To: Credit Institutions in Ho Chi Minh City

With regard to the execution of human resource development program under the Action Plan for execution of seven breakthrough programs for social-economic development during 2016-2020 in banking sector at the Official Dispatch No. 458/KH-HCM dated April 11, 2016 by the Party Committee and People’s Committee of Ho Chi Minh City, Ho Chi Minh City Branch of the State Bank of Vietnam hereby requests Credit Institutions in Ho Chi Minh City to comply with the following contents:

1/ Credit institutions should set up programs for developing high quality human resources during 2016 – 2020 on the basis of breakthrough programs in banking activities and banking industry by Ho Chi Minh City People's Committee with respect to human resource development and in order to meet requirements on restructuring and improving the quality of growth and competitive capability as well as requirements on international economic integration.

2/ Orientations on human resource development:

For the purpose of meeting development objectives, enhancing competitive capability and adopting new models of growth, credit institutions should improve the quality of human resources with respect to professional capacity and moral behavior while taking into account the innovation of transaction models and reform of procedures on the basis of modern technologies; improve managerial competence and provide regular training courses to banking managers and employees for meeting requirements on professional skills in each sector and professional ethics.  This is an important task to help credit institutions gain significantly competitive advantages. Thus, credit institutions should take actions and adopt practical solutions to increase labour productivity and efficiency as well as prevent risks and “soft competition” advantages in current international economic integration conditions. At the same time, credit institutions should comply with the following contents:

- Actively examine the satisfaction of regulated standards and conditions by individuals holding key positions and ensure organizational structure in accordance with regulations.

- Formulate plans for human resource development, including the following contents: current situation on human resources, orientations and solutions for developing human resources for the next period, proposals thereof.

- Conduct other affairs relating to human resource development.

3/ Reporting by credit institutions (on the periodical basis of every 6 months):

Reporting contents are defined in annexes attached hereto:

- People’s Credit Funds: Annex 01 and Annex 02.

- Credit institutions whose head offices are located in Ho Chi Minh City: Annex 01 and Annex 03.

- State commercial banks and branches of foreign banks: Annex 01 and Annex 04.

Credit institutions shall send periodical reports (on the periodical basis of every 6 months) (including hard and soft copies) to Ho Chi Minh City Branch of the State Bank of Vietnam via Department for Management of Credit Institutions and Banking Activities – address: No. 8 Vo Van Kiet Street, Nguyen Thai Binh Ward, District 1, Ho Chi Minh City, email: [email protected].vn, telephone (08) 38.217.910, by the 07th day of the month preceding the reporting period.

With regard to state commercial banks whose representative offices are located in Ho Chi Minh City, their representative offices shall collect and summarize reports submitted by their branches in Ho Chi Minh City.  

Credit institutions must submit reports for the six beginning months of 2016 by July 07, 2016.

Ho Chi Minh City Branch of the State Bank of Vietnam requests credit institutions in Ho Chi Minh City to implement contents thereof and submit reports within regulated period in order that Ho Chi Minh City Branch of the State Bank of Vietnam can consider and provide opinions about personnel arrangement and development of banking human resources in Ho Chi Minh City./.

IV/ Orientations and solutions for human resource development:

- Specify development orientations in the next period (recruitment, training, transfer, appointment, etc.)

- Specify solutions for developing and improving professional capacity and skills.

V/ Proposals.
