RESOLUTION

ON 5-YEAR SOCIO-ECONOMIC DEVELOPMENT PLAN FROM 2016-2020

NATIONAL ASSEMBLY OF THE SOCIALIST REPUBLIC OF VIETNAM

Pursuant to the Constitution of the Socialist Republic of Vietnam;

According to Reports of the Government, Supreme People’s Court, Supreme People’s Procuracy, affiliates of the National Assembly, relevant agencies and proposals of members of the National Assembly;

HEREBY DECIDES

I. CHIEVEMENTS AND LIMITATIONS OF THE 5-YEAR SOCIO-ECONOMIC DEVELOPMENT PLAN FROM 2011-2015

The socio-economic development has been negatively affected by regional and global recession for the past 05 years. However, we have gained considerable achievements as follows:

- In respect of economy: the macroeconomy has been stabilized and so do inflation. The national economy has been recovered from recession since 2013 and re-structured and achieved significant growth thanks to 03 key development strategies directed by the National Assembly.

- In respect of education and training, and social development: 05-year pre-schoolers nationwide have been provided a proper education. Social welfares, standards of living and other aspects such as science and technology, culture, healthcare, environment protection have been gradually enhanced.

In respect of national security and defense: The national independence, sovereignty and territorial integrity has been secured and intensively defended.

In respect of global integration: Vietnam has comprehensively and effectively intermingled with the globalization and increased its international status.

However, there are still limitations that should be conquered as follows:

For the past five years, Vietnam has failed to achieved:

- 10 objectives in the previous socio-economic development plan;

- Industrialization and modernization of Vietnam’s economy by 2020;

- Enhancement of national education and training, application of advance technologies, improvement of cultures, people ‘s spirit, healthcare and employments;

- Remedy and mitigation measures for climate change, natural resources management and environmental protection;

- Improvement of living standards of residents in disadvantage and remote areas;

- Simplification of cumbersome administrative procedures and structures;

- Raising of awareness and dignity of officials and civil servants;

- Reduction of criminal offences and social security issues;

- Elimination of corruption and national resources wastes;

- Good results in dealing with complaints or inspection.

II. 5-YEAR SCIO-ECONOMIC DEVELOPMENT PLAN FOR THE PERIOD OF 2016-2020

1. Purposes

Stabilize the macroeconomy and boost the growth of national economy; Make breakthrough economic strategies, restructure the economy, improve productivity and competitiveness. Foster national cultures, democracy, social justice, social welfares and security; and improve standards of living. Proactively mitigate and react to climate change, effectively use natural resources and protect the environment. Strengthen national security and defense, protect the national independence, union and territorial integrity; and secure social security and political issues. Advance the effectiveness of external affairs and diplomacy, join in international integration. Facilitate the country development, peace and stability. Gain higher international status. Modernize the national industry.

2. Key targets

2.1. Economic targets:

5-year average GDP: 6.5 – 7%.

GDP per capita in 2020: approximately 3,200 – 3,500 USD.

Industry and service contribution to GDP in 2020: 85%

5-year average social investment in GDP: 32-34%

State budget deficit in 2020: <4% of GDP

Contribution of the total-factor productivity (TFP) to economic growth: 30 – 35%

Average increase in labor productivity: approximately 5%/year

Average energy intensity: decrease by 1 – 1.5%/year.

Rate of urbanization by 2020: 38 – 40 %.

2.2. Social targets:

Percentage of workers in agriculture per total workers in 2020: approximately 40%

Percentage of trained workers in 2020: approximately 65 – 70% including 25% workers with qualifications

Urban unemployment rate in 2020: <4%.

By 2020, 9-10 doctors and 26.5 sickbeds per 10,000,000 residents

The coverage rate of health insurance in 2020 :> 80% of population

Poverty rate: averagely decrease by 1.0 – 1.5%/ year.

2.3 Environmental targets:

In 2020:

Fresh water supplied to 95% urban residents and 90%rural residents.

