GOVERNMENT’S PLAN FOR FOREIGN RELATIONS COMMUNICATION IN 2015 – 2017 PERIOD

THE PRIME MINISTER

Pursuant to the Law on Government organization dated December 25, 2001;

Pursuant to the Resolution No. 31/NQ-CP dated May 13, 2014 promulgating the Government's action programs in the implementation of Poliburo's Resolution No. 22-NQ/TW dated April 10, 2013 on international integration;

Pursuant to the Prime Minister’s Resolution No. 368/QĐ-TTg dated February 28, 2013 regarding approval for the Government's action programs on foreign relations communication in 2013 - 2020 period;

Pursuant to the Prime Minister’s Resolution No. 296/QĐ-TTg dated February 26, 2014 promulgating the Government's plan for foreign relations communication in 2014;

At the request of the Minister of Communication and Communications,

HEREBY DECIDE:

Article 1. Promulgate the Government’s plan for foreign relations communication in 2015 – 2017 period (the plan) with the following objectives and communication:

1. Objectives

a) Provide guidance to ministries, ministerial-level agencies, governmental agencies and People’s committees of central-affiliated cities and provinces (People’s committees of provinces) on key tasks of foreign relations communication that need to be implemented in 2015 – 2017 period;

b) As foundations for ministries, ministerial-level agencies, governmental agencies and People’s committees of provinces to direct, inspect, and speed up the implementation of foreign relations communication in a uniform, effective and comprehensive way across the country;

2. Key tasks

a) Improve legal document system, policies and mechanism; arrange personnel in charge of foreign relations communication;

b) Step up foreign relations communication serving international integration as prescribed in the Government’s Resolution No. 31/NQ-CP dated May 13, 2014 promulgating the Government's action programs in the implementation of Poliburo's Resolution No. 22-NQ/TW dated April 10, 2013 on international integration;

c) Actively carry out communication and propaganda about national sovereignty over sea, islands, borders and territories;

d) Conduct dissemination and education about human rights; carry out propaganda about achievements in human rights and responses to distortions of human rights in Vietnam;

3. Capital sources

Central and local budget and other social sources;

Annually, the Ministry of Finance and localities shall take the initiative in the allocation of budget for the implementation of the plan on the basis of duties, budget and capital mobilization capacity.

4. Implementation

a) The Minister of Information and Communications

- Preside over and cooperate with relevant ministries and agencies in speeding up guidance on the implementation of the plan;

- Make annual reports to the Prime Minister on result of implementation; submit the plan to the Prime Minister for supplements and amendments to suit actual requirements;

b) The Ministry of Finance shall preside over and cooperate with the Ministry of Information and Communications in balancing and allocating budget to ministries, ministerial-level agencies, governmental agencies and People’s committees of provinces to carry out the plan for foreign relations communication as prescribed in the Law on State Budget.

c) Annually, ministries, ministerial-level agencies, governmental agencies and People’s committees of provinces shall take the initiative in the establishment of specific plan, allocation of budget and organization of implementation based on the plan, appendices to programs enclosed herewith, and key activities of foreign relations communication in 2015 – 2017 period and make reports on result of implementation before November 30 annually to the Ministry of Information and Communications for compilation and submission to the Prime Minister.

Article 2. This Decision takes effect since the signing date.

Article 3. Ministers, heads of ministerial-level agencies, heads of governmental agencies, Presidents of the provincial People’s Committees shall be responsible for executing this Decision. /.
