DECISION

APPROVING THE MASTER PLAN ON DRAINAGE AND SEWAGE TREATMENT SYSTEM IN RESIDENTIAL AREAS, INDUSTRIAL PARKS IN NHUE – DAY RIVER BASIN TILL 2030

THE PRIME MINISTER

Pursuant to the December 25, 2001 Law on Organization of the Government;

Pursuant to Government's Decree No.88/2007/ND-CP of May 28, 2007, on urban and industrial park water drainage;

Pursuant to the Prime Minister’s Decision No. 57/2008/QD-TTg of April 29, 2008, approving the overall scheme on environmental protection of the Nhue-Day river basin;

At the proposal of Minister of Construction.

DECIDES:

Article 1. To approve the master plan on drainage and sewage treatment system in residential areas, industrial parks in Nhue – Day river basin till 2030 with the principal as follows:

1. Planning scope

Area of Nhue – Day river basin in entire administrative boundaries of Ha Nam and Ninh Binh provinces and a part of administrative boundaries of Hoa Binh and Nam Dinh provinces and Ha Noi city with total area of about 7,665 km2.

2. Planning viewpoint

- In line with the master plan on socio-economic development; land use planning, construction planning of provinces in Nhue - Day river basin; the overall scheme on environmental protection in Nhue - Day river basin which has been approved by the Prime Minister in Decision No. 57/2008/QD-TTg dated April 29, 2008; orientations for development of water drainage in Vietnamese urban centers and industrial parks up to 2025 and a vision towards 2050 in the Prime Minister's Decision No. 1930/QD-TTg dated November 20, 2009; water drainage planning for three key northern, central and southern economic regions till 2020 in  the Prime Minister's Decision No. 1336/QD-TTg dated September 22, 2008; other relevant specialized master plans already been approved by competent authorities.

- The master plan on drainage and sewage treatment system for residential areas and industrial zones ensure the stabilized and sustainable development of water drainage system on the basis of adequate construction of storm water and sewage drainage systems from collection, transport to processing under each basin in line with socio-economic development conditions and minimizing impacts of climate changes.

- To use technologies and equipment of water treatment satisfying requirements, standards and technical regulations on sewage treatment in line with specific conditions of each locality; to prioritize application of modern technologies and equipment saving energy, and included ability of upgrading in the future.

- To encourage domestic economic sectors to participate in construction investment and management of the water drainage and sewage treatment system.

3. Planning objectives

- To concretize the overall scheme on environmental protection of the Nhue-Day river basin which has been approved by the Prime Minister in Decision No. 57/2008/QD-TTg dated April 29, 2008.

- To divide zones and basins for water drainage; forecast requirement of drainage and total sewage volume; to define plans for water drainage and sewage treatment under each basin.

- To determine investment demand for drainage system in each stage; to do as basis for elaboration and implementation of projects on construction investment of water drainage and sewage treatment system in Nhue - Day river basin.

- To satisfy state management requirements on drainage and sewage treatment activities.

4. Planning content

a) Regional water drainage planning:

- Calculation targets:

+ Drainage coefficient for special-rank urban areas and the concentrated industrial zones: 15 ÷ 20 l/s.ha.

+ Drainage coefficient for rank-V-thru-I urban areas: 12 ÷ 15 l/s.ha.

+ Drainage coefficient for rural residential areas: 8 ÷ 10 I/s.ha.

- Regional water drainage planning:

+ Nhue - Day river basin is divided into 09 drainage zones including:

. 01 drainage zone in mountainous area at Boi upstream which self-flow entirely;

. 08 drainage zones are Nhue river, Tich - Thanh Ha river, Huu Day, North of Ninh Binh, South of Ninh Binh, North of Nam Ha (Kim Bang – Duy Tien), Central of Nam Dinh, South of Nam Dinh; because terrains or some zones are lower than river water level on flood season, surface water drainage for these zones is combination of self-flowing drainage and motive drainage.

+ Solutions to drain water for zones are the storing up of water by system of detention reservoirs, landscape lakes in basin, strengthening of the self-flowing drainage mode, minimizing of cost for investment and management of focal works system for motive drainage, ecological environment improvement and contribution in building urban beauty. 

+ Permeable natural coverage is controlled at first; limit change of the existing surface area to other use purpose. To minimize status of inundation in the urbanization course under impact of climate changes, the minimal area of water surface F ≥ 5% of basin areas where need to be drained.

b) Storm water drainage planning:

- Urban areas:

+ Urban areas are divided into drainage basins ensuring storm water to be drained fast and thoroughly.

+ To improve and build newly detention reservoirs, drainage pumping stations, main drainage axes in urban areas.

+ For midland and mountainous urban areas in Hoa Binh, Ha Nam, Ninh Binh provinces: having terrain slope for good self-flowing drainage, make use of the existing lake system, build more Multifunctional reservoirs to store water and regulate storm water.  

