occupations up to ASEAN standard were experimentally transferred in 2012).

- In 2014: transfer 07 occupations up to international standard and 01 occupation up to ASEAN standard.

2. Providing overseas training for teachers

a) Training contents

- Provide training in improving professional skills that satisfy the requirements of the curriculums transferred.

- Provide training in the method of establishing occupational standards, developing curriculums, compiling textbooks, and assessing students (hereinafter referred to as training in educational technology transfer)

- Provide training in basic and specialized English skills for transferred curriculums.

b) Standards of teachers being trained overseas

- Holding bachelor’s degrees that suit the occupations they teach

- Females from 25 – 45 years of age, and males from 25 – 50 years of age.

- Holding Certificates of English level B or higher.

c) Criteria for selecting a foreign educational institution for signing contracts to provide training for  vocational education teachers.

- Reputable educational institutions in the national education system.

- Experienced in international cooperation in education; prioritize the educational institutions that have cooperated with Vietnam in vocational education and educational institutions in transferor countries.

- Introduced by competent authorities or reputable socio-professional organizations.

d) Training process

- Select a country and educational institution to train teachers.

- Select an arranger.

-  Request Vietnam’s competent authorities to carry out valuation.

- Assess the competence of teachers; organize the enrolment, provide training in English skills and some basic modules at home before going abroad (depending on the requirements of each occupation); send teachers overseas for training.

- Inspect and supervise the training process.

- Assess and summarize the training annually.

dd) Training plan and schedule

- Plan until the end of 2015:

+ Provide training in professional skills for 1,400 teachers according to standards of teachers of transferred curriculums; the method of educational technology transfer for 34 key occupations by 2014, focus on teachers of 26 high-quality schools.

+ Provide training in specialized English skills for 440 vocational education teachers.

- Schedule:

+ Provide training in professional skills and method of educational technology transfer):

. In 2013: Provide training for 550 teachers.

. In 2014: Provide training for 450 teachers.

. In 2015: Provide training for 400 teachers.

+ Provide training in specialized English skills for 440 vocational education teachers according to the progress of projects.

3. Provision of overseas training for vocational educations managers

a) Training contents

- Provide training in high-quality school management (including formulating school development strategies; control of training quality; management of teachers and managers; financial management; management of facilities and equipment; relationship with enterprises during the training process).

- Improve the English skills of vocational education managers.

b) Training plan and schedule

- By the end of 2015: Provide training for 330 vocational education managers (180 people are provided with training in management, 120 people are provided with training in English skills and managerial skills).

- Schedule:

+ In 2013: 50 people are provided with training in management, 20 people are provided with training in English skills and managerial skills.

+ In 2014: 90 people are provided with training in management, 50 people are provided with training in English skills and managerial skills.

+ In 2015: 40 people are provided with training in management, 50 people are provided with training in English skills and managerial skills.

4. Experimental training

a) Select schools to sign experimental training contracts.

- Provide experimental training in 26 schools intended to become high-quality schools in 2015.

- The schools appointed to provide experimental training must satisfy the conditions for quality assurance according to the itinerary of experiment and be consistent with the curriculums.

b) Contents and plan:

- Contents

+ Provide experimental training in 34 key occupations up to ASEAN and international standard at 26 schools intended to become high-quality schools in 2015.

+ Each occupation shall be provided with one experimental course. Each course includes at least 01 class. Each class is attended by no more than 25 students.

+ Employ the trained managers and teachers to run the curriculums.

+ The issuance of qualifications shall comply with the process agreed by City & Guilds and the General Department of Vocational Training, in particular:

. The curriculums in English transferred from Malaysia shall be assessed and recognized by the assessment and quality assurance center of City & Guilds – UK.

. Teachers must be qualified according to Program 1106 of City&Guilds; City&Guilds  - UK shall provide training for teachers of 08 occupations transferred from Malaysia and issue diplomas to such teachers before the experimental course begins.

. City&Guilds – UK shall carry out inspection and survey at experimented schools to examine their conditions and facilities, and make suggestions if they are not adequate. Throughout the training process, City&Guilds shall inspect the training at such schools.

. City&Guilds – UK shall supervise to ensure the quality throughout the training in accordance with the process of City&Guilds.