Treated hazardous waste percentage: 85%

Treated biomedical waste percentage: 95- 100%

Forest coverage: 42%

II. MISSIONS AND MEASURES FOR COMPLETEING SUCH MISSIONS

1. Promote socialist-oriented market economy, stabilize macroeconomy and create favorable conditions for socio-economic development by:

Detailing and implementing the Constitution 2011, completing market economy institutions. Evaluating and compiling detailed plans for achieving above missions according to market economy rules while ensuring the international integration, fair competition, equality and transparency. Effectively applying monetary policies, accounting policies and others to balance Vietnam’s economy. Applying flexible monetary policies to stabilize Vietnam dong value, keeping inflation of under 4% for early years of the plan and 3% in 2020, flexibly changing interest rates according to the inflation, adjusting exchange rates according to the market and reserving foreign currencies. Strictly following the Law on State budgets, laws on fees and charges, and Law on taxation. Strictly controlling the State budget, tax collection and allocation; rreallocating the State budget, focusing on development investment and limiting government debts under the National Assembly’s Resolutions. Using loans in effective ways, gradually reducing Government-backed loans and loans for on-lending; strictly controlling loans by local governments and funding from the State budget.

Changing annual public investment management plans into 5-year public investment management. Arranging State sources of finance to invest in non-State sectors. Using State budgets to finance fields that are not funded by other sources of finance from non-State ownerships. Allocating State capital to central and local governments, dealing with outstanding debt due to fundamental construction and recovering advances.

Stabilizing and improving the stabilization of balance of trade and trade surplus, reduce the imbalance of commercial relation with other countries, attracting foreign investment in hi-tech or green projects. Enhancing product quality and launching diversified products that meet the national standards. Introducing defense measures for protecting domestic production and consumers’ interests. Deciding public services price according to the market mechanism and

2. Make breakthrough in the economy restructuring, productivity and competitiveness.

Improving the economic conditions to attract investments and to reach the position of top four of Asian leading countries. Effectively re-structuring State-owned enterprises according to set forth purposes within a certain period, and strictly complying with the Law on management and allocation of state capital. Studying to establish a department of State capital management for each State-owned enterprise according to the reality. Facilitating the development of private enterprises, completing legislations and policies related to private enterprises. Introducing assistance policies for start-ups. Encouraging the involvement of private sectors in production and enterprises under joint-stock companies. Investing in small and medium enterprises (SMEs), business household and cooperatives.

Restructuring financial markets to balance money markets, capital markets and insurance markets. Boosting the development of capital, insurance and securities markets according to the re-structuring of money markets. Enhancing the effectiveness of insurances of all kind, comprehensively applying crop insurance. Restructuring credit institutions, reducing bad debt, ensuring banking system security and applying banking management system in accordance with international practices and standards.

Focusing on key economic zones, establishing special economic zones that positively affect the structures of agricultural sector, workers and the whole economy; developing economic corridors connecting with regional countries, boosting economic sectors related to national security and defense and improving living standards of residents in islands or coastal areas.

Modernizing and synchronizing urban infrastructures in big cities. Improving quality and management of urban planning for sustainable development. Constructing housings for low-income earners and workers in industrial zones.

Focusing on fundamental industries that provide means of production for the whole economy, speeding up supporting industries, cooperating with multi-national groups and domestic enterprises to establish supporting industrial zones by cluster or by sector.

Restructuring agriculture and improving the productivity and standards of living. Enhancing the agricultural goods and product competitiveness, introducing proper laws on agricultural land, and establishing large-scale agriculture zones by species and value chain according to market demand and processing industries. Completing policies and criteria for new rural development according to the reality. By 2020, the estimated number of communes satisfying new rural standards is approximately 50% and no commune is expected to fail to pass 05 new rural criteria. Focusing on business households and farming by promoting cooperatives and attracting investment in agriculture, industry and services in rural areas. Providing diversified courses of vocational training, creating jobs and shifting the economic structure and employment into high value-added sectors in 2016 and 2017.

3. Make breakthrough in modernization and uniformity of infrastructures

Improving the quality of socio-economic planning, especially transport system, electricity, water supply networks, irrigation, telecommunications, education, healthcare and environmental protection. Constructing road networks, expressways and North-West railways, and upgrading existing railways, inland and coastal waterways. Prioritizing the investment in transport infrastructures in disadvantaged areas. Dealing with traffic congestion in Hanoi and Ho Chi Minh. Reasonably setting up tollbooths to reduce toll fees for residents and enterprises. Ensuring that Long Thanh International Airport is commenced and completed on scheduled as prescribed in the Resolution No.94/2015/QH13 dated June 25, 2015 by the National Assembly.

4. Enhance human resources qualifications and technology and science initiatives

Reforming curricula forms and methods of examination, tests and evaluation of student's performances, help students develop their critical-thinking, creativity and self-study. Developing and doing non-public and public schools justice. Focusing on training hi-qualified personnel, improving vocational training quality, providing sufficient skilled manual workers to meet the labor demand for economic development, grasping golden population structure opportunity. Introducing mechanisms and policies for productive development and talented worker attraction.

