DECISION

APPROVING THE UP-TO-2020 MASTER PLAN ON SOCIO-ECONOMIC DEVELOPMENT OF THAI NGUYEN PROVINCE

THE PRIME MINISTER

Pursuant to the Law on Organization of the Government dated December 25, 2001;
At the proposal of the People’s Committee of Thai Nguyen province,

DECIDES:

Article 1. To approve the up-to-2020 master plan on socio-economic development of Thai Nguyen province with the following principal contents:

I. DEVELOPMENT VIEWPOINTS

Coupling the fast, efficient and sustainable socio-economic development with the achievement of social justice and equity as well as environmental protections; improving the people's material and spiritual life, reducing the gap between the rich and the poor as well as between the rural and highland regions and the urban areas; continuing with hunger elimination and poverty reduction and repelling the social evils; accelerating the urbanization, developing the network of urban centers and concentrated population quarters after the model of modern urban areas in association with rural belts developing towards civilization, sustainability and preservation of values of the village and hamlet culture; synchronously combining production development with infrastructure development in all regions and areas in the province; closely combining socio-economic development with defense and security maintenance, building a strong political system and administration, maintaining the political and social stability and preserving the nation's cultural identity.

Bringing into play local potentials and advantages; mobilizing to the utmost and using resources economically and efficiently; expanding the external relations of economic cooperation for development, especially with localities in the northern midland and mountainous regions as well as the northern key economic region; creating a breakthrough in infrastructure development and economic restructuring, raising the quality and competitiveness of commodity products, narrowing the income gap and proceeding to surpass the national average per-capita income; striving to make Thai Nguyen province an economic, cultural, educational and medical center of the northern midland and mountain regions.

II. MAJOR DEVELOPMENT OBJECTIVES

1. General objectives

To build Thai Nguyen province into an economic (industrial, commercial, tourist), cultural, educational and medical center of the northern midland and mountain regions, with a fairly modern and synchronous infrastructure system, a healthy culture imbued with national identity; strong defense and security and the people's better and better material and spiritual life.

2. Specific objectives

a) The average annual GDP growth rate will reach 12-13% in the 2006-2010 period, 12-12.5% in the 2011-2015 period and 11- 12% in the 2016-2020 period, in which the average annual growth rates of sectors throughout the 2006-2020 period will be: agriculture-forestry-fishery: 5-5.5%, industry-construction: 13.5- 14.5%, and service: 12.5-13.5%;

b) The per-capita average GDP will reach US$800 by 2010, US$ 1,300-1,400 by 2015 and US$ 2,200-2,300 by 2020;

c) The economy is restructured along the direction of increasing the industrial, construction and service proportions and reducing the agricultural (agricultural, forestry, fishery) proportion, specifically industry and construction account for 45%, services for 38-39% and agriculture for 16-17% by 2010, and correspondingly 46-47%, 39-40% and 13-14% by 2015; 47-48%, 42-43% and 9-10% by 2020;

d) The export turnover will reach US$ 65-66 million by 2010, over US$132 million by 2015 and over US$ 250 million by 2020; the average export growth rate will be 15-16%/year for the whole 2006-2010 period.

e) The local budget revenue will be VND 1,500-1,600 billion by 2010, VND 4,000-4,100 billion by 2015 and over VND 10,000 billion by 2020; the average local budget revenue rate rises over 20%/year throughout the whole 2006-2020 period;

f) The average population growth rate will be 0.9%/year throughout the 2006-2020 period, of which the natural population growth rate will be 0.8-0.82%/year and the mechanical growth rate will be 0.08-0.1%/year;

g) Prior to 2020, to universalize the upper secondary education for 95% of the school-age people in the municipal areas, provincial and district towns (including 15% vocational trainees, 15% professional secondary education students, 70% general education graduates) and 85% of the school-age people in rural areas; to solidify all schools and classrooms; to build at least three upper secondary schools for each district;

h) To ensure adequate medical examination and treatment establishments and health personnel; to prioritize investment in renovation, upgrading and construction of medical examination and treatment establishments at all levels: provincial, district and communal; to strive to raise the average life span to 72 by 2010 and 75 by 2020;