. Graduated students shall be issued with 02 diplomas: 01 diploma of Vietnam and 01 diploma of City&Guilds, which is verified any recognized by City&Guilds - UK

- Plan

+ In 2013: provide experimental training in 08 occupations (04 occupations up to international standard and 04 occupations up to ASEAN standard) transferred by Malaysia in 2011 and 2012 for 225 students after the course 2015 – 2016.

+ In 2014: provide experimental training in 22 occupations (09 occupations up to international standard and 13 occupations up to ASEAN standard) transferred in 2013 for 950 students (625 students up to ASEAN standard, 325 students up to international standard) after the course 2016 – 2017.

+ In 2015: provide experimental training in 08 occupations (07 occupations up to international standard and 01 occupation up to ASEAN standard) transferred in 2014 for 1,575 students (800 students up to ASEAN standard, 775 students up to international standard) after the course 2017 – 2018.

- Enrolment:

+ Ensure the standard data according to general regulations for college students such as ages, health conditions; not liable to criminal prosecution, graduated from high schools or the equivalent.

+ Select students that have good result in the 12th grade or first-year students that have good result of general subjects.

+ Students whose English skills have reached at least level 2 according to the framework of reference of languages (equivalent to CEFR A2 and TOEIC 225 – 400).

+ Students able to contribute to the budget higher than the current level. + Students entitled to higher support from the State.

- Training languages

The training is provided in Vietnamese, and English skills shall be gradually improved; at the end of the course, all students must reach at least level 3 according to the framework of reference of languages (equivalent to CEFR B1 and TOEIC 450 – 600) and satisfy the requirements of international organizations or transferor countries when taking the final exam.

- Training organization and management

+ The schools assigned to provide experimental training shall ensure adequate facilities, equipment, managers, and teachers in order to satisfy the requirements of the transfer curriculums and ensure efficiency.

+ Each occupation shall be supervised and assisted by a lecturer of the transferor country or an expert of an international educational institution. They shall participate in the assessment of the outcome.

+ Each occupation provided with experimental training shall be assessed after one year.

+ The General Department of Vocational Training shall establish a Steering Committee to direct the provision of experimental training in key occupations up to ASEAN and international standard at schools in accordance with the adopted curriculums; thence assess each school year and each course before providing extensive training.

- Training cost

Assigned schools shall estimate training costs in accordance with the Joint Circular No. 220/2009/TTLT-BTC-BGDDT dated November 20th 2009 of the Minister of Finance and the Minister of Education and Training providing guidance on the cost management of the execution of advanced programs. Students shall pay tuition fess as prescribed by current regulations.

III. BUDGET

1. The budget for this Project is provided from the budget for the Project “Innovation and development of vocational education” belonging to the National Target Program for Employment and Vocational Education 2012 – 2015; from Korea Project, ODA projects, and other sources.

2. The management and use of budget shall comply with law.

Article 2. Implementation

1. The Ministry of Labor, War Invalids and Social Affairs shall:

a) Organize the execution of this Project (transfer of curriculums of key occupations up to ASEAN and international standard; provision of training for teachers and vocational education managers, provision of experimental training following the transferred curriculums) in accordance with the financial mechanism for ordering and provision of public services according the criteria in Clauses 1, 2, 3, and 4 Section II Article 1 of this Decision;

b) Cooperate with the Ministry of Finance in experimental implementation of policies on key occupations up to ASEAN and international standard (including policies on teachers, students, managers, educational institutions, enterprises, etc.).

2. The Ministry of Finance shall cooperate with the Ministry of Labor, War Invalids and Social Affairs and relevant Ministries in establish policies on key occupations up to ASEAN and international standard.

3. The Ministry of Finance shall cooperate with the Ministry of Labor, War Invalids and Social Affairs and relevant Ministries in providing training for English teachers at vocational training institutions that provide training in the key occupations up to ASEAN and international standard.

4. The Ministries, agencies and local governments shall cooperate with the Ministry of Labor, War Invalids and Social Affairs in organizing experimental training in accordance with this Project.

Article 3. This Decision comes into force from the day on which it is signed.

Article 4. Ministers, Heads of ministerial agencies, Heads of Governmental agencies, the Presidents of People’s Committees of central-affiliated cities and provinces are responsible for the implementation of this Decision./.