Focusing on science and technology, developing national initiatives, and honoring initiatives of individual, enterprises and organizations. Introducing incentive policies and mechanism for scientific researches, innovation and application of advanced technologies to product quality and productivity. Supporting pro-democracy in creativity in scientific researches, consultation and defense. Facilitating scientific researches and application by enterprises of all types. Completing regulations on proprietary assets and intellectual right protection, strictly tackling violations against regulation of laws. Controlling and assisting in importation of original technology and high technology. Applying regulations on procurement, bidding and fixed costs according output results, publishing research findings and expenses. Effectively taking advantage of science and technology funding, and encouraging establishing venture investment funds. Constructing research institutes and innovation centers and technological incubators.

5. Facilitate the sustainable development of cultures, social aspects and healthcare on the basis of socio-economic development and enhancement of living standards, social justice and pro-democracy.

Completing policies on improvement of living standards on the basis of their merit. Applying poverty reduction policies, reducing poverty households in disadvantaged districts and areas by 4%/year according to national poverty standard for the period of 2016-2020; implementing policies for employment and unemployment insurance. Facilitating production development, employment creation, vocational training and exportation of labors; strictly managing foreign workers in Vietnam.

Reforming policies on salaries and wages according to the productivity and market. Adjusting statutory pay rates and minimum wages to meet the minimum living standards. Setting up human resources standard management systems and productivity evaluation criteria.

Reforming financial institutions, ensuring the sustainable development of social insurance funds. It is expected that approximately 50% of workers will buy social insurances by 2020. Completing policies on social affairs, encouraging people to participate in social activities and improving quality of social affairs; ensuring the sufficient provision of basic social services such as education, healthcare, housing, clean water and information access.

Enhancing quality of medical examination and treatment, and medical ethics, and providing primary healthcare services and preventive healthcare facilities and disease preventive measures to prevent the breakout of epidemics. Encouraging satellite clinics and family doctors. Developing non-public hospitals, launching pilot medical examination and treatment facilities under PPP projects and applying hospital management models as public utilities do. Encouraging cultivating and utilizing domestic herbs, and improving the quality of medical examination and treatment by alternative medicines. Facilitate the development of pharmaceutical industry and drug management, enhancing the effectiveness of drug supply bidding. Focusing on family planning , healthcare for children and pregnant women, gender imbalance, replacement-level fertility and population control, increase the average life expectancy to 74-75 years by 2020, and encouraging people to buy social insurances Reforming financial institutions, transparently adjusting healthcare services prices, providing assistance for the poor and beneficiaries of preferential policies. Strictly inspecting and tackling smuggling, counterfeits, contraband goods, poor quality products and unknown origin products.

Encouraging the creativity in cultural activities, literature and art, giving prominence to civil responsibilities and social responsibilities of artists and cultural centers. Reserving authors’ rights; preserving and upholding cultural heritage; complying with policies on ethnicity, religions and belief. .

Effectively developing the press and publications related to national development and defense. Encouraging sport development and enhancing professional sport achievements. Effectively applying policies for gender equality and feminist roles; and privatizing cultural and social affairs.

6. Proactively react to climate change; effectively utilize natural resources and environment protection.

Intensively managing natural resources and protecting the environment, opening bidding for mineral extraction, introducing measures for mitigation and reaction to Acts of God and climate change, investing in infrastructures with ODA or State capital and property to keep people from damage by such force majeure events, and educating residents in reactions and mitigation of climate change consequences. Inspecting and tackling environmental pollution, especially in rural areas, trade village, industrial clusters and river basins.

Protecting water sources, and constructing infrastructures for water saving Authorizing the Government to request the Standing committee of the National Assembly of the Socialist Republic of Vietnam to make decisions on investment and assisting residents in adapting to ecosystem changes, and investing in projects for prevention of drought, saltwater intrusion and sea level rise in the south central coast, central highlands and Mekong Delta. Prioritizing the national interests in management and utilization of water source from the Mekong River.

Completing the structure of organizations or teams in charge of coastal protective forests, watershed forests and specialized forests Introducing incentive policies for production and use of new green energy and renewable energy.

7. Prevent and fight against corruption and waste

Setting up organizations specialized in tackling corruption. Strictly complying with the Law on Anti-corruption, requesting entities that are liable for declaration of their property, assets and income to provide accurate information. Inspecting relevant entities’ earnings via bank accounts. Setting up specialized mechanisms for inspecting the exercise of authorities; defining responsibilities of heads of organizations, authorities and agencies; encouraging the roles of citizens, Vietnamese Fatherland Front and People’s units in supervision of corruption and national resources wastes. Introducing effective measures for protecting people who discover or report corruption. Improving the performance of inspection, auditing, investigation, prosecuted, prosecution, adjudication or handlings of violations against laws on anti-corruption.

