RESOLUTION

THE GOVERNMENT'S REGULAR MEETING - OCTOBER 2005

On October 29, 2005, the Government held its October regular meeting to discuss and decide the following issues:

1. The Government heard the Minister of Labor, Invalids and Social Affairs presenting the National Target Program on Employment for the period of 2006-2010.

The Government decided that resolving the problems of labor and employment was a socio-economic and political task of importance and urgency during the period of 2006-2010 aimed at creating more jobs, improving people's income and living standards, and achieving sustainable social development. The results of the National Target Program on Employment for the period of 2001-2005 have helped release the productive forces and increase social investment for greater production, more jobs, greater labor export, less unemployment in urban areas and under-employment in rural areas, increased economic growth and less poverty and hunger.

By 2010, it is forecast that the total labor force of the entire country will have accounted for 56% of the population; in the period of 2006-2010 about 8 million jobs are needed with 2 million jobs needing support from the National Target Program on Employment. The Government agreed with the initiative of continuing the implementation of the National Target Program on Employment for the period of 2006-2010 in the follow-up to that of the period 2001-2005. The Program shall have to inherit results and learn lessons from the previous period, renewing mode of management, providing support with clear targets and focus; increasing the engagement of society in job training via production promotion, establishing more enterprises to create more jobs; at the same time, incorporate the National Target Program on Employment into other objective programs. Close collaboration is needed between the Government, ministries, sectors, the Vietnam Fatherland Front and popular associations in order to achieve the identified targets; special attention needs to be paid to giving direct support to creating jobs for rural laborers especially those with agricultural land being converted to other uses; old redundant laborers and other subjects that need job assistance.

The Ministry of Labor, Invalids and Social Affairs shall be responsible for coordinating with the Government Office, Ministry of Investment and Planning, and related ministries and sectors in consultation with opinions at the meeting to complete the draft National Target Program on Employment for the period of 2006-2010, and submit to the Prime Minister for approval.

2. The Government also heard the Minister of Agriculture and Rural Development presenting the emergency action plan against bird flu (H5N1) and human avian influenza.

The bird flu and human avian influenza (type A) caused by H5N1 virus, taking place from the late December 2003, have caused considerable losses of economic values, people's lives and health. The epidemics have shown up unpredictable developments with high possibilities of epidemic burst-outs, and when it infects human, it will become an epidemic in Vietnam and many other countries in the world. The Government determined to make preemptive efforts to stop the epidemic from occurring.

The Emergency Action Plan against bird flu and human avian influenza needs to demonstrate the determination of the Government and the people in preventing and fighting the epidemic; specifying actions to take, identifying responsibilities of ministries, central and local authorities. A system of epidemic control shall be established from the grassroots upward with the role of the Fatherland Front, popular associations and social organizations being promoted in preventing and fighting the epidemic; all resources of the State, the people and international cooperation shall be promoted to prevent and fight epidemic effectively; the communication shall be promoted in order to formulate consensus among people with the Government's solutions, make people clearly understand the risks of, and proactively prevent and fight epidemic without creating psychological unrest, which affect production and living conditions.

The Ministry of Agriculture and Rural Development, and the Ministry of Health shall be responsible for coordinating with the Government Office and related bodies in consideration of opinions at the meeting to quickly complete the special plan and resolution of the Government regarding this issue, and submit to the Prime Minister for promulgation approval.

3. The Government heard the Minister, Head of the Committee for Population, Families and Children presenting the Ordinance amending and supplementing some articles of the Ordinance on Population; heard the Minister-Head of the Government Office presenting the summary report of opinions of the Cabinet members about this Ordinance project.

The Government agreed to amend Article 2 and Article 10 of the Ordinance according to plan 1 proposed by the Committee for Population, Families and Children. However, in order to ensure the consistence of legal regulations, clarity and facility for implementation, it is necessary to make repeated reviews to consistently amend other articles and provisions of the ordinance related to this matter.

The Committee for Population, Families and Children shall be responsible for coordinating with the Government Office and the Ministry of Justice in consultation with the opinions at the meeting to complete the draft Ordinance on amending and supplementing some articles and provisions of the Population Ordinance. The Minister-Head of the Committee for Population, Families and Children is authorized by the Prime Minister to submit the draft Ordinance to the Standing Committee of the National Assembly.

4. The Government heard the Minister of Transport presenting the proposal to increase the level of advance payment for bidding packages of transportation works that use proceeds from government bonds.

The Government agreed with the proposed level of advance payment increased to 20% for all investment projects that use funds from government bonds (including works of transportation, irrigation, etc.). Ministries and sectors shall be responsible for directing the effective uses of this capital source and acceleration of the progress to ensure the completion of government bonds-funded projects as planned.

5. The Government reviewed the Report on production, exports and investment in October 2005 and the the socio-economic situation of the early ten months of 2005 submitted by the Ministry of Investment and Planning; the report of inspection of the third quarter of 2005 submitted by the Government Inspectorate.

In general, despite the difficulties caused by natural disasters, epidemics and unfavorable fluctuations of price in international markets, the socio-economic situation of October and the early ten months of 2005 remained good with high industrial growth rate, positive agricultural development, good crop planting progress, the service sector better meeting the demand of production and life, high rice export growth rate, decreased foreign trade deficit, relatively good foreign investment inflow, timely tax collection, and positive developments in many other social aspects.

In the remaining months of 2005, more unfavorable impacts, natural disasters, epidemics are expected, creating more difficulties for production and living conditions of people. In order to achieve the planned targets of 2005, ministries, branches and localities shall need to keep updated to the factual situations to direct serious and comprehensive implementation of solutions put forward in Decision No. 01/2005/ND-CP Decisions at regular meetings of the Government and other directive documents of the Government and the Prime Minister; concentrated efforts shall be made to speed up the progress of disbursement for construction works, especially those funded by government bonds; productivity shall be improved; exports shall be promoted; Emergency solutions to bird flu (H5N1) and human avian influenza shall be deployed consistently; the monetary policy shall be flexibly and prudently implemented; price shall be managed according to the market mechanism and the international economic integration progress with increased control over speculation and smuggling; Disaster control shall be directed closely; inspection shall be enhanced to resolutely fight corruption and practice thrift.

The Ministry of Finance and the Government Inspectorate shall be responsible for coordinating with the Government Office and related authorities to formulate the Government's Action Program to deploy and implement the Law on Anti-corruption and the Law on Thrift Practice and Anti-prodigality, and submit them to the Government for consideration right after the two bills are passed by the National Assembly.