i) To annually create jobs for at least 15,000 laborers on average in the 2006-2010 period and 12,000-13,000 laborers in the 2011-2020 period; to ensure that over 95% of the eligible laborers are employed by 2010; the rate of trained laborers will reach 38-40% by 2010 and 68-70% by 2020; the rate of poor households (by poverty line set in the Prime Minister’s Decision No. 170/2005/QD-TTg dated July 8, 2005) drops to below 15% by 2010 and 2.5-3% by 2020; to narrow the gap in basic social service entitlement between regions and population strata; the human development index (HDI) rises to over 0.7% by 2010 and over 0.8% by 2020;

j) To supp/y clean water to over 90% of the households by 2010, which will rise to 100% before 2020; 100% of the households are supplied with electricity before 2010;

k) The urbanization rate will reach 35% by 2010 and 45% by 2020;

l) To improve the forest quality and raise the forest coverage percentage to 50% by 2010;

m) To ensure clean environment for both urban and rural areas;

n) The average annual technological renewal rate will achieve 14-16% in the 2006-2010 period and 16-18% in the 2011-2020 period.

III. SECTORAL DEVELOPMENT ORIENTATIONS

1. Agriculture, forestry and fishery

a) To develop agriculture in a fast, stable, diversified and sustainable manner toward commodity production in close association with the processing industry (the proportion of processed farm produce will be around 40-50%) and the outlets; to efficiently use the agricultural and fund through intensive farming with higher productivity, quality and product value per acreage unit, raising the competitiveness of commodity farm produce, well realizing the policy of land-plot convergence and swapping; to ensure food security; to restructure agricultural along the direction of increasing the proportions of husbandry, farming services, industrial crops and fruit trees; to develop crops and animals of high value suitable to local conditions, to develop agricultural specialties of each region in the province; to build concentrated commodity agricultural and forestry products zones in association with the processing industry and outlets such as zones of specialty fruit trees, tea, clean vegetables, intensive rice farming, etc., associating the province's agricultural production with the agricultural production of the northern midland and mountain regions and the Hanoi area;

b) The rural economy develops in the direction of raising the proportions of industrial and service product value and labor and gradually reducing the agricultural proportion and labor; building a new countryside with better and better material and spiritual life; developing infrastructure and material and technical foundation for farmers' production and life, focusing on rural traffic, irrigation, agricultural service systems;

c) To step up the application of scientific and technological advance to agricultural and forestry production; to attach importance to investment in post-harvest preservation technologies; to pay special attention to progresses in the efficient and sustainable use of land and in strain creation, crop restructuring and disease prevention and combat;

d) To strongly develop farm economy, types of cooperative economy; types of enterprises, particularly small- and medium-sized enterprises; to sustainably develop craft villages; to create favorable conditions for household economy to develop; to encourage farmers to contribute their land use rights and labor to enterprises, cooperatives or farm owners for development of commodity production; to further encourage foreign investment in agricultural and rural areas; to step up the reorganization and managerial renewal of state-run agricultural and forestry farms; the state-run economic sector focuses on the production and supply of plant varieties and animal breeds, on technical research and application in agriculture;

e) The average agricultural, forestry and fishery production value grows at 7-8%/year in the 2006-2010 period and 6.5-7.5%/year in the 2010-2020 period; the crop value reaches over VND 22 million/ha of cultivated land (over VND 50 million for more than 15% of the cultivated area) by 2010 and over VND 50 million/ha (over VND 70 million/ha for more than 40% of the cultivated area) by 2020; the per-capita agricultural production value reaches 3.5 million by 2010 and nearly VND 10 million by 2020; the agricultural-forestry-fishery production value structure: cultivation accounts for 50-51%, husbandry 36-37%, forestry 4%, fishery 5.5-6%, (agricultural-forestry- fishery) services 4-4.5% by 2010, which will correspondingly be 33-34%, 46-47%, 6-7%, 7.5-8%, 6.5-7% by 2020.