8. Improve the effectiveness of State management and assure citizen's liberty and pro-democracy in socio-economic development

Completing administrative procedure reforms, detailing and simplifying administrative procedures in every aspect, and eliminating shortcomings in execution and compliance with laws. Boosting the application of information technology to State authorities’ activities, public services and e-government. Supervising the execution of laws, evaluating officers’ competence, laying off officers who do not fulfill their obligations. Introducing democratic and transparent reforms in recruitment, layoff and promotion under regulations of laws. Completing organizational structures, simplifying payrolls, evaluating achievements and effectiveness of the recruitment, layoff and promotion and reporting to the National Assembly by the end of 2016, defining the responsibilities, competence of authorities of all level in socio-economic development. Focusing on public services, social security, social welfares and improving standards of living. Defining functions and responsibilities relevant organizations and introducing specific policies for municipal, island authorities and administrative - economic units. Simplifying local government’s structures, improving the effectiveness of justice organizations to ensure human and citizen’s rights.

Enhancing managerial capability and accountability responsibility of State authorities of all levels, and cooperating with Vietnamese Fatherland Front and socio-political organizations to execute this plan.

Completing decentralized systems and ensuring the consistent administration from the central government to local governments. Drawing up economic development planning for the whole nation and areas by combining the discipline management and administrative division management. Completing decentralized systems for investment and budget management to ensure the consistent management and resources balance.

9. Stretch national security and defense, and protect independence, national sovereignty and territorial integrity, socio-political stabilization

Protecting the national independence, sovereignty and territorial integrity. Setting up elite People’s Armed Forces and police authorities, modernizing a number of arms or weapons with a reasonable quantity. Improving the performance of master-at-arms. Focusing on setting up police support volunteers and military reserve forces and National defense and security industry.

Combining national security and defense mission with socio-economic development. Strengthening the security in border areas and islands, protecting the national sovereignty, nation and coastal citizen’s interests, and improving the performance of national defense industrial zones.

Applying measures for protecting social security and order. Fighting against crimes, debauchery and society’s moral degradation. Focusing on cyberspace security; ensuring safety traffic and taking actions for reducing traffic accidents.

10. Improve international integration, and create favorable conditions for country’s development

Improving the effectiveness of multilateral diplomacy, strictly cooperating with members of the Association of Southeast Asian Nations and United Nations to protect the national sovereignty and territorial integrity; and quickly settling territorial disputes over seas by amicable agreements under international and regional laws and practices.

Complying with international commitments, joining in new generation free trade agreements, grasping opportunities to expand market and mobilizing external resources for country development. Formulating action programs for implementation of new pacts and plans for achievement of 17 objectives and 169 targets presented in the United Nations’ document on“Chuyển đổi thế giới của chúng ta: Chương trình Nghị sự năm 2030 vì sự phát triển bền vững” (Transforming our world – the 2030 Agenda for sustainable development );
Assisting enterprises in technology innovations, applying developed countries’ standards on environmental protection and food safety of Vietnamese Exports, raising people’s awareness of application of international laws on geographical indications , origin, copyrights, and brand, etc.
Providing early warnings of partner countries’ trade defense measures

Focusing on external affairs and international integration; utilizing the domestic and international advocacy for national development and defense, facilitate overseas Vietnamese’s contribution to the national development, and protecting Vietnamese overseas.

IV. IMPLEMENTATION ORGANIZATIONS

The Government, Supreme People’s Court, Supreme People’s Procuracy and State auditing firms shall develop their plans for fulfillment of their mission by year and execute this Resolution and submit reports on achievements and limitations to the National Assembly by the end of 2018.

The Standing committee of the National Assembly of the Socialist Republic of Vietnam, Councils of the National Assembly and members of National Assembly shall supervise the implementation of this Resolution.

The Vietnamese Fatherland Front and member organizations of Vietnamese Fatherland Front incorporated under regulations of laws shall supervise and encourage citizens to comply with this Resolution.

The national Assembly hereby calls for the national solidarity to excellently fulfill the 5-year socio-economic development plan for the period of 2016-2020.

This Resolution is ratified by the XIII National Assembly of the Socialist Republic of Vietnam at the eleventh Meeting session on April 12, 2016.