For delta urban areas in Ha Noi, Ha Nam provinces: At upstream and middle stream basin of Nhue and Day rivers, to strengthen maximally use of detention reservoir system to receive and regulate storm water, organize the storm water drainage in the principle in which canals, reservoirs are used as main water drainage route in combination with solution of pumping for rational water drainage enforcement.

+ For urban areas in downstream basin of Day river in Ninh Binh, Nam Dinh province, which are influenced by tide: The storm water drainage matter is calculated on the basis of tide level fluctuation. To build new focal detention reservoir and sewer to prevent tide for storm water drainage, reducing pumping station capacity.

+ Old urban areas: To improve, upgrade the existing drainage system; to build additionally and complete the general drainage system for storm water drainage, in combination with solution of building new works for sewage collection and transport to treatment plants.

+ New urban areas: To build a separate drainage system synchronized with development of urban infrastructure, including network of storm water drainage, canals, detention reservoirs, pumping stations and local water drainage works (water percolation and storage, etc). Storm water is drained to rivers, canals, lakes.

+ To forecast construction of main focal works for storm water drainage in urban areas in Nhue - Day river as follows:

- Rural areas:

+ To select drainage system in line with the drainage irrigation system and local conditions. 

+ For rivers, springs flowing by residential areas, it is necessary to improve, reinforce shores, prevent landslide; make the optimal use of surface (natural and artificial ponds, lakes), permeable coverage for surface water drainage according to the natural flowing mode.

+ For residential areas on sides of hills, mountains, it is required to design canals to meet the flowing directions from peaks of hills, mountains, not let water running over residential areas

- Industrial parks:

To build separate drainage systems for industrial zones. Storm water is drained to rivers, canals, lakes.

c) Sewage drainage and treatment planning.

- Calculation targets:

Calculation targets are based on existing standards and technical regulations.

+ Sewage drainage standards: ≥ 80% of water supply standard

- Sewage drainage planning in urban residential areas and industrial parks

To have solutions for sewage drainage and sewage treatment in line with the orientation of drainage in construction general planning and drainage planning of localities in Nhue - Day river basin.

+ For urban areas:

Urban of type III or higher using general drainage network, build a mixture drainage system on the basis of the available general drainage network and construction of new network for sewage collection (interceptor sewers, diversion chambers, etc) to transport sewage to the concentrated treatment plants of every basin.

To build separate drainage systems for storm water and sewage in new urban areas, grade-IV urban areas, grade-V urban areas. Sewage is collected to the concentrated sewage treatment plants and processed to satisfy standards, technical regulations on environment before discharging to the receipt sources.

To build sewage treatment plants in urban areas in line with their size and nature. The design capacity of sewage treatment plant is calculated on the basis of access of drainage service of people and each development stage.

+ For Industrial parks:

To build separate drainage, concentrated collection and treatment systems meeting technical regulations before discharging to river system in areas for industrial zones.

+ Forecast construction of daily-life sewage treatment plants for urban areas in Nhue – Day river basin as follows:

- Orientation of sewage drainage in rural residential areas

+ Areas where residents live concentrated in each cluster: Because sewage volume is few, depending on terrain, to arrange biological reservoirs to process sewage.

+ Concentrated residential areas under routes: Sewage is processed under each household or group of households (such as construction of septic tanks, biogas cellars, etc) then discharged to canals, drains.

+ To control water quality in areas where pesticides and chemical fertilizers in agriculture are used.

- Orientation of sewage drainage in traditional villages:

Sewage from traditional villages must be collected and processed locally before discharging to environment of urban water drainage system.

d) Selection of sewage treatment technologies

Based on specific conditions, localities may select suitable technologies and equipment for sewage treatment; prioritize modern, hi-quality technologies and equipment which save energy, protect environment; and encourage use of technologies and equipment produced domestically. 

5. Investment funding estimate

a) Investment capital demand:

Investment capital estimate for construction of drainage system (including storm water and sewage drainage system, sewage treatment stations) in Nhue - Day river basin till 2020 and 2030 will be:

- 2020, about VND 90,429 billion.

- 2030, about VND 108,302 billion.

b) Investment capital sources:

- Capital from state budget.

- ODA, foreign aids.

- Investment credit capital.

- Capital from domestic and foreign investors.

- Capital mobilized from other economic sectors.

6. To propose projects prioritized for construction during 2013 - 2020

a) To build storm water drainage system in urban areas, and rural residential spots:

Hanoi City:

- To build newly Lien Mac pumping station with capacity of 175 m3/s, drain water for 9,200 ha, (in addition to combination of task which supply water source for Nhue river as necessary).

- To build newly Yen Nghia pumping station with capacity of 120 m3/s, drain water for 6,300 ha.

Ha Nam province:

- Project on improving and building newly the storm water drainage systems in townships (grade V or higher).

- To build new pumping stations: Hoang Dong - 6,000 m3/h, Duy Hai - 9,000 m3/h, Hoanh Uyen – 12,500 m3/h, Cho Luong - 24,000 m3/h, Bay Cua - 19,000 m3/h, But 1 - 13,000 m3/h, But 2 - 8,000 m3/h, Lac Trang Bo 1, 2, 3 - 19,000 m3/h, Diep Son - 20,000 m3/h.