2. Industry and construction

a) To develop industries at high rates, with high quality and efficiency; the average industrial production and construction value grows about 16.5-17%/year in the 2006-2010 period and 12.5-13.5%/year in the 2011-2020 period; to prioritize resources and give policy preferences to a number of key industries and products such as metallurgy industry, building materials industry, minerals exploiting and refining industry, mechanical engineering, farm produce and food processing industry, beverage industry, garment and textiles, leather and shoes;

b) To restructure industries in the direction of quickly increasing leading, advantageous and traditional industries; formulating new industries and industrial products; increasing exports production industries; satisfactorily increasing support industries; raising the proportion of private industry, especially foreign investment in key industries; relocating intensive-labor and unskilled-labor industries to rural areas; to efficiently mobilize internal resources; attract to the utmost external resources;

c) To develop industrial parks and clusters in association with the development of systems of urban center to develop various types and scale of production, to modernize and renew equipment and technologies.

A number of specific industries:

- Metallurgy industry: which is a key industry and determined as the province's breakthrough in the 2006-2010 period; to strive to maintain the average annual growth rate of 16-17% in the 2006-2010 period and 14-15% in the 2011-2020 period; the metallurgical proportion represents 40% of the industrial production value by 2010;

- Mechanical engineering: To develop this industry in order to substantially meet the province's demands for equipment and machinery in service of agriculture and rural areas and the domestic market demand; especially diesel motors of up to 400 horse powers and spare parts for supply to the region and the whole country; to step by step manufacture a number of products in service of minerals exploitation and processing, metallurgical industries as imports substitutes; to expand exports and proceed to export some types of spare parts.

- Minerals-exploiting and-processing industries: To concentrate on exploiting and processing minerals of high economic value and large deposits; diversify of minerals exploitation and processing and invest in modern technologies and equipment for economical and efficient use of natural resources and environmental protection; to attach importance to the prospection and exploration of new mines and new deposits, ensuring the exploitation and processing of adequate raw materials for metallurgical and industrial establishments of the province; to maintain the average annual growth rate of 13.5-14.5% in the 2006-2010 period and 13-14% in the 2011-2020 period;

- The building materials industry: To continue maintaining the average annual growth rate of 17-18% in the 2006-2010 period and 16-17% in the 2011-2020 period; to focus on production of products with advantages and outlets (cement, bricks, baked tiles, roofing sheets…); to develop new products (walling and flooring stones, pre-fabricated concrete structures, fire materials...);

- The garment-textile, leather and footwear industries: To raise the production capacity of existing establishments, renewing technologies, raising professional skills for workers…; to focus on production of products with current stable outlets; to study models and fashions, display products and seek outlets...;the average annual growth rate will be over 15% in the 2006-2010 period and 16% in the 2011-2020 period;

- The farm, forest product-, food-and beverage-processing industries: The average annual growth rate reaches over 16.5% in the 2006-2010 period and 22% in the 2011-2020 period, the development of agricultural and forest product and food-processing industries must be associated with raw materials zones and outlets; to incrementally renew technologies, diversify products, raise the quality and competitiveness of products; to increase refined products, consumer end-products and reduce the preliminarily processed products in order to increase the product value; to quickly increase key products (beer, paper, processed tea, processed vegetables, canned meat, etc.).

3. Trade and services

a) To quickly make Thai Nguyen a bid service center of the northern midland and mountain regions; the average annual service growth rate reaches 12.5-13% in the 2006-2010 period and 13-13.5% in the 2011-2020 period; the service proportion represents 38-39 % of the GDP by 2010 and over 42% by 2020; the service labor represents 22.9% of the social labor by 2010 and 30.9% by 2020;

b) To quickly in key services; to formulate new service products of high added value, suitable to the province's advantages, to the development requirements of the northern midland and mountain regions; to incrementally increase high-quality services and private service proportion; to adopt appropriate mechanisms and policies for each service and service product, to prioritize resources for the province's advantageous key services and service products; to try to make Thai Nguyen a province with developed tourist, commercial, educational and training, transport, financial and banking services as compared with regional provinces after 2010;

