RESOLUTION
ON THE NATIONAL ASSEMBLY'S 2012 SUPERVISORY PROGRAM
THE NATIONAL ASSEMBLY OF THE SOCIALIST REPUBLIC OF VIETNAM
Pursuant to the 1992 Constitution of the Socialist Republic of Vietnam, which was amended and supplemented under Resolution No. 51/2001/NQ-QH10 bổ sung điều của Hiến pháp nước cộng hoà xã hội chủ nghĩa Việt Nam năm 1992">51/2001/QH10;
Pursuant to Law No. 05/2003/QH11 on Supervisory Activities of the National Assembly;
After considering proposals of the Ethnic Council, the Committees of the National Assembly, delegations of the National Assembly deputies, the Vietnam Fatherland Front Committee, and the National Assembly Standing Committee's Report No. 44/TTr-UBTVQH13 of October 25, 2011, on the National Assembly's tentative supervisory program for 2012, and opinions of National Assembly deputies,
RESOLVES:
Article 1. The National Assembly will conduct the supreme supervision of the following contents:
I. AT THE THIRD SESSION:
1. To consider the Government's additional report evaluating the implementation results of the 2011 socio-economic development plan and state budget; the implementation of the socio-economic development plan and state budget in first months of 2012, and other reports of concerned agencies;
2. To consider the report on results of the supervision of settlement of voters' petitions sent to the second session of the National Assembly;
3. To organize the questioning of and answering of questions by National Assembly deputies;
4. To supervise the implementation of laws and policies on public investment in agriculture, farmers and rural areas.
II. AT THE FOURTH SESSION:
1. To consider the Government's reports on the implementation of the 2012 socio-economic development plan and state budget estimates; reports on operations of the agencies of the National Assembly, the Government, the Supreme People's Court, the Supreme People's Procuracy and other reports of concerned agencies.
2. To consider the report on results of the supervision of settlement of voters' petitions sent to the third session of the National Assembly.
3. To organize the questioning of and answering of questions by National Assembly deputies.
4. To supervise the implementation of laws and policies on settlement of citizens' complaints and denunciations about land-related administrative decisions.
Article 2. Based on the National Assembly's supervisory program, the National Assembly Standing Committee, the Ethnic Council and the Committees of the National Assembly shall elaborate and implement their own supervisory programs; and based on practical conditions and situation, delegations of National Assembly deputies and National Assembly deputies shall take initiative in selecting contents for elaborating programs, coordinate with one another in conducting the supervision and report supervision results according to law.
Article 3. To assign the National Assembly Standing Committee to implement the Resolution on the National Assembly's 2012 supervisory program; guide, regulate and coordinate supervisory activities of the Ethnic Council and the Committees of the National Assembly; guide delegations of National Assembly deputies and National Assembly deputies in conducting supervisory activities; guide the further research into renewal, improve quality and effectiveness of supervisory activities; guide the monitoring, supervision, summarization of results of the settlement of supervision petitions; and summarize and report results of the implementation of the supervisory program at the year-end session of the National Assembly.
Related central and local organizations and agencies shall closely coordinate with the agencies of the National Assembly, delegations of the National Assembly deputies and National Assembly deputies in supervisory activities; fully, promptly and accurately report and provide necessary information and documents related to supervised contents at the request of supervisory agencies. Agencies subject to supervision shall fully, promptly and seriously implement post-supervision petitions and report implementation results to the National Assembly Standing Committee.
This Resolution was adopted on November 11, 2011, by the XIIIth National Assembly of the Socialist Republic of Vietnam at its 2nd session. -
