To: The People’s Committee of Lam Dong Province
The Ministry of Planning and Investment has received the official dispatch No. 1022/UBND-TH2 dated March 04, 2016 from the People’s Committee of Lam Dong Province regarding exemption from import tax on greenhouses, materials and equipment used as fixed assets as prescribed in the Prime Minister’s Decision No. 1528/QD-TTg dated September 03, 2015. In this regard, the Ministry of Planning and Investment has following opinions:
Flower and vegetable growing models using greenhouses, hi-tech net houses in Dalat City, Lam Dong Province satisfy strict requirements for growth and development of plant varieties, produce that meet demands of import markets. In order to meet current production demands, households and enterprises that grow flowers and vegetables in Dalat have to import greenhouses and hi-tech net houses which cannot be domestically manufactured for the time being.
Implementing Point b, Clause 3, Article 1 of the Prime Minister’s Decision No. 1528/QD-TTg dated September 03, 2015 promulgating a number of specific mechanisms and policies for development of Dalat City, Lam Dong Province and pursuant to the Ministry of Planning and Investment’s Circular No. 14/2015/TT-BKHDT dated November 17, 2015 promulgating the lists of machinery, equipment, replacement parts, special-use transportation means, raw materials, materials, accessories and semi-finished products domestically manufactured, the Ministry of Planning and Investment has clarified the lists of greenhouses, hi-tech net houses, materials and equipment for planting flowers and vegetables which cannot be domestically manufactured as follows:
- Greenhouses, net houses (equipped with a sensor/microclimate control device) imported as a whole piece or as separate components (plastic roofs; greenhouse/net house frames) from one or several different suppliers (Annexes I and II enclosed herewith).
- Materials, equipment: Motors to lift and lower greenhouse roofs and walls; blackout and energy efficient curtains; drip irrigation systems for watering vegetables and flowers; water and fertilizer filters for flowers and vegetables; shade curtains (Annex III enclosed herewith).
The Ministry of Planning and Investment would like to request that the People’s Committee of Lam Dong Province directs its affiliated agencies to comply with applicable regulations. Difficulties that arise during the implementation of this Circular should be reported to the Ministry of Planning and Investment for consideration and handling within competence./.