c) To protect ecological environment, natural landscapes, to preserve and promote moral values and cultural traditions, to harmonize economic benefits with socio-political stability and defense and security;

d) The tourist-hotel-restaurant turnover reaches VND 950 billion by 2010 and VND 5,000 billion by 2020; tourist arrivals reach 1.2 million (including 20,000 foreign arrivals) by 2010 and 3.1 million (including 70,000 foreign arrivals) by 2020; the total retail sales and social service turnover reach VND 6,360 billion by 2010 and over VND 24,600 billion by 2020; a number of key exports: tea, refined zinc, garments, polymetal ores.

4. Technical infrastructure development

a) Traffic

To prioritize the development of road networks; to associate the development of road network of Thai Nguyen with the road networks of the northern midland and mountainous regions in order to accelerate the exchanges between Thai Nguyen and Hanoi as well as other provinces throughout the country for better exploitation of Thai Nguyen's advantages and creation of conditions to attract foreign investment in the province;

To invest in the construction of new highway 3 from Hanoi to Thai Nguyen; to expand and upgrade provincial roads linking to highways; to upgrade district and inter-communal roads; to strive to upgrade provincial roads in the 2006-2010 period and up to the standards of grade IV mountainous roads in the 2011-2020 period; the roads running through district towns or industrial parks up to the standards of grade III roads or higher, and to lay asphalt or cement concrete on surface of 100% of the roads; to replace all river- or -stream-crossing underwater rock-paved paths or spillways with concrete bridges; 70-80% of the district roads will be up to the standards of roads of grade V or higher by 2010 and 100% of the district roads will be surfaced with asphalt or cement concrete by 2020; 60-70% of the inter-communal roads and roads leading to commune centers will be up to the standards of roads of grade V or higher by 2010 and 100% will be surfaced with asphalt or cement concrete by 2020; to raise the capacity of provincial inland waterways, to exploit more efficiently port and river wharf services, creating more convenient linkage between waterways and roads; to efficiently exploit railways.

b) Electricity supply, water supply and drainage and waste treatment

- To concentrate investment on upgrading or building synchronous system of electricity supply, water supply, rain and waste water drainage, especially the water drainage systems in urban centers and industrial parks; to supply clean water and electricity 100% of the urban households and 90% of the rural households in the province by 2010 and to 100% ò the households in the province by 2020;

- To build waste-gathering and-treating systems; to ensure that by 2010, 70% of the industrial parks and export-processing zones have concentrated wastewater treatment systems up to the environmental standards and 90% of the urban wastes are treated; and by 2020, 100% of the industrial parks and export-processing zones have concentrated wastewater treatment systems up to the environmental standards and 100% of the urban wastes are treated.

c) Information and communication: To develop a modern information and communication networks; to speed up the application of information technology to all domains of the social life, especially the administration and management information system; the telephone density will reach 32 sets per people by 2010 and 65 sets per 100 people by 2020.

5. Social domains

a) Population development: To step up the work of family planning and reproductive healthcare for higher population quality; the average annual population growth rate will be 0.9% in the 2006-2020 period, of which the natural population growth rate is 0.8% and the mechanical population growth rate is 0.08-0.1%; the population is expected to reach 1.16 million people by 2010 and 1.27 million by 2020;

b) Education and training

- To build Thai Nguyen into a center for training of high-quality human resources for the northern midland and mountain regions; to qualitatively develop pre-school education, primary education, lower and upper secondary education; to firmly consolidate the results of primary and lower secondary education universalization, to strive for the targets that 80% of the primary schools, 30% of the lower secondary schools and 40% of the upper secondary schools reach the national standards by 2010, 100% of the primary schools reach the national standards by 2015 and 100% of the lower and upper secondary schools reach the national standards by 2020;