Nam Dinh province:

- Project on improving and building newly the storm water drainage systems in townships (grade V or higher).

- To build newly Quan Chuot pumping station for urban storm water drainage with capacity of 59,000 m3/h in Nam Dinh city.

Ninh Binh province:

- Project on improving and building newly the storm water drainage systems in townships (grade V or higher).

- Project on dredging flows in Day gate area of Ninh Binh province.

- To build newly pumping station for urban surface water drainage at the South of Ninh Binh city with capacity of 12,000 m3/h.

Hoa Binh province:

- Project on improving and building newly the storm water drainage systems in townships (grade V or higher).

b) To build sewage drainage and treatment system:

Hanoi City:

- Sewage drainage system and daily-life sewage treatment station: Yen Xa with capacity of 270,000 m3/day, Phu Do with capacity of 84,000 m3/ day.

Ha Nam province:

- Sewage drainage system and Thanh Chau daily-life sewage treatment station, Phu Ly city, with capacity of 5,000 m3/ day.

Nam Dinh province:

- Sewage drainage system and Hong Phuc daily-life sewage treatment station, Nam Dinh city, with capacity of 29,000 m3/ day.

Ninh Binh province:

- Sewage drainage system and Nam Thanh daily-life sewage treatment station, Ninh Binh city, with capacity of 8,000 m3/ day.

Hoa Binh province:

- Sewage drainage system and daily-life sewage treatment station in townships (grade V or higher) in river basin.

7. Strategic environment assessment

a) Positive impacts to environment:

- To ensure the water environment in Nhue – Day river basin not to be polluted by production and daily-life activities of people.

- To create clean environment in urban areas, industrial zones, traditional villages bringing good environment to attract investors. 

- To contribute in sustainable development of urban areas and industrial parks in river basin.

- To protect human health.

b) Forecast of environmental impacts upon implementing master plans:  

In the course of construction of water drainage network and sewage treatment works, he surrounding environment and health of people nearby construction areas will be affected such as: Air pollution, surface water source pollution, etc; the stage of operation test and pre-acceptance test of works, it may not yet ensure environmental standard quality which results influence to water quality of the receipt sources (rivers, lakes), waste during processing of sewage cause environmental pollution.                  

c) Solutions to minimize impacts to environment:

- Design solution and rational technologies ensuring the sewage treatment in accordance with environmental regulations.

- To elaborate measures for rational construction, decrease of the air and noise pollution applicable to means of transport, construction with mechanical means on the construction site.

- To elaborate and perform regulations on collection, transport and processing of sludge from water drainage system (water drainage network and sewage treatment plants). 

- To elaborate solutions to limit environmental pollution when happen accidents on system of sewage collection and transport to treatment plants.

- To elaborate plans on supervision, check of sewage quality after being processed and discharged to environment in accordance with regulation.

- To improve the capacity in management and operation of sewage drainage and treatment system.

- Other support measures.

Article 2. Organization of implementation

1. The Ministry of Construction:

- To organize announcement of the master plan on sewage drainage and treatment system of residential areas and industrial parks in Nhue – Day river basin till 2030 already been approved by the Prime Minister under suitable forms and hand over planning dossiers to localities in accordance with current regulations.

- To guide localities in reviewing, adjusting the construction planning, planning specialized in water drainage in province in line with the master plan on sewage drainage and treatment system of residential areas and industrial parks in Nhue – Day river basin till 2030 already been approved by the Prime Minister.

2. Relevant Ministries and sectors shall:

Within their functions and tasks, coordinate with the Ministry of Construction, Committee for environmental protection in Nhue - Day river basin, the provincial/municipal People’s Committee in Nhue - Day river basin in organizing implementation of the master plan in accordance with regulations.

3. The Committee for environmental protection in Nhue - Day river basin shall direct, regulate inter sectors, inter regions in unified and effective implementation of this master plan.

4. The provincial/municipal People’s Committees in Nhue – Day river basin shall:

- Review and adjust the construction planning, planning specialized in water drainage in province in line with the master plan on sewage drainage and treatment system of residential areas and industrial parks in Nhue – Day river basin till 2030 already been approved by the Prime Minister.

- Elaborate financial plans in line with development investment plan of water drainage system meeting each stage; elaborate mechanisms and policies to mobilize capital sources for implementation of this master plan.

- Review and make land use plan for swage drainage and treatment works.

- Direct the organization of implementation of construction investment projects involving water drainage system in province in accordance with regulations.

- Organize programs raising awareness of community about environment hygiene, protection of drainage system, and role of the water drainage system in respect to environment.

Article 3. This Decision takes effect on the day of its signing.

Ministers, heads of relevant agencies and chairperson of chairmen of People’s Committees of Hoa Binh, Ha Nam, Nam Dinh, Ninh Binh provinces and Ha Noi city shall implement this Decision.