- To step up the socialization of education and training; to expand the scale and heighten the quality of training at education and training institutions, including the upgrading and expansion of Thai Nguyen university, the perfection of the systems of continuing education centers and community training centers; to build high-quality training centers, establishing and developing universities, colleges, professional secondary and vocational training institutions of the province and district general techniques-vocational guidance centers in order to meet the learning demands and socio-economic development requirements of the province so that a vast majority of the youths can finish their upper secondary education, professional secondary education or vocational training; the percentage of trained laborers will reach 38-40% by 2010 and 68-70% by 2020.

c) Public health and healthcare for people

To enhance the capability to quantitatively and qualitatively provide medical services in order to meet the people's increasing demands for healthcare and protection, to step up the socialization of medical activities; to attach importance to prophylactic medicine and primary healthcare; to ensure that policy beneficiaries, poor people, children and aged people enjoy primary healthcare services; to closely combine the development of modern medicine with the development of traditional medicine; to renovate and upgrade commune health stations, ensuring that 100% of the communes reach national standards on health by 2010; to invest in the construction of a general hospital capable of functioning as the northeastern region's hospital; to upgrade the provincial and district prophylactic medicine centers; to upgrade Hospital C into a general hospital of 500 beds; to reduce the mortality rate among under-one year children to below 2%, then malnutrition rate among under-five-year children to below 20%, the maternity-related mortality rate among mothers to 0.15% by 2010, which will correspondingly drop to 1%, 10%, 0.08 % by 2020, to strive for the targets that there are 9.5 medical doctors and 35 hospital beds for every ten thousand people by 2010, then 12 medical doctors and 45 hospital beds for every ten thousand people by 2020.

d) Culture-information and physical training-sports

- To develop culture and information for the comprehensive development of men, an equitable, democratic and civilized society; to associate culture with the social life, directing all culture-information activities to the building of new-typed and cultured people; to enhance the work of conservation and renovation, promoting the value of heritage of the national culture; to step up the socialization of cultural activities; to continue with the movement "all the people unite to build the cultural life"; to strive for the targets that 75% of the families, 50% of the villages and urban quarters are offered cultural titles by 2010, which will rise to 85% and 70% by 2020;

- To build Thai Nguyen into a physical training and sport center of the northern midland and mountain regions; to expand and maintain the movement where all people do physical training and exercises in offices, schools and population quarters, contributing to increasing the physical strength and developing the race; to develop ethnic minority sports, folk and modern games such as wrestling, martial arts, female soccer, etc., to step up the socialization of sport activities.

e) Science-technology and environment

- To develop science and technology personnel to meet the local socio-economic development requirements; to make intensive investment in and provide modern technologies for, important branches and production establishments; to efficiently use the scientific and technological development fund; to expand international cooperation on science and technology and adopt policies to encourage science and technical personnel to work in the locality;

- To step up the propagation and education to raise the community's awareness of the environment; to socialize and diversify investment in environmental protection; to enhance the management of, to rationally and economically exploit natural resources, strictly observing the regulations on restoration of environment in mining areas and the infringed ecological systems, ensuring the ecological balance; to raise the managerial capability, intensify the work of inspection, examination and supervision, to step up the scientific and technological application, international cooperation on environment; to observe and control environmental pollution, manage solid wastes and plant protection drugs; to preserve nature and bio-diversity.

f) Hunger elimination, poverty reduction, employment and social welfare

To continue well implementing the policies and national target programs on hunger elimination, poverty reduction, employment and social welfare; to attach importance to vocational training, encouraging laborers to employ themselves, to quickly develop various types of enterprises to attract more laborers; to create jobs for farmers, to organize labor export, etc.; to strive to annually create jobs for at least 15,000 laborers on average in the 2006-2010 period and 12,000-13,000 laborers in the 2006-2010 period; to reduce the poverty rate to below 15% by 2010 and 2.5-3% by 2020.

6. Defense-security

To further maintain defense and security; to build the all-people defense in combination with the people security posture; to build Thai Nguyen into a firm defense area; to step up crime prevention and fighting, repel social evils, to curb traffic accidents, to firmly maintain political stability, social order and safety.

IV. TERRITORY-BASED DEVELOPMENT ORIENTATIONS

1. Urban areas

a) The urban population will reach 405,000 by 2010 (accounting for 35% of the provincial population) and over 570,000 (accounting for 45% of the provincial population) by 2020; to develop Thai Nguyen urban system in the direction of taking industry and services as foundation and the existing urban system as core; spatially, the urban system will develop in two directions along Highway 3 and Highway 1B, taking Thai Nguyen city as center;

b) To upgrade Thai Nguyen city into a grade-I city by 2020 functioning as the center of the province and the northern midland and mountain regions; to upgrade Song Cong provincial town into grade-III city by 2015; to raise the quality of 7 district capitals and 11 district towns, townships; to establish a new urban center in Nui Coc tourist zone.

2. Rural areas

a) To achieve harmonious socio-economic development of rural areas, gradually narrowing their development gap with the urban areas; to prioritize the development of rural infrastructure;

b) To strongly develop rural industries, cottage industries and handicraft; to restore traditional craft villages, combining traditional techniques with advanced and modern techniques;

c) To build industrial clusters and spots at district towns, townships and traffic hubs, acting as satellites for industrial parks and clusters of the province in conducting processing or provision of services, realizing the agricultural and rural industrialization and modernization; to develop key branches and crafts such as farm produce and food processing, forest product processing, exploitation of building materials, small-scale mechanical engineering and repair services;

d) To synchronously develop irrigation systems for active irrigation and drainage for vegetable and subsidiary food crops, industrial plants, fruit trees; to ensure adequate water for aquaculture and ensure flood safety for Thai Nguyen city; to organize sedentary farming and settlement and stabilize population.

3. Development of sub-zones

a) Highland zone (covering the districts of Vo Nhai, Dinh Hoa, northern Dai Tu and northern Phu Luong): To prioritize the development of socio-economic infrastructures, rural production and business lines; to strongly develop industrial plants (tea, anise), fruit trees and cattle rearing; forestry and forest product, farm produce and food processing industries, building materials exploitation;

b) Lowland and high-hill zone (covering the districts of Dong Hy, southern Phu Luong and southern Dai Tu): To consolidate, upgrade and incrementally improve the rural infrastructure systems; to develop such crops as vegetables, tea and assorted fruit trees to be supplied for industrial parks, urban centers and processing industries; to strongly develop cattle and pig raising; to protect the existing forest fund, plant new protective forests and step up the plantation of production forests to supply raw materials for paper and artificial plank industries; to step up the development of farm economy, to develop forest product-processing industry, farm produce- and food-processing industry, building materials-exploiting industry; to develop village, hamlet and ecological tourism;

c) The hilly and central zone (covering the districts of Phu Binh and Pho Yen, Song Cong provincial town, Thai Nguyen city and a number of communes of Dong Hy and Phu Luong districts, bordering on Thai Nguyen city): To continue investing in, upgrading and consolidating infrastructure in service of production such as traffic systems, irrigation works, agricultural or forestry farms or stations; to formulate industrial parks along highway 3 and highway 1B; to develop tourism, particularly Nui Coc lake tourism, develop service networks along Highway 3 linking Hanoi with Thai Nguyen; to develop university education institutions, cultural and sport areas; to conduct intensive farming of food and food-bearing plants, to build a number of high-quality safety vegetable zones in service of industrial parks, urban centers and tourism; to plant and process tea; to develop the rearing of beef and milch cows, pigs and chicken to be supplied for urban areas, industrial parks; to protect and preserve the existing forest areas while planting new forests on waste land and bare hills.

V. PROGRAMS AND PROJECTS PRIORITIZED FOR INVESTMENT STUDY

 (see enclosed appendix).

VI. IMPLEMENTATION ORGANIZATION

1. Selection of breakthroughs

a) Developing high-quality human resources and scientific-technological potentials to meet the development requirements;

b) Synchronously developing both urban and rural infrastructures;

c) Carrying out the administrative reform, raising the effect and efficiency of state management bodies;

d) Focusing on the direction to formulate a system of key products in various branches and domains with competitive edge in order to create posture and forces for long-term development of the province;

e) Developing external economy, synchronously formulating markets of different types;

f) Speeding up their urbanization; developing central urban areas, outlying urban centers and rural population quarters with a view to creating a new population distribution picture.

2. Key solutions

a) Mobilizing investment capital from different sources: To formulate mechanisms and policies with a view to mobilizing to the utmost domestic and foreign capital sources for socio-economic development, of which the domestic capital sources play the most important role and account for high proportions in the total investment capital while the proportion of state budget capital in the total investment capital gradually reduces (from 52% in the 2006-2010 period to 31.7% in the 2011-2020 period); to diversify forms of capital mobilization and capital creation, expanding revenue sources; to attach importance to attracting capital from non-state economic sectors and socializing medical, educational, cultural and sport activities, actively attracting foreign direct investment and official development assistance capital, etc.;

b) Developing high-quality human resources to meet the development requirements: To adopt policies to attract, employ, train and develop human resources to meet the requirements of the new period; attaching importance to raising the professional qualifications of laborers, administrators, economic and technical personnel and enterprise executives through professional training and fostering;

c) Developing science and technology: To intensify the research into and application of scientific and technological achievements to production and daily life; to equip branches with advance and appropriate technologies and develop science and technological personnel;

d) Closely coordinating with Hanoi and localities in the northern midland and mountain regions, the northern key economic region and the whole country in such important branches and domains as industries, agriculture and services, tourist development, attraction of foreign direct investment, use of water sources and combat against pollution of water sources from rivers running through Thai Nguyen, human resource training and employment; the settlement of free migration into the city; natural disaster prevention and combat, search and rescue;

e) Continuing to improve and renew mechanisms and policies and better the investment environment in order to attract development investment capital from various sources;

f) Raising the effect and efficiency of the state administration apparatus; stepping up the reform of administrative procedures, implementing the ''one-stop shop'' mechanism; practicing thrift, combating waste and corruption;

g) Organization of implementation and supervision, of the Planning

- Publicizing the Plan after its is approved according to regulations; formulating and submitting branch plannings, district-level socio-economic development plannings, etc.; formulating five-year and annual plans as well as specific programs and projects for materialization of the plan;

- Propagating and mobilizing people to participate in the implementation of the plan;

- Reviewing and assessing the results of implementation of the plan; submitting to the Prime Minister for consideration and approval adjustments and supplements to the Plan upon any change;

- The Party Committees at all levels, agencies, organizations and people in the province shall supervise the implementation of the plan.

Article 2.

To assign the Thai Nguyen People's Committee to base itself on the objectives and orientations of the province's socio-economic development in the approved Plan to direct the formulation, submission for approval and implementation of.

1. The report on strategic assessment of environment impacts.

2.The plannings on development of key branches, domains and products; the planning on development of urban systems and population quarters; the construction planning; the land use planning and plan; the overall plannings on socio-economic development of districts, provincial towns or city.

3. The five-year and annual plans; key programs on economic, cultural and social development; specific projects for materialization of the Plan.

4. A number of mechanisms and policies suitable to the province's development requirements and in accordance with the state law in each period in order to attract and mobilize resources for materialization of the Plan.

Article 3.

The concerned ministries and branches shall, according to their functions and tasks, support the Thai Nguyen People's Committee in the implementation of the plan; at the same time formulate and submit to competent state bodies for promulgation particular mechanisms and policies in order to create conditions for Thai Nguyen to organize the implementation of the Plan; assume the prime responsibility for, and coordinate with the Thai Nguyen People's Committee in, implementing the branch development plannings, speeding up the investment in construction of works, projects, particularly key and largeo-scale works in Thai Nguyen province; make timely adjustments, supplements to branch development plannings, plans on investment in relevant works and projects mentioned in the Plan upon any change, and submit them to competent authorities for approval.

Article 4.

This Decision takes effect 15 days after its publication in CONGBAO.

Article 5.

Ministers, heads of ministerial-level agencies, heads of government-attached agencies and the Thai Nguyen People’s Committee president shall implement this Decision.
